STUDENT GOVERNMENT ASSOCIATION EXECUTIVE OFFICER APPLICATION STUDENT GOVERNMENT ASSOCIATION Cape Fear Community College Student Government Association Executive Officer Application All students must meet the following candidacy eligibility, as outlined in the CFCC SGA Bylaws: 1. 2. 3. 4. 5. 6. All activity fee-paying students shall be eligible to run for Executive Council. All candidates must be currently enrolled full time (12 credit hours or more) and have a grade point average of not less than 2.0, both for the current semester and cumulatively. No candidate may be serving academic probation or suspension. No student who has been placed on probation by the College for violation of the Student Code of Conduct is eligible to hold a executive council position. All candidates must have attended at least one full time semester (at least 12 credit hours for fall/spring or at least 6 for summer.) Candidates must have two (2) full time semesters remaining before the completion of the program in which they are enrolled. All candidates must complete the following application and return it to: All candidates must include with their application: 1) a current copy of their transcript at CFCC (can be obtained from the registrar); 2) a brief (1/2-1 page) biography that describes who you are and why you should be elected. All applications are subject to approval by the Student Government Association Faculty Advisor. Applicants’ Campaign Policy Agreement be signed or the applicant will not be considered eligible for candidacy. All eligible candidates must comply with the rules and regulations governing the electoral process; any violation of those rules and regulations will be grounds for disqualification from the election. These rules and regulations are outlined in Article IV of the Student Government Association Bylaws. General Duties of the Executive Council: 1. OFFICE To plan an agenda for the upcoming year, prior to the beginning of the fall semester and proposed at the first yearly (fall) meeting of the Student Government Association for approval. 2. To formulate and submit a budget for the upcoming year in accordance with the allocated funds to the Budget Committee for approval. 3. To hold Executive Council meetings at least once a month. 4. To assist the newly elected officers during the transition period after elections. 5. To appoint the chairperson of any Ad Hoc Committee 6. To notify the Student Government Association as a whole of any Executive Council vacancy, and start proceedings for the replacement as stated on ARTICLE V or ARTICLE VI. 7. At all times keep an updated account of Senators and Alternates. 8. To recommend changes in the rules and regulations that governs the students of the college to the Student Senate. 9. To organize and execute activities for the Student Government Association. 10. To consider all requests from the faculty, staff, and administration prior to an Executive Council meeting and inform such parties of any action taken by the Executive Council. OFFICE -To maintain a record of all correspondence within the Assembly for not less that seven (7) years after its issuance; -To maintain a permanent record of minutes for all official General Assembly, Executive Council Meetings, and any other meeting as deemed necessary, and to forward these minutes to the Assembly members and make available to the student body at large; -To keep the role of Association meetings; -To assist the President in the performance of his or her duties; -To call and preside over special meetings of the Executive Council as deemed necessary; -To keep other Council members informed on all pertinent matters. CAMPAIGN PERIOD: The campaign period is defined as the period of time in which a candidate may publicize, promote, or otherwise act in a way as to engender their candidacy for an Executive Council position; such period is defined as seven (7) consecutive school days, with voting to occur during the last two (2) days of the seven day period. 2. CAMPAIGN TEAM: A candidate may select individuals to work on his or her behalf in carrying out the candidate’s campaign for office; such individuals, called “campaign aids” acting on behalf of any one candidate shall be called a “campaign team;” a campaign team shall consist of six (6) individuals: the candidate, acting as “campaign team captain,” and not more than five (5) such aids, whether in acting in accordance or separately. 3. PRINCIPAL RESPONSIBILITY: Ultimate responsibility for any violation of Campaign Policy rests with the candidate for office; any activity on behalf of any candidate performed by a registered campaign team member is the ultimate responsibility of the candidate, subject to appeal. 4. EXPENDITURES: Any payment of money to procure campaign material or other such advertisement or promotion of a candidate’s campaign; such payments are the sole responsibility of the candidate, and said candidate must provide complete transparency in his or her campaign expenditure; 5. DEFINITION OF CAMPAIGN MATERIAL: “campaign material” refers to any item, posting, announcement, advertisement, or message, distributable or not, electronic or not, which has as its purpose, perceived or realized, the aim to persuade or influence any individual recognizable as “student” of Cape Fear Community College to vote for a particular candidate; this definition is nonexclusive, and the Association reserves the right to deem any other material campaign material as it sees fit, in accordance with the Elections Procedures as established by the Elections Committee, SGA Senate; campaign material can be further categorized as tangible or “distributable” material, “non-distributable” or “signage” material, intangible or electronic media; 6. CAMPAIGN MATERIAL SPACES: Predefined spaces are allotted for the display of campaign signage or other materials; such spaces include, but are not limited to: campus bulletin boards, candidates’ tables during Spring Fling, candidates’ table during Candidates’ Forum, and additional ad hoc spaces; 7. EXPENDITURES: 1) Campaign expenditures may not exceed $50.00 for any individual candidate; 2) Candidates must submit an itemized expense report to the Election Committee Chairperson on the last day preceding the opening of voting; 3) No additional campaign expenditures are allowed after submitting the expense report; 4) Candidates are subject to audit by the Elections Committee at any time during the campaign period if violation of the rules is reasonably suspected; 5) Candidates are held liable for any cost incurred as a campaign expense during their campaign, and shall hold in indemnity Cape Fear Community College and its affiliates and the Student Government Association; 6) No candidate may receive campaign contributions from any other party, individual, company, or otherwise, whether said contributor is a campaign team member or not; 7) Candidates may not use services donated on their behalf by any other party, individual, company, or otherwise, knowingly or unknowingly with respect to said donor, especially if that donor is affiliated with the college in any respect; D. CAMPAIGN MATERIAL: 1) No campaign material may make use of profanity, lewd or inappropriate language or images; 2) No campaign material may exhibit slander, defamation, or allegation toward any other candidate or their aids or agents; 3) All signage and littered campaign material must be collected and removed from display no later than seven o’clock (7:00PM) the evening of the last day of the campaign period; 4) Tangible Items: a) Candidates are allowed two (2) tangible, distributable items for mass distribution to the student body; these items are restricted to literature, and shall not exceed dimensions of 8.5” x 11”; b) Signage (non-distributable) must not be used or exhibited in such a way as to obstruct the free flow of foot-traffic, deface or damage the buildings or equipment, or interfere with normal class activity; c) Signage can only be placed in designated campaign material spaces; d) Signage shall not exceed dimensions of 11” x 17”; 5) Electronic Media: a) Candidates may message, via email, the student body at will, subject to the rules and guidelines herein; b) No single email message shall exceed fifty (50) KB (kilobytes) of data; c) Candidates may not exceed five (5) mass email messages per day to any same group of recipients; d) Candidates may not exceed twenty (20) total email messages, distinction made via time signature, to any same group of recipients during the entirety of their campaign; e) All email messages, forum postings, or otherwise electronic announcement must have as its subject header information of the form: “A Message from (candidate’s name), Candidate for (executive office); 6) Announcements: a) All other announcements shall be made by the Association, its Elections Committee, or Faculty Advisor; b) No other published announcement shall be made by any candidate; E.
