TURKEY Helping a municipality expand sustainably while promoting low-carbon mobility AFD supports the Istanbul Metropolitan Municipality’s transportation expansion, extending basic services access to more residents. BACKGROUND THE PROJECT Istanbul is a megalopolis of 14 million inhabitants. It concentrates nearly onequarter of Turkey’s gross domestic product (GDP) and has seen strong growth in recent years. Sustainable management of mobility has emerged as a major issue. Despite many efforts since 1990 to create transportation alternatives — using tramways, metros, and water-borne craft — automobile congestion continues to pose economic, social and environmental problems for the city. A new loan from AFD will help build a multimodal public transfer station, Yenikapi, an essential part of the comprehensive public transportation program. The station will connect the Marmaray (a train linking Europe to Asia Minor), the metro, an airport line, a tramway, and the IDO Istanbul Sea Bus lines. The project aims to expand the public transportation system while improving interconnectivity and mobility for Istanbul residents. The municipality has adopted an ambitious public transportation policy that will profoundly change the architecture of its public transport system. Since 2008, AFD has participated in a programme to expand the rail system, the portion of the policy calling for the greatest capital investment. The Agency has co-financed a northern extension to the main metro line, building three new stations to serve office parks, universities, and industrial areas. Artefacts excavated during construction will be exhibited in the station and at an archaeological museum to be built nearby. This project reinforces cooperation between Istanbul and the City of Paris, directing aid efforts toward urban development challenges and large-scale transportation infrastructure.
