REGIONAL TRAFFIC SIGNAL SYNCHRONIZATION PROJECTS (RTSSP) COMPLETED - CROWN VALLEY PARKWAY In May of 2014, as part of the OCTA’s RTSSP/Project P, Crown Valley Parkway received new communication equipment and signal timing plans for each intersection along the arterial dedicated to improve travel times and reduce delay. In a joint effort, the participating agencies of Laguna Niguel, County of Orange, and Mission Viejo implemented coordination across thirty (30) traffic signals along this arterial. Of the thirty (30) traffic signals along this arterial, there are fifteen (15) traffic signals within the City of Laguna Niguel. After implementation, the follow-up studies indicated a decrease in travel time, number of stops and total delay for all vehicles utilizing Crown Valley Parkway. The City is currently maintaining the optimized signal timing plans to assist in moving traffic along Crown Valley Parkway. This project was completed in May of 2016. IN PROGRESS - LA PAZ ROAD In June of 2016, as part of OCTA’s RTSSP/Project P, La Paz Road received new signal timing plans to optimize and improve travel along this arterial. The cities of Laguna Niguel, Mission Viejo, Laguna Hills, and Aliso Viejo have cooperated on this project. Of the twenty-three (23) traffic signals along La Paz Road, there are a total of five (5) traffic signals within the City of Laguna Niguel. Since the optimized signal timing plans were programmed, follow up studies are being conducted to ensure that travel along La Paz Road promotes the reduction of travel times, stops, and greenhouse gas. After the implementation phase is complete (anticipated December 2016) and all fine tuning to the arterial have been made, there will be a “maintenance period” where the City will keep the new signal timing plans in place for the benefit of the entire arterial. It is anticipated the end of the maintenance period and project will be the end of 2018. FUTURE PLANNED – MOULTON PARKWAY/GOLDEN LANTERN In a joint effort among the cities of Laguna Niguel, Laguna Woods, Laguna Hills, and Aliso Viejo requested funds from OCTA as part of the RTSSP/Project P program to improve travel times along Moulton Parkway/Golden Lantern. With approval from OCTA, new signal timing plans were developed to optimize travel times along the arterial as well as the planning and design of communication upgrades. Part of this project includes construction of traffic signal interconnect communications from Paseo de Colinas to Paseo Escuela. The construction will provide a link to the entire communications system of this arterial which will assist the goal of the synchronization project to reduce travel times and greenhouse gases. This construction is planned for the spring of 2017. Once construction is complete, implementation of the new signal timing plans will benefit all residents traveling on both Moulton Parkway and Golden Lantern. The implementation phase for this project is also planned for summer of 2017. After implementation, the City will enter into a “maintenance phase” where we continue to monitor and fine tune the system for a period of an additional 2 years. FUTURE PLANNED – ALICIA PARKWAY Cities of Laguna Niguel, Mission Viejo, Laguna Hills, and Aliso Viejo are in a joint effort to improve travel times along Alicia Parkway. Improvements proposed along this arterial include new signal timing plans to optimize travel times along the arterial as well as hardware and communication upgrades. There are forty (40) signalized intersections along Alicia Parkway spanning 11 miles. Within the City of Laguna Niguel, there are eleven (11) traffic signals on Alicia Parkway. The installation of fiber optic lines to act as a backbone for the City’s traffic signal system is planned to be constructed as part of this project. It is estimated that preliminary design will be submitted for review in summer 2017 to all stakeholders involved with the project. The goal of this synchronization project is to reduce travel times, stops, and greenhouse gases along this heavily used arterial. Once construction is complete, implementation of the new signal timing plans will benefit everyone on Alicia Parkway. After the primary implementation phase occurs, the City will then enter into a “maintenance phase” where we will continue to monitor and fine tune the system.
