ASSISTANCE FOR INVASIVE SPECIES CONTORL EFFORTS 2017-2019

INTRODUCTION
The Ozaukee Washington Land Trust, Inc. (OWLT) has been awarded a grant from the U.S.
EPA Great Lakes Restoration Initiative (GLRI) to assist public and private landowners in their
efforts to control invasive species and re-establish native communities. Through this request,
OWLT is soliciting applications for assistance from landowners with property lying within the
Lake Michigan drainage basin in the following counties in southeastern Wisconsin and
northeastern Illinois: Sheboygan, Ozaukee, Washington, Milwaukee, Kenosha, Racine, and Lake
County (the Project Area).
The primary goal of this effort is to protect 1,500 acres in the Project Area from the 15 invasive
plant species listed below. A secondary goal is to re-establish sustainable native vegetative
communities on the treated areas. To advance these goals, OWLT is offering financial and/or
personnel assistance to individuals, non-profit organizations, community and civic groups,
private businesses, and units of government conducting invasive control work on public and
select private lands. Private lands may qualify if they are protected from development through,
for example, local ordinance (e.g., shoreline below the high water mark or floodplain with
zoning restrictions) or formal agreements that restrict future development on those lands (e.g., a
conservation easement.)
The following 15 species qualify for assistance under the grant:

Buckthorn spp.
Canada thistle
Garlic mustard
Japanese barberry
Japanese knotweed
Lesser celandine
Lyme grass
Phragmites
Purple loosestrife
Spotted knapweed
Tall manna grass
Teasel spp.
Wild parsnip
Yellow iris
PROJECT OVERVIEW
Projects are eligible for two consecutive years of assistance, within the appropriate treatment
season(s), until April 27, 2019.
Typical project scope and timeline:
1. An initial growing season of invasive plant treatment and mapping (Year 1).
2. A second growing season of follow-up treatment and mapping (Year 2).
3. If project budget and resources permit, treated areas that reach greater than 90%
eradication and exhibit other suitable site conditions may qualify for natural community
revegetation efforts (Year 2).

Treatment and control options for this project include mechanical approaches (e.g., mowing,
burning, etc.), chemical approaches (herbicides), and bio-control (controlling an exotic invasive
vegetative species by introducing an organism that is a predator, parasite, or pathogen of the pest
species in its native environment.)
SELECTION CRITERA
The selection process will be based on criteria that incorporate ecological and human values,
feasibility/coordination of control efforts, and sustainability of follow-up control efforts. These
criteria will be assessed, and each application will be scored and ranked to prioritize sites within
the Project Area. Additional factors will be considered for projects that rank similarly.

SUBMITAL REQUIREMENTS
The following items are required for a submittal to be considered for assistance by OWLT.
Please provide separate applications for multiple, non-contiguous properties/project sites.
1. Completed Application (with associated map)
Applications can be downloaded at www.owlt.org.
2. Project Budget
Provide a budget for the two-year project, inclusive of amount/services requested from
OWLT, and any matching funds/services and/or value of in-kind funds provided by the
applying entity. The total cost should be inclusive of all expenses including mobilization,
equipment, herbicide, labor, etc. relating to the project. If funding is being provided by
the applicant, list the funding sources and note if those funds are secured.
3. Project timeline
Include the project timeline or schedule including timing of anticipated methods of
control. Table or bullet point format is preferred.
EVALUATION AND AWARD
OWLT will review complete applications and supporting information provided by applicants to
determine those projects that best meet its program goals. As part of an assistance award,
OWLT reserves the right to negotiate with the successful applicant to create a final scope of
services, budget, and timetable.
Awardees will be notified by April 1, 2017.
Successful applicants will also be required to enter into a Memorandum of Understanding with
OWLT describing the roles and responsibilities of each party, the required project documentation
and reporting, the final project timeline and budget, and will include a statement of commitment
by the landowner to continue monitoring and managing the treated areas.
