"A Brief History _

General Alexander Macomb, a highly decorated veteran of the war of
1812 and a respected General of the U.S. Army, left a legacy of strength with
which to name Macomb County.
Though today's land boundaries were not set until the mid-1820's,
Macomb County's first settlement was founded in 1871, by a religious sect
of people called the Moravians, along the shore of the Huron River.
Predominately wilderness, the county's most lucrative industry was lumber.
A failed attempt at education was made in 1818 with only three students
enrolled in the first school, located in the courthouse of downtown Mount
Clemens. In 1920, education was reintroduced but it would be 15 years
before a structure was built for educational purposes.
In the 1870's, mineral baths and lush hotels brought international fame to
Mount Clemens for its spa vacations, due to the discovery of a stream which
still runs beneath the city. Though many believed that the water had healing
powers, the interest in the spas died out in the early 20th century.
Between 1920 and 1930, Macomb County doubled in population.
Southern Macomb County was industrialized primarily due to automobile
manufacturing which escalated greatly at the end of World War II. A lucra­
tive car industry, combined with federal programs such as the Federal
Housing Act and the Veterans Administration Housing Act, encouraged
housing, and population grew by 70 percent from 1940 to 1950. As a result
of this growth, public facilities were enlarged, schools were built and streets
were paved.
While agriculture still dominates land usage of the 300,000, plus, acres of
Macomb County, residential development is rapidly growing and present
land usage of Macomb County is as follows.

BOARD OF CANVASSERS
Each County must have such a board to canvass all state, county, school, and some city,
township and village elections. After the primary and general elections, the board reviews
and analyzes the results to determine who has been nominated in primary elections and
which candidates are elected in general elections. After the general elections, the board
delivers certificates of election to the County Clerk. The hoard is also empowered to con­
duct recounts in certain elections.

The Commission constructs, operates and maintains 2,9421ane miles of county, prima­
ry and local roads as well as 756 bridges and drain structures. Further, the Road
Commission maintains 166 miles of State Trucklines and Freeways, under contract for the
Michigan Department of Transportation, The Road Commission is located at 156 Malow

SOCIAL SERVICE BOARD
The law requires that each county create a social service board consisting of three mem~
bers. The Board is responsible for supervising and evaluating the administration of the
adult hospitilization, medical care facilities, and county foster care for children. The
Board also represents "public inlerest" and assures appropriate accountability for pro­
grams and services administered by Macomb County Department of Social Services.

Established in 1956, the Macomb County Planning Commission is responsible for exam~ .
ing the existing needs of the County, projecting future growth and suggesting a means by
which growth can be guided. Staff support is provided by the Macomb County
Department of Planning and Economic Development.
Planning activities of the Department of Planning and Economic Development inclu.de
research and program development, as well as providing planning, graphic arts and audlo~
visual assistance to other departments. Staff also conducts a wide range of activities under
the direct auspices of the Macomb County Board of Commissioners. The Department
prepares detailed maps of the County and individual municipalities, including school dis­
tricts and road systems. It is also the central coordinating office for U.S. Census activi­
ties, and prepares statistical reports on population, economics, land use and other planning
related projects.
Community Development activities include administration of the Community
Development Block Grant Program which is designed to address the needs of low and
moderate income persons. Economic Development activities involve the promotion of
business and industrial expansion activity in the County through the Macomb County
Community Growth Alliance, the Business Assistance Network and the Area
Development Office.

Board of Commissioners in the matter of equalizatlOn of assessments and aSSIsts the local

Public Works Office
The Macomb County MSUlExtension is one component of Michigan State University's
Education Program established in 1914.
Non-formal education programs in Macomb County are provided in agriculture, horti­
culture, natural resources, public policy, home economics, nutrition, and youth develop­
ment (4-H). Specialists in subject matter areas at Michigan State University support coun­
ty staff with programs and services which require special technical knowledge.
Protecting the County's environment is the function of the Public Works Commission
Office, headed by Anthony V. Marrocco, Public Works Commissioner.
This office's primary function is directing the construction and maintenance of storm
water drains, sanitary sewers and water supply systems, as well as soil erosion control,
review of subdivision plats, operation of county flood control and anti-pollution facilities.
Improving the quality of the water in the Clinton River is another function of the Public
Works Office. A sewage system serving 12 communities has been constructed to help
attain this goal.
Two large retention basins have also been constructed for the purpose of storing excess
water flows during heavy storms. This will reduce sewage backups and keep untreated
sewage out of Lake St. Clair.

Macomb County Treasurer, Candice S. Miller, is by State Statute, Custodian of all
County Funds. The office of County Treasurer and its duties are established by the
Michigan State Constitution. County Funds under the Treasurers jurisdiction include
drainage districts, county roads improvements projects, Circuit Court, Veteran's Trust and
the Delinquent Tax Revolving Fund. The Treasurer is responsible for accounting of all
revenue, investments, securities, and the county monies in financial institutions. Other
duties of the Treasurer include serving as a member of the County Elections Commission,
Apportionment Commission, Plat Board, Tax Allocation Board, and Building Authority.

Macomb County Community Services Agency (MCCSA) is the community action
agency for Macomb. The purpose of the agency is to promote economic and social
opportunities through which the low-income, disabled, and elderly can achieve greater
independence and self-sufficiency.

Service Programs of the Health Department are implemented through four major
divisions:
1. Environmental Health - programs in areas of food protections, community health and
safety, waste, shelter and water quality management.

This Department provides several services including; Professional Counseling Services,
family and group in-center or elsewhere, Pre-Retirement Counseling, Legal Assistance,
Outreach Services, local coordination for World Medical Relief, Focus Hope Food for
Seniors (MEPPS), Senior Courtesy Card Program, Specialized Infonnation and Referral,
Guardianship and Conservatorship services, Community Education, Speakers available to
groups. Title V employment opportunities, Shelter Advisor, Home Share Coordination,
Chore Service ReferraLs, Senior Citizen lID Discount Card, Adult "Enrichment and
Respite Day Care Program," Loan Closet, Telephone Reassurance.
There is no fee for most services, although a nominal fee may be charged for Adult Day
Care. Donations are accepted.
Community Mental Health Services
The Community Mental Health Services Board is responsible for providing mental
health, substance abuse, and development disabilities services in the county through both
directly operated and contract agencies.
There are a number of service programs offered by the agency, including a 24-hour tele­
phone crisis and referral center; 24-hour psychiatric emergency services; mental health
out-patient services for children, families and adults; mental health day treatment centers
for adults; substance abuse treatment and prevention programs: rehabilitation work­
shop/day programs for developmentally disabled persons; limited residential services;
counseling and diagnostic services; client services; management services; rape crisis and
community emergeucy response services; vocational services; substance abuse services
for persons in the county jail; recreational drop in centers, respite services for adults and
children; OBRA nursing home screening and monitoring services; and infant/toddler Part
H (Early On) services.

Macomb County Library
The Macomb County Library is a study and reference center serving all of Macomb
County. Specialized services include a large referen~e collection, circulatin~ non-fiction
in both books and video-cassettes, a Career Information Center, law and busmess collec­
tions, literary criticism, government documents, out of town newspapers and telephone
books, and more than 800 periodicals.
The library administers and houses the Macomb Library for the Blind and Physically
Handicapped and provides other services for the physically challenged residents of
Macomb County.
A small Children's Section provides services for children from townships without locally
supported libraries.
Macomb County Animal Shelter
The Animal Shelter provides a holding facility for stray animals for all of Macomb
County. Healthy animals are available for adoption. Animal Control Laws are enforced
and citizens questions answered, for the outlying areas of the County.

Land File Department
The Land File Department manages approximately 270,000 individual real estate
parcels, induding such information as legal descriptions, taxpayer name and address, cur­
rent tax and assessment information, delinquent tax information, etc.
A drafting section is in charge of updating and maintaining the accuracy of all property
line drawings by plotting new subdivisions, acreage divisions and the consolidation of all
lots and acreage as requested by local units, thus giving an accurate pictoral view of all
tax parcels in Macomb County.
MacomblSt. Clair Priyate Industry Council. Incorporated
Macomb County receives federaJ funds under the Job Training Partnership Act to oper­
ate an employment and training program which leads to unsubsidized employment for
unskilled adults and youth.
To qualified residents of Macomb/St. Clair County, all services are free. A variety of
activities include Classroom and On-the-Job Training, as well as special programs for in
school youth and summer jobs program for young people 14 to 21 years of age. The
Macomb/St. Clair Private Industry Council also administers special retraining programs
targeted at dislocated workers and Individuals who are 55 years of age or older and inter­
ested in job placement.
The Council also provides incentives to business to hire JPTA participants by providing
wage reimbursement of up to 50% during the training period.

Macomb Intermediate Board of Education
The Board of Education provides a variety of services for local school districts induding'
business and instructional computer support, instructional and noninstructional
consulting, instructional media support, and consulting/clinic services for handicapped
children and their parents.
Probate Court
The court has exclusive jurisdiction for: the administration of deceased persons' estates;
inter-vivos and testamentary trusts; appointments of guardians and conservators for
minors and legally incapacitated adults; determination and administration .of disappeared
persons' estates; name changes; secret marriages; civiJ proceedings regardmg the mental­
ly ill and developmentally disabled persons.

The Juvenile Division of Probate Court has origmal JUrIsdictIon 10 cases Involvmg Juve­
nile delinquents neglected and dependent children, adoptions and cases involving juve­
nile delinquents' under 17 years of age and concurrent jurisdiction with the Circuit Court
for those 17 years of age.
Radio Department
The Radio Department provides radio communications services to all of the County wide
Departments of Public Safety, including EMS Providers. In addition to the system main­
tenance, they provide consultation, engineering and licensing.services; tro~bleshoots and
tracks down interference; writes specifications, evaluates eqUIpment and bids, and works
directly with various vendors to assure optimum working systems. ~he Department al~o
services audio-video security and other electronic systems. Macomb IS the only county III
the state offering this service for the benefit of the public on a county wide basis.
Traffic Safety Association of Macomb County
State law allows each county to establish county wide traffice safety organizations.
Programs included are school safety, crossing guard training and senior citizen safety,
where are presented at no cost.
The Alcohol Highway Safety Program is administered by the Association. The program
is an educational approach to the problem of drinking and driving. Judges and Secretary
of State personnel refer participants to the program.

Veterans Affairs
This department provides assistance to Veterans' and/or their dependents filling out the
necessary forms to file claims for Federal benefits with the United States Department of
Veteran Affairs on a large cross section of human resources. Some of the claims that are
filed are Disability Compensation, Veterans and Widows Pension, Home Loans,
Dependency and Indemnity Compensation, Vocational Rehabilitation Training, Federal,
State and County Burials, Military Affairs, Government Life Insurance, Educational
Claims, VA Medical Treatment, Appeals on Veterans' claims, Career Development
Counseling, Discharge Upgrades and Review of Military Records.
Also included, is the Michigan Veterans' Trust Fund, County Soldiers and Sailors Relief
program, WWI Veterans Hospital program, as wen as guidance and counseling on many
problems affecting the Veterans' and/or their dependents.

MAJOR PARKS IN MACOMB COUNTY
MEMPHIS
Macomb County is often noted for its recreational opportunities, particularly its access
to both inland lake facilities and Lake St. Clair. There are give major public parks in the
County where persons can enjoy a vast array of year-round, recreational activities. These
five parks complement the many municipal parks located in each of the twenty-seven
communities in Macomb County. County residents are never far from leisure facilities.

The five major parks in Macomb County include:
Freedom Hm County Park;
Located in the City of Serling Heights on Metropolitan Parkway, this 100 acre park is
easily accessible from all parts of the County. Opened in 1974, the Freedom Hill County
Park has evolved into a special events park known for its festivals and shows. Major fadl·
ides at the park include the multi-use Independence Building, festival grounds with shel­
ters, open-air amphitheater, tot lot and games area. The park is used by families and
groups for picnicking and related activities. The air-conditioned Independence Building,
complete with caterer, can be rented for social gatherings and business meetings.

William Tuckar County Park:
This 28 acre park nestled along the Clinton River Spillway in Harrison Township cur­
rently provides picnic facilities, a comfort station, and bank fishing access. Open from late
spring through early fall, the park offers a quiet spOI for family recreation activities, fish­
ing and relaxing. The park is also an access point for the cross-country hikelbike trail.
Metrobeach Metropark
At 770 acres, Metro Beach offers one and one-quarter miles of Lake St. Clair frontage.
The park is designed for use by a variety of age groups. Facilities include a large lake
beach area, swimming pool, tot lot and play areas, picnic areas and shelters, three mari·
nas, a nature interpretive area, a paved hikelbike trail, boat launch, an 18-hole par-3
course and an 18-hole minaiature golf course. An open air pavilion offers day and evening
concerts during the summer months. ln the winter, park users can enjoy ice fishing, ice
skating and cross-country skiing, weather permitting.

Stony Creek Metropark
Built around the SOD-acre Stony Creek Lake in the rolling terrain of northwestern
Macomb County, this metropark utilizes its 4,461 acres for a variety of recreational activ­
ities. Nine large picnic areas accommodate summer visitors. Ten miles of paved roads and
over six miles of hikelbike trails provide scenic tours. Other amenities include an 18-hole
championship golf course, a nature interpretive area, two swimming beaches, play areas,
boat launch and boat rentals. Winter visitors can enjoy cross~country skiing on groomed
trails, sledding and ice skating.

Wolcott Mill MetrQpark
Open April through November, this metropark highlights a historic grist mill on the
North Branch of the Clinton River in Ray Township. Situated in a pristine, natural setting,
the park offers educational group tours of the mill, and variety of history programs for
families and individuals. A short nature trail is also located near the milL Currently under
development is the Farm Learning Center. Covering over 200 acres about one and one­
half miles north of the mill, the farm will demonstrate modern farming practices to the
general public and to active farmers. The farm will house a small dairy herd and other
farm animals, and it will exhibit sample plots of many different agricultural crops such as
corn and soybeans.
