This dictionary gives information on the variables contained in the dataset from 1998 to 2015 – including technical information and descriptions. Use this data dictionary if you are interested in understanding and accessing sentencing and remand data in the IDI for your research. Background Corrections’ sentencing and remand datasets relate to the Department’s management of convicted offenders who receive a community sentence or imprisonment, and people remanded until their trial is completed. The datasets provide a chronological sequence of events and periods that provide our best understanding of how each offender is being managed by the Department and what events have occurred that relate to each management period. However, there may be historic data available for offenders who were already in prison in 1998 or who committed serious offences. Reference period end: Ongoing. Geographic coverage: New Zealand. Target population: Adult criminal offenders sentenced within New Zealand to a non-monetary sentence. Observed population: Anyone who spends time in prison/remand. This is generally adult criminal offenders that are sentenced in New Zealand to a non-monetary sentence. Some youth records may be present in the data where youth have been sentenced to an adult prison. Analysis unit: The analysis unit differs slightly by table: offender_aliases_all: analysis unit is one record per alias offenders_all_subset: analysis unit is one record per offender (with aliases rolled up to the offender) offender_programme_completions: analysis unit is programme completion date by offender. The following three tables contain information about sentencing and remand periods: ov_major_management_periods: analysis unit is by offender. This table shows what is experienced by the offender. The most serious sentence is prioritised ov_major_periods: analysis unit is by offender, but has all of the start periods for new events (unlike ov_major_management_periods). However, there is still some prioritisation. That is, for any individual, only the most serious sentences are shown at any given point in time, so lower severity sentences tend to be underreported in this table ov_periods: analysis unit is by event. This table shows the start and end points for all events for an offender. Figure 1 shows a hypothetical person’s interactions with Corrections across various life events and how these periods would be recorded in each table. 5 IDI Data Dictionary: Sentencing and remand data (August 2015 edition) Figure 1 How life events are recorded in the sentencing and remand periods tables Methodology Type of data: administrative data capture. Data collector: Department of Corrections. Data is collected from the courts, Ministry of Justice, and Police to provide information about legal warrants, sentences and releases. Frequency of data collection: daily, but is supplied to the IDI twice a year. Quality information Missing data: From June 2014, records from the offender_aliases_all and offenders_all_subset tables were removed where an individual did not have any records on any of the periods tables. These are individuals who had been charged with fines or restitutions (so will be in the Ministry of Justice Charges dataset) and therefore not managed by the Department of Corrections. Other quality issues: A few of the sentence types have changed in usage over time. See Sentencing legislation for some of this history. Privacy, security, or confidentiality issues The sentencing and remand tables that are accessible to researchers do not contain any name or address information to identify an individual. All personal identifiers have been encrypted. If periods occur concurrently, trumping rules apply so that the most serious sentences are prioritised. Unlike the ov_major_mgmt_periods table, this dataset shows the start of each period, but does not necessarily show the end of the period (as it may be obstructed by the start of a new period). Hence, a single view may contain repeated prison, community work or remand periods as the directive for those periods may change from one to the next. This allows for accurate point in time analysis of management activity and the reasons associated with it.
