Governor Mark Carney noted the “remarkably weak” wage growth and slashed the Bank’s forecast in half for 2014. It hinted that the recovery of wages may be crucial in determining when to raise the bank rate. However, in a subsequent interview, the Governor, suggested that official rates could yet rise before wages did. This threw the market into new levels of confusion about when rates are actually going to increase. Although, the BoE pointed out that slack in the economy had decreased slightly in the second quarter. The MPC minutes, released after the Inflation Report, announced the first split in the vote for interest rates since July 2011. The nine‐member Committee voted 7‐2 in favour of holding interest rates at their historic low of 0.5%, with two members wanting to raise rates to 0.75% this month as a result of “sufficient economic circumstances”. For the majority of the Committee, however, inflationary pressure was not significant enough. The split motivated markets to change expectations, with some anticipating a tightening of policy this year. Markit PMI surveys saw activity in the manufacturing and construction sectors fall marginally in July but remain in the “expansion” territory of above 50. However, the dominant services’ industry, which makes up almost two‐thirds of the economy, more than made up for this. It increased at the fastest rate since November, rising to an eight‐month high of 59.1. July’s composite PMI also hit a three‐month high, boosting the probability that this rapid economic recovery could continue for the rest of the year, which further fuelled speculation that a rate rise could occur as early as November 2014. Second quarter growth in the UK expanded by 3.2% compared with last year, its fastest annual pace in over six years. Rapid job growth and falling prices have meant that growth is mostly dependent upon consumer spending, particularly as poor Eurozone performance and the strength of sterling is making export‐led growth difficult. Britain’s trade deficit widened unexpectedly in June, to £9.4bn, from £9.2bn in May. According to the Office of National Statistics, goods’ exports decreased in June because of falls in oil and manufactured goods. The Government have been making various attempts at helping exporters, but these efforts are struggling, partly as a result of the weak demand from the Eurozone the UK’s largest trading partner. The unemployment rate in Britain fell to 6.4% in the second quarter, the lowest rate since 2008. However average weekly earnings fell by 0.2%, lagging far behind inflation. It is worth considering that earnings’ figures are suffering compared to last year due to the income tax cut in April 2013, which delayed payment of bonuses. However, when excluding these distorting factors regular pay growth was still significantly weaker than inflation, rising by just 0.6% in Q2. Falls in clothing prices and downward effects from financial services and food product groups also caused the consumer price index to ease by more than expected in July, to 1.6%, after hitting a five‐month high in June. This means that the BoE will be under less pressure to start raising rates in order to keep inflation at or below their target level of 2%. Retail Sales grew at a weaker pace than expected in July increasing by only 0. 0.1% % on the month and 2.6% .6% on the year. The biggest downward pressure came from non non‐store store retailing and petrol stations. Consumers have been the driving force behind the recovery since last year but it seems apparent that their spending may deteriorate, particularly if wages fail to recover. Polling company, GfK, however, reported strong consumer morale in August as its confidence index rose to +1 from ‐2 in July. Public sector finances, excluding financial sector interventions, showed an unforeseen deficit of £239m in July despite many forecasts for a small surplus. Historically, July is when tax receipts create a surplus, however government borrowing was up by 5.1% and social benefit payments also increased. Across the Eurozone, second quarter growth stalled as the 18 country bloc showed no growth. This surprising performance from one of the world’s biggest economic areas emphasises the ongoing struggle these countries are experiencing on the road to recovery. Inflation in the Eurozone also fell to 0.4% on the year in July, its lowest level since the height of the financial crisis. This leaves the European Central Bank with further concerns about the possibility of deflation. In the US, non‐farm payrolls expanded by more than 200,000 for the sixth straight month. However, unemployment marginally rose due to more people entering the labour market. Although lower than forecast, the data does indicate confidence in the market but suggests there is more slack than originally thought; something that will need to be addressed before a rate rise can occur. Housing Market According to mortgage lender Halifax, house prices in the three months to July were more than 10% higher than a year earlier. House prices rose 1.4% on the month due to supply being low and demand being supported by the continuing recovery of the economy. It was also reported that British banks approved fewer home loans last month than they did in June, approving only 42,792 loans for house purchase compared to June’s 43,180. Although this is 12% more than July last year, it is the lowest amount since January. Nationwide said house prices rose by 0.8% in August, a much larger increase than was expected by economists, meaning on an annual basis house prices have increased by 11%. Forecast Capita Asset Services kept its Bank Rate forecast unchanged this month, expecting the first increase in Q1 2015. Capital Economics did not alter their forecast this month. For more than two years, long suffering SMEs at one of the largest business parks in Hertfordshire, have been dogged by unreliable and slow internet services. Thanks to investment by Hertfordshire LEP, through the Connected Counties broadband programme, work has just been completed to install new broadband infrastructure at the site. Nick Joels, Director at Innovators International Ltd, has led a personal crusade on behalf of local tenants to call for faster broadband connectivity. Nick said, “Finally we will be able to communicate in a timely fashion with our customers and suppliers. The ability to transmit large data files will transform the way in which we have been forced to work over the past 6 years and result in huge timesaving and increased efficiency. For further details please contact [email protected] LEP welcomes potential Crossrail extension Transport Secretary Patrick McLoughlin announced on the 7th August that there will be a feasibility study carried out into the potential Crossrail link extension from London to Hertfordshire, which could save travellers up to 15 minutes via a new rail link between Old Oak Common and the West Coast Main Line. Stations that could be serviced by Crossrail include Tring, Hemel Hempstead, Watford Junction and Berkhamsted. Any changes will not affect the timetable or planned service pattern for the existing Crossrail scheme which is scheduled to be fully operational by 2019. Commenting on the announcement, Andrew Percival, Chair of Hertfordshire LEP’s Infrastructure Board said: “Hertfordshire LEP very much welcomes this announcement. Greater choice of direct destinations will boost the county‟s connectivity with London, fulfilling a key priority from our Strategic Economic Plan. The extension of Crossrail to Hertfordshire will have a real benefit for towns like Hemel Hempstead, Tring and Watford – supporting businesses to grow and thrive. I look forward to seeing the results of the study”. Transport Secretary Patrick McLoughlin said: “We are investing record amounts to build a world-class railway, so it is vital we seize every opportunity to make the most of these once in a generation schemes. That is why I have asked HS2 Limited to work closely with the Crossrail sponsors to look at extending Crossrail services to key destinations in Hertfordshire. Not only would this be a huge boost to passengers and the local economy, it would also provide flexibility when building HS2 into Euston, making sure we create a lasting legacy for the station.” To read more about this click here. 42 Local Growth Deal Update Implementing the 2015/16 Local Growth Deal Over the next few weeks the LEP will be producing an Implementation Plan for the 2015/16 Local Growth Deal. The plan will need to be submitted to Government before Christmas and will comprise of : an Assurance Framework that sets out how we will manage risks and ensure value for money across the range of interventions a Monitoring & Evaluation Plan that sets out how the Growth Deal will be measured, monitored and evaluated a Strategic Communications Plan that sets out how the LEP and Government will work together on communications activity a Funding Agreement between the Government and the accountable body (Hertfordshire County Council) In addition the LEP is reviewing its governance structures and securing additional executive capacity with a view to having more robust arrangements in place. This will be agreed at the September and November LEP Board meetings. 2016/17 Local Growth deal submission At the time of writing we are yet to receive formal bidding guidance from Government. However we understand that the timetable will be much shorter than 2015/16 and that a draft submission will be expected late November/early December. It is also unclear how much funding will be available nationally for 2016-17. This is likely to be much less than that available for 2015-16. This is because the provisional allocations for 2016-17, agreed in the 2015/16 deal process, have largely taken up most of the allocated funds. We are currently refreshing our guidance and pro-forma bidding templates and hope to be able to circulate to partners in time for pro-formas to be returned to the LEP by the end of September. Although we haven‟t yet had official guidance we expect that criteria are likely to be broadly similar to the first round of Growth Deals: Only capital funding is likely to be available Projects will need to demonstrate how they support the objectives of the Strategic Economic Plan Projects should be able to demonstrate clear outputs and value for money Additional funding leverage is vital. Whilst we welcome new projects we will also revisit the projects that were not successful in 2015-16 for potential resubmission. As with the last round we will be securing external resource to support the independent appraisal and prioritisation process. Eric Pickles, the Secretary of State for Communities, accepted the recommendations of the Planning Inspector and said “Development within the green belt will not be allowed unless there are very special circumstances, and in this case, the benefits of the development did not outweigh the potential harm to the green belt.” Welwyn Hatfield Borough Council has consistently objected to the plans to establish a waste to energy plant the green belt, in close proximity to Hatfield House. The council has issued a statement welcoming the decision by ministers. On 14th August, Veolia submitted a statutory challenge to the ruling. A date for a hearing has not been set as yet. Radlett rail depot: Plans approved by government Approval has been granted for a £400m international freight terminal on green belt land in Hertfordshire following eight years of protest. The terminal is to be built on the Radlett Aerodrome site near St Albans. The Department for Communities and Local Government approved the scheme and said the terminal was needed for London and SouthEast England. A Department for Communities and Local Government spokesman said: "The local benefits brought by these proposals, for a country park, improvements to footpaths and bridleways and other transport upgrades, and the lack of appropriate alternative locations have all been deciding factors. The six week window to challenge the decision in the High Court closed on 22 August. The scheme is delivered in England, Northern Ireland, Scotland and Wales, through a network of over 50 Delivery Partners administering the loans. Start Up Loans sits within government in the Business, Innovation, and Skills Department, and was devised by Lord Young, former Enterprise Advisor to The Prime Minister David Cameron. The rationale behind Start Up Loans come from the lack of start up finance available for new businesses who need the capital injection to build their business – this is where we bridge the gap. The overarching goal of Start Up Loans is both an economic and a social one – to create jobs and growth in the SME sector, and to give potential start-ups capital needed to start their own business. My role is to help put in place business support programmes to help Small and Medium sized firms in Hertfordshire innovate and grow. I am specifically interested in finding the right delivery partners and projects to support the growth aspirations of our ever increasing business base. What does your average day look like? My average day usually involves one or two meetings, managing an email inbox that refuses to go on a diet, and just generally trying to move projects and initiatives forward. I usually start my working day around 9.30 and finish some time after 6.00 to avoid the worst of the delays on the A1m. My biggest challenge yet, is to find alternative ways round the rush hour jams...short of buying a micro-light aircraft, I am resolved to having to cope for a while longer. However, I genuinely believe that attention the LEP is getting in Whitehall will ultimately lead to the unlocking of much needed investment in this vital transport route. What do you enjoy most about working at the LEP? I enjoy the buzz from working in a small, flexible team of like minded people; i.e. people committed to making a difference. I also enjoy working with our private sector board members who bring a different and innovative approach to getting things done. For anyone working in Economic Development I can‟t imagine where else one would want to be right now. What have your highlights been at the LEP so far? Being part of the team that secured the 5th best Growth Deal among LEPs, finally being able to see our investment in Broadband start to deliver better broadband connections for SMEs and seeing the introduction of the Grants for Growth Programme secure the highest levels of private sector leverage in the East of England. If you could wave a magic wand, what single thing would you want to see happen in Hertfordshire? No Question: A1m upgrade. Where do you see yourself and the LEP in several years time? I‟d like to see myself on the Algarve playing golf all year round in glorious sunshine, but that‟s not something that my long suffering wife wants to see happen, nor will she allow it to happen. So I hope I will still be working in Economic Development striving to make a difference. The LEP, I think, will go from strength to strength. The LEP is changing perspectives and starting to build real momentum. We know that there are many challenges ahead but if we deliver what we say we will deliver, our reputation can only grow. As part of our Communications Plan we are also providing updates to Members. If you would like an update or more information, please get in touch and I’ll be happy to help. The Customer Contact Programme is a series of projects where Three Rivers Council will be providing more of our services ‘digitally’. By that we mean we will provide the capability on our website for our customers to ‘Self-Serve’, rather than to have to call or visit the council. This will be a new access channel, whilst at the same time, customers who wish to, can still use all of the existing methods. There are a number of reasons why we should do this; one is that there is a demand for this service; many of us conduct our business via the web (shopping, banking etc). Another reason is that it’s much cheaper to the council for customers to ‘Pay it’, ‘Book it’, ‘Apply for it’, and ‘Report it’ on the website, than it is for an officer to meet the customer in the one-stopshop. Note: Average costs based on data gathered by SOCITM, 2012 CRM We have made some progress this year in buying a new CRM (Customer Relationship Management) system. This is the system which will replace ProActive and provide the pathway and database for all of our customer contact. After a very detailed procurement process we have chosen a ‘preferred supplier’, a company called Firmstep. Their product is called Achieve and we are now detailing the Due Diligence process to ensure we have all of our requirements covered. 47 CMS In the past couple of weeks we have migrated our current web content over to the new CMS (Content Management System). This is the system we use to write all of our web pages. The new system is called Blaze and is provided to us by a company called Byte9. Officers in the council will notice the new CMS is much easier to use, with better functionality. They will find it easier to add information, pictures, documents, and even video. We will be taking this opportunity to update and improve our service pages. Further work on the Programme will be to make sure the CRM can integrate with our backoffice software. This way we will be able to allow customers to complete processes for themselves.
