Daniel Mitzel Father Scott Jablonski wrote this in a recent edition of “The Priest”. “Public education taught me many useful things: how to read and write; the wonders of math, science and technology; basic historical and geographical facts; and even a few phrases in foreign languages. But I also picked up many not-so-valuable habits and lessons over the years, due largely to the deficiencies of a secular educational model that sets aside all questions of ultimate meaning and purpose, objective truth and moral goodness.” Across the United States, we celebrate Catholic Schools Week, from January 29 through February 4. The theme for 2017 is “Catholic Schools: Communities of Faith, Knowledge and Service.” Father Jablonski presents four concrete goods that Catholic schools offer. He notes that Catholic education instills in students the conviction that truth exists and is knowable. He also tells us that Catholic education teaches students their God-given dignity. Third, Father writes that Catholic education forms students in moral virtue. He concludes that Catholic education offers all of us hope. Most importantly, Father Jablonski writes that Catholic Schools engage in forming us as saints. Certainly that ‘saint-making’ also takes place in our religious education program, in our parish programs and in our families. All of us are called to holiness. Increasing holiness yields Saints. Parents are always the first teachers of their children in faith-formation and saint-making. This week, we rejoice that here in our spot in the Diocese of Harrisburg, we have Saint Francis Xavier School and Delone High School to assist us in becoming saints. Some problems have to do with the local housing market, from a lack of rental units where housing vouchers can be used to insufficient public transportation for families to reach available housing. Another, more recent problem has to do with changes in the kind of housing assistance that are supported by federal grants. After the financial crash of 2008, a new model for helping homeless families emerged: rapid re-housing. In this model, families move quickly into housing, receiving subsidized rental rates for a limited period of time. Help with utilities and additional services may be available, too. The key difference between rapid re-housing programs and the housing voucher program is that, in rapid re-housing programs, the rental subsidy is short-term. (Individuals with a housing voucher can keep it indefinitely and pay a fixed percentage of their income towards housing.) Rapid re-housing models are built on evidence suggesting that quality housing is the key to further stability for homeless individuals and families—it’s a “housing first” approach that assumes that, once housed, individuals are more likely to be able to find long-term employment and be able to avoid further homelessness. Rapid re-housing has had success in many parts of the country. Megan Shreve at South Central Community Action Programs (SCCAP) points out, though, that it may not be the best fit for all housing markets. Some areas—like Adams County—lack available housing stock where rapid re-housing subsidies can be used. Further, this model may work well for otherwise stable families made homeless by a sudden crisis, like illness or a layoff, but may work less well for those who need more time to develop the stability, savings, and skills to avoid a return to homelessness. Last year, SCCAP had to return funds it received to help locally homeless people because those funds were earmarked for rapid re-housing programs – and there was no place locally for SCCAP to spend them. What’s the point here? Homelessness is a complex issue. It’s not always simply a product of bad life choices, and it can be hard for individuals trying to emerge from homelessness to get access to quality housing options.
