UNHCR VACANCY ANNOUNCEMENT PART 2A – IDENTIFICATION OF POSITION Position No: 10000080 - Temporary Post Position Grade: G-6 Position Title: Protection Associate Position Location : Rome, Italy Duration : From: as soon as possible Application deadline : 20/01/2017 To: 30/09/2017 Date of publication : 05/01/2017 POSITION REQUIREMENTS Organizational Context The upward trend in sea arrivals to Italy, which topped 180,000 in 2016, will most likely continue unchanged in 2017, in both size and composition, as influx of refugees will likely not subside in the light of the ongoing conflicts in various regions. The fragile protection and integration prospects in countries of first asylum and transit, if return options do not materialize and living conditions become more and more challenging, will continue to push refugees and migrants to cross the Mediterranean towards Europe. Security in Libya, country of departure of the majority of asylum seekers, will most likely continue to be volatile. At the end of November 2016, Eritreans represent the second nationality among those arriving in Italy, making up for 12% of the total. Moreover, in the last years, Eritrean, along with Somali and Syrian nationals ranked among top countries of arrivals, indicative of a significant number of persons in need of international protection among those arriving in mixed migratory movements by sea. Following the adoption of the EU Agenda on Migration in May 2015, and considering the decisions taken by the Council of the European Union (EU) n. 2015/1523 and n. 2015/1601 establishing temporary measures in the field of international protection in favour of Italy and Greece, Italy drafted a Road Map for the implementation of activities aiming at achieving – as part of the hotspots approach – the relocation from Italy, within 24 months, of 39,600 people in clear need of international protection, according to the most recent EUROSTAT statistics on first instance recognition rates. Italy has identified, in areas of sea arrivals, 6 hotspots (Lampedusa, Taranto, Trapani, Porto Empedocle, Augusta, Pozzallo) and in selected regional hubs (Bari, Crotone, Villa Sikania) for the implementation of the hotspot approach and the decisions on relocation. UNHCR has been tasked by Italy’s Road Map, in line with its protection mandate, to provide relocation candidates "a targeted and accurate information (…) about the opportunity to accept the relocation procedure, with specific explanations aiming to clarify the advantages of this opportunity.” Moreover, UNHCR supports the Italian authorities in a number of measures in order to address secondary movements, in particular by providing targeted information and counselling also in the above mentioned selected regional hubs all throughout the relocation procedure. Activities are carried out under the coordination of the Ministry of Interior and in close cooperation with EASO, the EU Agency tasked by the Council to support the relocation process through the deployment of experts to the hotspots and other parts in Italy, providing information, counselling and support to the authorities with registration and processing of relocation applications. Information activities about the relocation program will be undertaken in close cooperation with UNHCR teams working under the AMIF ACCESS project in areas of sea arrivals. The Protection Associate will be tasked, depending on performance, until the expected end of the RELOCATION project in September 2017, to supervise and coordinate, under the overall supervision of the Senior Protection Associate and through the assistance of a Senior Protection Assistant deployed at the field level, a team of legal associates and cultural mediators deployed to the hotspots, selected regional hubs and other locations according to operational needs. Moreover, the Protection Associate will represent UNHCR with a number of institutional counterparts, IGOs and NGOs. UNHCR looks for suitable candidates, preferably with an international background and a sound knowledge of the Italian operational context, with proven experience in managing large field teams (above 20 persons), and expertise on issues of relocation as well as access to the territory and to the procedure. 1 2.2 FUNCTIONAL STATEMENT Accountability (key results that will be achieved) - The protection of populations of concern is met through the application of International and National Law, relevant UN/UNHCR protection standards and IASC principles. Protection activities are guided by the UNHCR country protection strategy. The participation of persons of concern is facilitated through continuous assessment and evaluation using participatory, rights and community based approaches. Protection incidents are immediately identified and reported. Responsibility (process and functions undertaken to achieve results) - Stay abreast of political, social, economic and cultural developments that have an impact on the protection environment. Consistently apply International and National Law and applicable UN/UNHCR and IASC policy, standards and codes of conduct. Assist in providing comments on existing and draft legislation related to persons of concern. Provide advice on protection issues to persons of concern; liaise with competent authorities to ensure the issuance of personal and other relevant documentation. Assist in conducting eligibility and status determination for persons of concern. Contribute to measures to identify, prevent and reduce statelessness. Contribute to a country-level child protection plan as part of the protection strategy. Contribute to a country-level education plan as part of the protection strategy. Monitor Standard Operating Procedures (SOPs) for all protection/solutions activities. Manage individual protection cases including those on SGBV and child protection. Monitor, and intervene in cases of refoulement, expulsion and other protection incidents. Assist in identifying durable solutions for the largest possible number of persons of concern through voluntary repatriation, local integration and where appropriate, resettlement. Contribute to the design, implementation and evaluation of protection related AGD based programming with implementing and operational partners. Contribute to effective information management through the provision of disaggregated data on populations of concern and their problems. Participate in initiatives to capacitate authorities, relevant institutions and NGOs to strengthen national protection related legislation and procedures. Authority (decisions made in executing responsibilities and to achieve results) - Prioritize persons of concern for interview, counselling and propose protection support for individual cases. Enforce compliance of local implementing partners with global protection policies and standards of professional integrity in the delivery of protection services. Enforce compliance with, and integrity of, all protection standard operating procedures. Submit individual payments request for persons of concern for approval. 2 2.3 REQUIRED COMPETENCIES, which illustrate behaviours that are essential to achieving deliverables described above, and that are critical to successful performance.
