advised that in 1942 after 13 months of active duty in the military service he was
relieved "for the good of the service". He egg told that in 1959 he suffered
severe depression, was legally committed to the Chicago State Hospital, for which
his license in the State of Illinois was suspended.
The records revealed that in
1960 by order of court he was found to have fully recovered and was restored to
all rights and privileges as a sane person. His license to practice medicine in
Illinois was restored in full in January, 1966.

at the request of the Board of MediaiL Examiners for viilation of the narcotic law
in prescribing narcotics.
Dr. Sargent has now requested that the Board of Medical Exauners recommend
reinstatement of his narcotic tax stamp. He was interviewed by the Board and action

RE: Dr- Irvin K. Bass appeared at the direction of the Boar d of
Medical Examiners subsequent to a report from the Chairman of the Blue Cross,
Blue Shield, North Carolina State Medical Society, as to Dr. Bass' handling of
the treatment of patients and insurance claims.

Dr. Joseph W. Hooper, Jr. , member of
the Board stated to Dr. Bass that he was before the Board in October, 1962, when
license was reinstated and. he quoted from the transcript a question that was asked
by the Board, "Do you feel you can practice g&od dhical medicine the rest of your
life. " Dr. Bass' answer was "Yes. " Dr. Hooper advised Dr. Bass that he thought
his charges were outrageous, out of line with charges throughout the stab; that
the Blue Cross, Blue Shield was justified in complaining about the charges; that
this is in conflict with his statement to the Board in 1962 that he felt he could
practice *hical medicine. Dr. Hooper asked that this be recorded in the record.

VERDICT: Dr. Joseph W. Hooper, Jr. moved that the Board write Blue Cross,
Blue Shield and advise that the Boad 'has interviewed Dr. Irving K. Bass and
admonished him as to his charges; that the Board found the frequency and mode of
administration was not in keeping with the apparent diagnosis.
