Customer Satisfaction
The Blue Springs Parks & Recreation Department strives to provide the highest quality recreational activities possible. It is the department’s
desire that each customer be satisfied with the recreational activities in which they participate. If a customer is not satisfied, corrective efforts
will be made. Each specific request or inquiry is reviewed by staff for its own individual circumstances and merit.
If necessary, we can arrange for one of the following to occur (full or pro-rated): 1) repeat the activity at no charge, 2) receive credit that can be
applied to any other activity at no charge, 3) receive a refund. Requests for refunds and transfers for departmental programs may be subject to a
$5 transfer and $7 refund administrative processing charge. Request for refunds must be made within two weeks following a particular program.
The Parks & Recreation Department Office must be notified by the end of the following business day in order to request a refund or transfer of
ball field rentals that are rained out. If a program is canceled or session dates and/or times are altered by the Parks & Recreation Department,
we will be happy to process a full refund. For ticket sales involving trips or theme park attractions, all sales are final.

Transportation Services
3 Easy Steps
OATS transportation service (816) 380-7433
Making a Reservation is as Easy as...
1
Decide the day, time and address of the location within the
City of Blue Springs’ City limits.
2
Call OATS Transportation service at (816) 380-7433.
Have the day, time and address of the location ready to give
the receptionist. Ages 18-59 with disabilities must call
816-228-0271 for precertification.
3
On the day of your appointment, the OATS driver will
come to your door and assist you in the vehicle. Be
prepared to pay the required $3 co-pay for each one-way
ride. Drivers do not carry cash to make change.
The City of Blue Springs offers transportation services for Blue Springs residents 60 years and older or adults with disabilities
ages 18-59. The City has an agreement with OATS Transportation Services for medical and/or shopping trips within Blue
Springs as well as door to door pick-up and return to Vesper Hall 50-Plus Community Center. The City’s Parks & Recreation
Department manages the agreement with OATS, Inc. Door-to-door transportation to and from Blue Springs shopping
locations, medical appointments, libraries, etc is available on Tuesdays and Thursdays.
FAQ’s
Who’s eligible?
To use this service, you must be a resident of Blue Springs, be 60 years of age or
older, or be 18-59 and disabled.
When is this Service available?
Transportation is available Tuesdays and Thursdays from 10 a.m. to 2 p.m.
Group rides to and from Vesper Hall are available Monday through Friday.
Pick-ups are between 8-9 a.m. Take home time is between noon and 1:30 p.m.
Can I go anywhere within Blue Springs?
Yes. Location is not restricted as long as it is within the City limits. Popular
destinations are grocery stores, super centers, beauty shops and doctors
appointments.
Why is there a $3 co-pay?
The actual hourly cost of this service averages $27 per hour. Your co-pay
offsets the cost but does not pay in full the cost of the service. The City of Blue
Springs makes up the difference. This service is also subsidized by Mid-America
Regional Council’s Division on Aging.
Is the bus wheel chair accessible?
Yes. The bus can accommodate up to two wheel chairs and nine other passengers.
How far in advance do I have to make my appointment?
Reservations are first-come, first-served. You must call at least one day in
advance. It is recommended you schedule as far in advance as allowed by OATS.

Department Adoption
Program
The adoption program encourages
participation in the care and upkeep of
Blue Springs parks, bike routes, sport
courts, trails, building sites, senior meal
deliveries, and recreation programs.
Contact Parks & Recreation for a listing
of adoption descriptions. Each is specific
and designed to fit both the adopter and
the department’s best interests. From
that, an “Adoption Agreement” will be
developed.
Dedicate A Tree Program
The Parks & Recreation Department
offers a “Dedicate A Tree Program” that
allows individuals or group to purchase
a tree/plaque from a preferred tree list
and “dedicate” that tree in honor of an
individual or group. The tree/plaque
can be placed at their favorite Blue
Springs park site. A 7”x 10” plaque will
be installed at the base of the tree along
with a personalized “Dedicate A Tree”
certificate. The price per tree/plaque is
$300.
Arbor Day Celebration
A special day is set aside each year nationally, dedicated to
planting trees and acknowledging the importance of trees.
The first Arbor Day took place in 1884 in Nebraska. Today
all 50 states celebrate Arbor Day although dates may vary.
The 2013 Arbor Day Celebration for Blue Springs will take
place on Thursday, April 25th, 10 a.m. to 1 p.m. at City Hall.
There will be extensive information at a Tree Care/Pruning
Information Booth. Parks Department Staff will give handson demonstrations and answer questions concerning the
proper selection, planting and pruning techniques for trees.
Help us celebrate the importance of our urban forest.
“Tree City USA” Celebrating 23 Years
For its urban forestry efforts, the City of Blue Springs
has been a proud recipient of the annual “Tree City USA”
Award since 1990. Established by the National Arbor Day
Foundation, this honor recognizes select communities for
their demonstrated support of municipal tree betterment
programs and projects. To qualify for this distinction, the
City has to establish and maintain a municipal Tree Commission, oversee a community tree ordinance, support a
Tree Management Program (with a minimum of $2 spent
towards trees per resident), and sponsor an annual Arbor
Day event.
