APPROVAL OF THE PRELIMINAEY REPORT OF THE STANDING COMMITTEE TO THE EXECUTIVE
BOARD: Item 9. of the Agenda (Documents E B 2 9 / A P / W P / H and EB29/AP/WP/IO Add.l
and Add.l Corr.l)
The CHAIRMAN congratulated the Secretariat on the speed and efficiency with
w h i c h the draft preliminary report had been produced.
He suggested that the
Committee examine the report (document E B 2 9 / A F / W P / H ) chapter by chapter a n d , in the
case of Chapters IV and V, paragraph by paragraph.
It was so a g r e e d .
Introduction
The CHAIRMAN noted that Dr Baidya was now present and welcomed h i m .
The list
of participants contained in the Introduction would be amended accordingly.
Chapter 工
There were. no comments on Chapter I .
Chapter II
There were no comments on Chapter 工I.
Chapter III
The CHAIRMAN said that the reference in the footnote on page 3 2 should be t o
Appendix 4 .
In the final printed version of the report, the charts (now appended to the
document) would fall into their proper place in the t e x t .

Chapter IV
The CHAIRMAN called attention to the introductory* paragraph 一 important because
i t explained w h y the figures that the Coirimittee h a d examined w e r e d i f f e r e n t from
those in Official Records N o . 113.
Part 1
The CHAIRMAN pointed out a clerical error in the first line of paragraph Is
"Appendices 1 a n d 3" should read "Appendices 1 a n d

(page 47),"Annexes 1 to 6" should read "Annexes 1 to
Part 2
The CHAIRMAN read out the note a t the beginning of P a r t 2 , w h i c h explained that
whereas the references in the f o l l o w i n g paragraphs referred t o Official Records 113,
w h i c h s e t out the programme p r o p o s a l s , the budget figures relating thereto were those
that had been amended to take account of t h e total estimates of expenditure for 1963^
including the additional requirements reported separately b y the Dire с to r-Gene ral^
and -that the 1 9 6 2 estimates w i t h w h i c h they were compared w e r e as r e v i s e d by the
supplementary estimates f o r that y e a r .
He suggested that a reference b e made to

In r e p l y to a q u e s t i o n b y D r SCHANDORF in connexion w i t h paragraph 1 5 (which gave

regional headquarters•

to a n understanding by which the host country paid all the extra e x p e n s e s .
That was
not so in all the regions, h o w e v e r , and there were consequently fluctuations in the
estimates•
The CHAIRMAN drew attention to a typing error in paragraph 45 (page 6 ) ) ,
penultimate sentence:
the approximate number of subscribers to the Digest was 5 0 0 ,
not 1 0 0 .
In connexion w i t h paragraphs 54 to 62 (pages 66-81), D r HOURIHANE recalled that
the information they contained h a d originally been presented, at his request, in
/ 1 '
working paper ЕВ29/Z\f/wp/8.
The material was very interesting and he thought it
might be somewhat buried in its present position in the r e p o r t .
Perhaps it might be
circulated to the Executive Board as a separate document?
The CHAIRMAN agreed w i t h that suggestion;

The SECRETARY suggested that a more effective way of ensuring that the material
w a s read would be for the C h a i r m a n , w h e n presenting the Standing Committee's r e p o r t ,
to draw special attention to the paragraphs in question*
The Board already had a
mass a documentation before i t .
D r W A T T , alternate to Dr van Zile H y d e , said that he had found document
E B 2 9 / A F / W P / 8 , w i t h the annexed catalogue of W H O publications, very interesting
reading.
He thought the Board would t o o .
Professor KACPRZAK wondered whether the Organization w a s not trying to cover too
many subjects with its expert committees, and whether it should not concentrate on a
smaller n u m b e r ,

T h e CHAIRMAN suggested that he might w i s h t o raise the question in the B o a r d ,
since it was one of substance.
W i t h regard t o the circulation of document E B 2 9 / A F / W P / 8 , the SECRETARY thought
t h a t , since a majority of the members of the B o a r d already had the working paper in
!
q u e s t i o n (a good number of them had been present at the Standing C o m m i t t e e s discussions) , i t might be sufficient to circulate it to the remaining members•
T h e CHAIRMAN said it should be possible to distinguish it in the Standing
Committee's report by giving it a separate h e a d i n g .
Dr HOURIHANE emphasized that his intention in asking for the information given
in the working paper had been to establish the coherent plan behind the convening of
expert committee meetings:
the heading in question might be "History (or constitution)
of expert committees"•
The CHAIRMAN suggested that the title of the working paper should be used:
"Pattern of development of W H O expert committees and related s t u d i e s " .
It was so a g r e e d .
Some discussion took place on the matter of the renumbering of the paragraphs
originally forming part of the working p a p e r .
It was agreed that if any renumbering were required in connexion
w i t h the

insertion of a new h e a d i n g , this could be done w h e n the B o a r d s report was
prepared for p r i n t i n g .

T w o amendments to be made to paragraph 1 0 0 , last sentence, were pointed out, by
D r HOURIHANE and the CHAIRMAN respectively:

The CHAIRMAN recalled that material from working paper EB29/AP/WP/IO

should replace paragraphs
of the r e p o r t .
Dr HOURIHANE noted the absence of a reference to the seminar on h e a l t h services
in the E u r o p e a n Region w h i c h , he had u n d e r s t o o d , would also devote attention to
physical deficiencies in children, including children who were hard of h e a r i n g .
It was agreed that he should draft a sentence or two covering that point for the
report•
Part 3
There w a s no comment on Part 3 of Chapter I V .
Chapter V
The CHAIRMAN drew particular attention to the "Notes for the Executive Board"
(first paragraph of the Chapter)^ w h i c h w o u l d of course disappear w h e n the Board: had

fact that certain items of the B o a r d s agenda (e.g. item 7 . 6 , on salaries and allowances of internationally recruited staff) might have a bearing on the DirectorGeneralas proposed programme and budget estimates for I 9 6 3 .
The contents and the
amounts in Chapter V were therefore subject to the decisions which the B o a r d might
take on those items.
The SECRETARY said that the second part of paragraph 1 (pages 0 1 ) 4 )
might give
the impression that the revised salaries and allowances of internationally recruited
staff were subject to the approval of the W o r l d Health A s s e m b l y , which w a s not the c a s e ,
since those revised scales had. gone into effect on 1 January 1 9 6 2 ,
The Health
Assembly w o u l d be asked to approve not the specific revision of salary scales, but
the size of the b u d g e t .
The CHAIRMAN said that subparagraph (iii) of paragraph 1 indicated that the
Director-General had recommended that the increase in salaries and allowances should
apply to W H O staff beginning on 1 January 1 9 6 2 , and that supplementary estimates were
presented to cover the increase.
He thought that the paragraph might be amended to
give the position as it now s t o o d , w i t h a reference to Staff Regulation
1
constituted the Director-General s
which
authority.
It w a s agreed that the Rapporteurs and the Secretary should redraft the paragraph,
which could then be approved by the Standing Committee w h e n the report came before
the B o a r d .
D r HOURIHANE said that a point to which he had referred in the discussion - the
increase of fifty痛one per c e n t , in the budget - was mentioned in paragraph 9 (page 139) •
H e hoped that the comparative length of the analysis of that increase (contained in the

same paragraph) would not imply any intention on his part to suggest that there was
something irregular about such a n i n c r e a s e .
It had been no part of his intention t o
do more than state the fact •
He suggested also that the last sentence of the paragraph required amendment•
It was agreed that the last sentence of paragraph 9 should be amended to read:
”This leaves a balance of increase in 1 9 6 ) directly related to programme expansion compared to I96I of $ 2 848 8 7 ^ , or 1ЛЛ0 per c e n t . " .
The CHAIRMAN pointed out that the figures for casual income given in paragraph 11
(third line) should be amended to read:
" 1 9 5 0 4 0 representing assessments on Members
from previous years and $ 304 960 representing estimated miscellaneous
income".•
In paragraph 2.0, third l i n e , the reference to "Annex 2" should be to "Annexes 2
and 3" •
Appendices
The CHAIRMAN said that in A p p e n d i x
last p a g e , under 1 9 6 ) estimated expenditure,
the figures for casual income should be corrected as they had been in paragraph 11 of
Chapter V ;
in Appendix 2 a footnote was missing from the E n g l i s h text;
in Appendix 1 2 ,
table 3 had been omitted from the French t e x t .
He asked if members of the Committee h a d any further comments on the preliminary
report•
M r S A I T O , alternate to Dr O m u r a , asked what was the present status of the AssemblySuspense Account and what implications its size would have for the coming financial year»
M r SIEGEL said that the amount in the Assembly Suspense A c c o u n t as a t 3 1 December
I96I had made it possible for the Director «General to suggest that some $ 1 ООО 000 to
finance to supplementary estimates for 1962 could be t a k e n , in the m a i n , from that
account (a small part could be drawn from Miscellaneous Income):
that proposal was

being submitted to the Health Assembly.
Two further proposals would come before
the Board • to transfer capital from the Account to the Léon Bernard Fund and to the
Darling F u n d , so that with the interest earned those two awards could be made annually
if desired.
There would still be enough left in the Account to make $ 5〇〇 000
available as Casual Income to finance the 1963 budget, should the Assembly so desire.
If funds were withdrawn from the Assembly Suspense Account to finance all the
above proposals there would remain 一 he had not the exact figure to hand - something
less than $ 50 000.
Decision: The Committee adopted its preliminary report, as amended in the
course of discussion.
The CHAIRMAN thanked members of the Committee for their w o r k , and referred in
particular to the advantage gained from having members of the Board present at the

Assembly Suspense Account and w h a t implications its size -would have for the coming
financial y e a r .
Mr SIEGEL said that the amount in the Assembly Suspense Account as a t
3 1 December 1 9 6 1 had m a d e it possible for the Director-General to suggest that some
$ 1 000 000 to finance the supplementary estimates for 1962 could b e t a k e n , in the
m a i n , from that account (a small part could be drawn from Miscellaneous Income):

come before the Board - to transfer capital from, the Account to the Léon Bernard Fond
a n d to the Darling F u n d , so that with the interest earned those two awards could be

Decision: The Cornmittee adopted its preliminary r e p o r t , as amended in t h e
course o f d i s c u s s i o n .
