On April 14, 1998, MDE assessed an
administrative penalty in the amount of
$38,000 against this check printing
company for failure to secure the
necessary air quality permits prior to
installing and operating a number of
printing presses.
Status: The company has 30 days to
request a hearing on the penalty.

Rayloc - Washington County
On March 16, 1998, MDE issued a
corrective order to this auto parts
remanufacturing facility for failing to
secure the necessary air quality permits
prior to installing and operating equipment that emitted air pollutants. The
order required the company to cease
operating the unit until the proper
permits are secured.
Status: The company did not appeal the
order, and the order is final. Also, the
company has ceased operation of the

On March 16, 1998, the company paid an
administrative penalty of $5,000 in
settlement of alleged NPDES effluent
violations for biochemical oxygen
demand and fecal coliform.

Town of Federalsburg Wastewater
Treatment Plant – Caroline County
On March 24, 1998, MDE executed an
administrative consent order with the
Town of Federalsburg in settlement of
NPDES effluent violations for total
phosphorus and pH. Under the terms of
the consent order, corrective actions to
ensure compliance with discharge permit
limitations must be completed by August
1, 1998.
Status: An administrative penalty of
$4,000 has been paid. (Reference # CO98-0049).
Friendsville Wastewater Treatment
Plant – Garrett County
On April 2, 1998, MDE executed an
administrative consent order with the
Garrett County Sanitary District regard-
ing the Friendsville Wastewater Treatment Plant (WWTP). The consent order
requires that an evaluation of the
facility’s wastewater collection system
be performed to address infiltration and
inflow (I&I) improvements.
Status: The consent order requires that
results of the evaluation be completed by
July 1, 1998. A plan and time schedule
for completing any necessary corrective
actions to eliminate I&I problems and to
improve treatment plant capacity must be
submitted to MDE by August 15, 1998.
The consent order also imposes a
moratorium for any additional connections to the Friendsville WWTP unless
approved by MDE. (Reference # A0-980063).
Ocean City Wastewater Treatment
Plant – Worcester County
On April 7, 1998, MDE executed an
administrative settlement agreement with
Ocean City to resolve alleged NPDES
effluent violations for chlorine. Under
the terms of the settlement, Ocean City
has agreed to complete improvements to
the plant in order to maintain compliance
with the chlorine effluent limitations of
the discharge permit. Ocean City has
agreed to pay an administrative penalty
of $2,500 and implement a supplemental
environmental project (SEP).
Status: Start up and training on the
plant improvements must be completed
by May 15, 1998. The penalty has been
paid. The SEP must be completed by
April 7, 1999. (Reference # CO-98-0064).
Kimberly Homes, Inc. – Anne Arundel
County
On April 2, 1998, MDE issued a Site
Complaint and Stop Work Order against
Kimberly Homes, Inc. and Mr. Scott
Wade for sediment control and sediment
pollution violations at the Rider’s Glen
construction site located in Annapolis.
Status: The site has been brought into
compliance with the approved sediment
and erosion control plan. Administrative
penalties for the violations are being
considered. (Reference # SC-0-98-078).
St. Clements Shores Wastewater
Treatment Plant – St. Mary’s County
On April 16, 1998, MDE executed an
administrative consent order with the St.
Mary’s County Metropolitan Commission granting temporary authorization
until July 1, 1998 to discharge treated
effluent from the St. Clements Shores
wastewater treatment system to surface
waters via unnamed tributaries of Cherry
Cove Creek. This action was necessary
to prevent an imminent overflow of
untreated wastewater from the facility’s
wastewater storage lagoons. The
consent order establishes interim effluent
limitations, monitoring and reporting
requirements for the discharge and
stipulated penalties for the
noncompliances. The consent order also

Rotorex Company - Walkerville,
Frederick County
On April 1, 1998 Rotorex Company, of
Walkersville, plead guilty in Frederick
County District Court to one count of
disseminating misleading information.
MDE had requested that the company
complete a form which asked for details
of the plant’s water treatment system.
Rotorex failed to report that a carbon
filter system had been installed to treat
the plant’s water for volatile organic
compounds. Judge Frederick Bower
imposed a $5,000 fine against the
company.
Status: Case closed. Rotorex has paid
the $5,000 fine.

County

Tread-Shred, Inc., et al. – Prince
George’s County
On April 15, 1998, MDE finalized an
administrative consent order with
Tread-Shred, Inc., a scrap tire recycling
facility, We-Rek, Inc., an associated
auto salvage operation and owner/
operator William P. Egri. This action
settles violations of the scrap tire
recycling permit previously issued to
Tread-Shred and violations of the
NPDES storm water discharge permit
issued to We-Rek which were alleged in
MDE’s administrative complaint and
order issued October 14, 1997.
Status: Under the terms of the consent
order, MDE has revoked the scrap tire
license for Tread-Shred and Mr. Egri has
agreed to clean up the site of all scrap
tires by December 31, 1998 and implement an approved storm water pollution
prevention plan. An administrative
penalty of $50,000 has been assessed for
violations of the scrap tire recycling
permit and an additional $50,000 penalty
has been assessed for violations of the
storm water discharge permit. MDE has
agreed to waive all but $20,000 of the
penalty provided clean up of scrap tires
is completed and an approved storm
water pollution prevention plan is
implemented in accordance within
established consent order milestones.
Penalty payments of $10,000 must be
made to both the State Used Tire and
Recycling Fund and the Maryland Clean
Water Fund upon execution of the
