Mayor
Welcome to the summer edition of the City of Rockingham’s
seasonal magazine, the City Chronicle.
After months of planning, I’m pleased to announce that our new community safety
service, Rockingham SmartWatch, is now out and about on our streets. The highly
visible vehicles are on patrol seven days a week. If you can see the car, the camera
can see you, and if need be, so can the police because the cameras have the ability
to live stream to Rockingham police station. For more details please have a look
at the back page.
I’m also very pleased to be able to show you some artist’s impressions of our
two new sporting facilities - Singleton Sports and Community Centre at Laurie
Stanford Reserve, and Golden Bay Sports Pavilion at Rhonda Scarrott Reserve.
You can find out more about these exciting projects on page 3.
Local government elections were held in October, and we have a few new
faces on Council. You can meet all your Councillors on pages 8 and 9. I’d like
to thank all the residents who voted. It’s not compulsory in local government
elections, so thanks for making your voice heard. Your votes are important,
so all of us on Council hope to see the number of people voting increasing
over time.
There’s been lots happening throughout the City, so please enjoy catching up
on all the latest in this edition of the Chronicle.
I hope you have a great summer here in the beautiful City of Rockingham, where
the coast comes to life.

Laurie Stanford
Reserve Master Plan
The design of the new Singleton Sports
and Community Centre at Laurie Stanford
Reserve in Singleton has now been
finalised. Consisting of new community
meeting rooms, change rooms, first aid and
umpires room, as well as a new social space
and kitchen, the facility will replace the
existing Comet Bay Bowling Club, Singleton
Hall and Singleton Community Centre.
Expected to be completed by December
2016 at a cost of $4.86m, the new facility
will be home to Singleton Irwinians Cricket
Club, Singleton/Golden Bay Tennis Club,
Peel Junior Soccer Association, Singleton
Social Club and Comet Bay Bowling Club.
This project has been supported by the
State Government through the Department
of Sport and Recreation which has
contributed $368,901.

Rhonda Scarrott Reserve Master Plan
The Golden Bay Sports Pavilion at Rhonda
Scarrott Reserve in Golden Bay is a step
closer to being completed after the plans
were endorsed by Council in October
2015. Consisting of new change rooms,
umpires room, first aid room, and a
social room with kitchen and kiosk, the
new facility will become the home of
the Secret Harbour Dockers Football and
Cricket Club.
Construction is expected to commence in
early 2016 and be completed by late 2016
at a cost of approximately $4.85m.
This project has been supported by
the State Government through the
Department of Sport and Recreation
which has contributed $346,505.

Baldivis South
Outdoor Youth Space
Following community consultation, design is now underway on the Baldivis
South Outdoor Youth Space which will be located at Tranby Park in Baldivis.
Construction is expected to be completed by mid-2016. A total of $450,000
has been allocated to this project for both design and construction.

Enclosed Off Leash
Dog Exercise Area
The design of the City’s first enclosed (fenced) off-leash dog exercise
area in Rockingham, located at Bayview Reserve, is now underway.
It is anticipated that the design will be finalised by late 2015, with
construction completed and the facility open to the public by mid-2016.
Infrastructure
Planning and
Development Grants
Infrastructure Planning and Development Grants are available to
incorporated not-for-profit organisations to undertake planning and
development for infrastructure projects on City-owned or managed land.
Projects eligible for funding include planning and development of new
infrastructure and extensions or refurbishments to existing infrastructure.
Grants can be submitted for up to 50% of the total project cost, to a
maximum grant amount of $30,000. Applications closed on 1 December
2015, and outcomes will be advised in February 2016. For more information

New Community Grants Program
The City of Rockingham is committed to supporting incorporated
not-for-profit organisations, community groups and clubs with
funding towards programs, projects, initiatives and events that
benefit the Rockingham community.
Since 2010 around 800 community organisations, clubs,
individuals and groups have benefited with over $2 million in
funds awarded. In August the Community Grants Program policy
was reviewed. The Program now includes new grant types:

Local Aboriginal Heroes
Aboriginal and Torres Strait Islander men
and women have consistently and gallantly
contributed to the defence of Australia, and
continue to do so in times of peace and
war. In recognition of their contribution and
their sacrifice a Defence Acknowledgement
of Country plaque has been installed at
the gate way to HMAS Stirling.
At the unveiling on 13 October, Nyungar
elder Teressa Walley performed the
welcome to country, and her grandson,
Jonathon Ford, did a smoking ceremony.
Mayor Barry Sammels and Councillor
Deb Hamblin represented the City of
Rockingham along with members of
the Reconciliation Action Committee,
including Chairperson Ashley Garlett. The
Royal Australian Navy was represented
by Captain Angela Bond, Commanding
Officer of HMAS Stirling.
The City has developed a close partnership
with the Navy and will continue to
work together on ways to support
the Reconciliation Action Plan for all
community members.

Penguin Outburst
Penguin Island is home to a permanent colony of little penguins.
So what better place to attempt a World Record penguin dress-up event?
In early October, 506 adults and kids in officially approved penguin costumes flocked to the island for the
Guinness Book of Records attempt. To qualify for the attempt, all participants had to wear a full penguin
costume including a head piece with a beak attached, black and white body suit and webbed feet.
The City of Rockingham’s Youth Advisory Council came up with the idea and it was fully supported
by Council. The attempt is expected to be ratified by the Guinness World Book soon.
Sports Star Awards
The 19th annual City of Rockingham Sports Star Awards in
October was hosted by Channel TEN sports presenter Lachy Reid,
and supported by local sponsors including the Sound Telegraph,
Rockingham Shopping Centre, F45 Training Rockingham, Aqua
Jetty Leisureplex, Athlete’s Foot Rockingham, and Baldivis Health
and Fitness.

Barry is passionate about developing
the local community. His mission is to
work in partnership with the people
of Rockingham to create an inclusive
community in a leading City with a relaxed
coastal lifestyle. Barry understands the
needs of the local community, having been
a local business owner and resident of
the Rockingham area for 32 years, Mayor
of the City for 12 years and a Councillor
for 18 years. He chairs a number of
committees which focus on climate
change, community safety and major
projects in the area. He is committed to
building strong partnerships with State
and Federal Government.
Joy is an active member of the community
and has a strong passion for Rockingham,
being a local resident of the City for 40
years. She was one of the first people
in Australia to earn a Diploma in Local
Government during her first term on
Council. Joy prioritises her role in decision
making and likes being a voice for less
fortunate members of the community
such as the elderly and people living
with disability. She is the Chairperson on
various committees, as well as sitting on
several other Committees and Boards.
Joy is committed to the area and brings
the qualities of leadership, fairness and
open communication to her role as a
Rockingham Ward Councillor.
Kelly has lived and worked in this area for
more than 20 years and knows the demands
of being a working mum. She believes
that everyone has a part to play in the
progress of our community, and in keeping
our City the beautiful and vibrant place it
is today. She has two adult children and
is very interested in addressing the issues
facing families, young job seekers and the
less fortunate members of our community.
Her special interests include diving (she is a
marine dive master), triathlon, health and
wellbeing, and education. She is involved
in several committees, including Corporate
and Community Development Committee,
City Safe Advisory Committee, and the
Neighbourhood Watch Advisory Committee.

Deb holds a Bachelor of Arts, and
a Graduate Diploma in Library and
Information Studies. She has a passion
for expanding educational opportunities
and promoting the value of literacy in our
community. Deb has been a Rockingham
resident for more than 30 years. She
is Vice Chair of the Library Board of
Western Australia, a Member of Murdoch
University’s Senate and a foundation
member of the Rockingham Education
Development Group. She is an active
contributor to a number of committees
including Community Development, City
Safe and Global Friendship, and is Chair
of the Heritage Advisory Committee.
A Rockingham resident for nearly 50
years Leigh is passionate about the needs
and lifestyle of our community, the
preservation of the region’s natural assets
and the advancement of a sustainable
economic future for all. Chairing the
Corporate and Community Development,
Grants Committee and Sports Advisory
Committees, and a member of Cultural
Advisory, Rockingham Education and
Training Advisory Committee (RETAC),
Governance and Sister Cities Committees,
Leigh has been able to represent and voice
the concerns of the Rockingham community
and influence decisions evidenced by
lobbying for facilities, programs and
support for community groups.
Katherine is a first time Councillor. She
has degrees in Fine Art and Education, is a
teacher at Kennedy Baptist College and is
also a part time law student. As a mother
of two teenagers she is keenly aware
of the challenges facing young people,
and their families, and is very interested
in helping to create opportunities for
young people. She is also an author and
journalist, and has maintained her own
blog for years at katherinesummers.com.
au. She is involved in several committees
including Global Friendship, Rockingham
Education and Training Advisory

Lakes Regional Park Advisory Committee.

BALDIVIS WARD
Cr Matthew Whitfield
Cr Lee Downham
Matthew has owned his own small
business, has been a Senior Manager in
business and was also a police officer in
WA. He chairs the Neighbourhood Watch
Advisory Committee and the Roadwise
Committee, and also actively contributes
to the City Safe, Active Ageing, Disability
Access and Inclusion and Community
Grants committees, amongst others, as
well as sitting on three external
not-for-profit groups. His three main
passions are: making Rockingham a safer
place to live and work; attracting new
investment and business to the City; and
ensuring that the City provides full value
services to residents.
Lee is an ex-Army Warrant Officer who has
been living in Baldivis for five years. He is
married and has one child. He is a Business
Excellence consultant and a board member
of Play Therapy Advantage. He is also an avid
advocate of strong community cohesion. He
is particularly interested in ensuring sufficient
infrastructure in the area to accommodate
all ages (especially teenagers). His goal in
becoming a Councillor is to ensure robust
communication and provide a conduit
between Council and residents. He is
involved with several committees including
Corporate and Community Development,
Governance Review, Rockingham Kwinana
Regional Domestic Violence Committee
and the South West Corridor Planning and
Infrastructure Committee.

Cr Chris Elliott
Cr Justin Smith
Chris holds a Ph.D, a Master of
Education and a Bachelor of Education.
As a member of Council for 17 years,
including a term as Mayor between
1997 to 2003, Chris has been a member
of, and has chaired, a range of Council
committees. A long-term resident, he
works to ensure adequate facilities are
developed, while the environmental
beauty of the area is retained. Chris
wants to help to make Rockingham
the best place to live, and is keen to
work with all tiers of government,
local businesses and the community in
assisting Rockingham to reach its tourism
and business potential.
Elected in October 2013, Justin grew
up and was educated locally, and has
resided in Secret Harbour with his family
since 2000. He is passionate about
small business, being an owner of a
finance business, past chairman of the
Rockingham Kwinana Small Business
Centre and past president and life member
of the Rockingham Kwinana Chamber of
Commerce. His was awarded the City of
Rockingham’s Australia Day Citizen of the
Year Award for 2013. He is an advocate
for the sound development of community
and recreational facilities in the City’s rapid
growth areas and the improvement of the
City’s foreshores to promote community
and tourism opportunities.

Landfill Closure at Christmas
The Millar Road Landfill will continue to
operate from 7.30am to 4pm, seven days a
week. It will only be closed to the public on
Friday 25 December (Christmas Day).
Residents planning to visit the landfill prior
to Christmas are urged to consider having
their clean up early to avoid the Christmas
rush. Separate recyclable materials and
don’t forget tip pass barcodes.
Stan the Can
The City’s number one LitterBuster, Stan the
Can, is loving all the attention he’s getting lately.
His team is getting more than 100 litter reports
every month from people throughout the
community on the 1800 number and through
the free mobile app. Since July this year his
team has been collecting over 1000 tonnes of
litter and illegally dumped waste every month.
If you see Stan out and about give him a high
five to let him know you appreciate his efforts.
We can’t get rid of the litter without your help,
so - as Stan says - if you see it, bust it!

Security Subsidy Scheme
It used to be the ‘Seniors Security Subsidy Scheme ‘, but the City has made
it more accessible. Now it’s the Security Subsidy Scheme, and the eligibility
conditions have been extended. If you have a valid Aged Pensioners Card,
Pension, Concession or Health Care Card, you are now eligible to apply for
a subsidy of up to $100.
The subsidy rebate can cover items that you have already purchased and
installed such as a personal door viewer, meter box lock, security sensor
lights, fire blanket, deadlocks for your front and rear doors, window locks
and smoke detectors.

service at the SAFE event in
mid-November. Operating hours
and other details about the new
service are on the back page.
To be eligible for the subsidy:
• Items must be installed and invoiced within the current financial year
• You must be able to provide a receipt of purchase
• Only one claim per residential property per financial year is permitted
• Only one claim per valid pension, concession or health care card, per
financial year is permitted
The City of Rockingham provides no
guarantee that a rebate can be provided to
all applicants. Should the installation of your
chosen security or safety item depend on
the approval of the rebate, then please read
the instructions on the subsidy application
carefully. The item you install must be a
home security or safety product.

Rockingham SmartWatch offers a confidential Holiday Watch service that
provides a random patrol of your property while you are away, for a maximum
of three months. When calling to book a Holiday Watch patrol, please provide:
• Dates you will be leaving and returning
• Contact number while you are away
• Key holder details (if applicable)
• Details of any vehicles expected to be at the property
• Any other relevant information
Community Safety is giving away 100
free dashboard cloths to remind people to
remove all valuables from their vehicles.

Firebreaks
Total Fire Bans
The City is in a Prohibited Burning
season effective from 1 December
until 31 March. All burning is
prohibited during this time.
A Total Fire Ban means you must not:
• Light, maintain or use a fire in
the open air
• Carry out an activity that causes
or is likely to cause a fire
Firebreaks and/or slashing must be
maintained up to and including
31 May 2016.
Firebreak inspections commenced on
1 December in accordance with the
City’s Fire Control Notice.

The ban includes:
• Hot works (welding, grinding,
soldering, gas cutting)
• All open solid fuel fires for the
purposes of cooking or camping
• Use of incinerators and
other activities

website www.rockingham.wa.gov.au.

New Year’s Eve Celebration 2015
Join Jon Stevens, Hit Factory, Littlest Fox, Nate Lansdale and more as we celebrate the ringing
in of the New Year at the Rockingham foreshore. Starting at 5pm, 31 December and climaxing
with a typically barnstorming Stevens performance, with fireworks on the stroke of midnight,
the 2015 Community New Year’s Eve Celebration promises to be the best yet. Join more than
15,000 Rockingham residents at this family-friendly, smoke and alcohol-free event to ring
in 2016. For more details, check out the City’s website. The New Year’s Eve Celebration is
part of the City’s Summer Series of community events.

Residents in the rural areas of
Rockingham can expect to see more
SmartWatch vehicles as they undertake
patrols looking for arsonists and bushfire
during this year’s fire season. Using
SmartWatch’s advanced surveillance
technology officers will have the
capacity to detect smoke and gather
intelligence concerning the movements
of suspicious vehicles and persons, and
pass this on to police attached to Strike
Force Vulcan for further investigation.
