Dear Young Leader, dear friend, Our ambitious initiative the High Level Panel “In the aftermath of the Arab Spring, In the context of an African renaissance: Promoting a renewed French and American Dialogue with Africa and the Arab World” is coming together and we are looking forward to seeing you all in Marrakech on June 13! The theme of the discussions will be The Arab Spring and the African Renaissance as a long-term challenges to both our countries. The topic is all over the news and as history unfolds before our eyes, more challenges are to come. Understanding the region better and increasing reflection with this conference will be critical in charting a new direction in the relationship between French, American and Arab leaders. The three-day conference will explore the grounds for developing constructive dialogue between French, American and Arab leaders on key issues. It will bring together 40 key leaders in the fields of politics, business, media, academia, military and civil society. In that enterprise, France and the United States have a common interest in working together to meet the African and Arab worlds. Both countries are old allies, with U.S.French diplomatic relations stretching back more than 225 years. Both countries have shared values, and are actively committed to addressing common problems, regionally and globally. This conference is a rare opportunity for French and American Young Leaders to meet Arab Young Leaders and have open discussions about long-term challenges, issues of common concern and, more importantly, getting to know each other and creating lasting bonds. You will see a very prestigious guest will be with us during the conference: Ambassador Jean-David Levitte has accepted our invitation. Former special diplomatic advisor to President Chirac and president Sarkozy, he also served as French ambassador to the USA. Ambassador Levitte is a distinguished fellow of the Brookings Institution in Washington DC and member of the International Advisory Board of the Atlantic Council of the United States. He voiced his enthusiasm for our conference and as a founding member of the Young Leaders programme, he is keen to meet us all. He is most helpful at putting together our conference and inviting Moroccan government officials to come and talk to us: we are very optimistic but we hope that many of you will also contribute contacts and speakers names to ensure a successful conference. Guest of honour – Ambassador Jean-David Levitte Jean-David Levitte is a member of the Academy of Moral and Political Sciences of the Institut de France and professor at the Institut d’Etudes Politiques of Paris. He is also a distinguished fellow of the Brookings Institution in Washington DC and member of the International Advisory Board of the Atlantic Council of the United States. Jean-David Levitte has had a distinguished and outstanding career in the French Foreign Service, serving on the staff of three French Presidents and holding various senior positions in the French foreign service. After the presidential elections in May 2007, President Sarkozy asked Ambassador Levitte to be his Senior Diplomatic Adviser and sherpa. In his previous position, he served as Ambassador to the United States, from 2002 to 2007. President Chirac appointed him as French Permanent Representative to the United Nations in 2000. In New York, Ambassador Levitte successfully handled several international negotiations, including resolution 1441 on Iraq. Ambassador Levitte served as Senior Diplomatic Adviser and sherpa of President Chirac from 1995 to 2000. From 1990, he held senior positions in the French Foreign Ministry, first as Assistant Secretary for Asia and then as Undersecretary for Cultural and Scientific Cooperation. In 1988, he was designated to his first position as Ambassador and served as the French Permanent Representative to the United Nations Office in Geneva from 1988 to 1990. Before 1988 Mr. Levitte was assigned as Deputy Chief of Staff to the Foreign Minister, a position he held from 1986 to 1988. Prior to that Mr. Levitte was appointed Deputy Assistant Secretary in the African Bureau after serving in the United States as Second Counselor at the Permanent Mission of France to the United Nations in New York. Mr. Levitte joined the Foreign Service in 1970. He was first posted in Hong Kong and Beijing in the early 1970's. A few months after his election in 1974, President Valery Giscard d'Estaing asked him to work on his staff at the Elysee Palace, where he stayed from 1975 to 1981. Born in 1946 in the south of France, Ambassador Levitte earned a law degree and is a graduate of Sciences-Po (the renowned Institute for Political Science in Paris) and of the National School of Oriental Languages, where he studied Chinese and Indonesian. Cécile Falcon Adjunct professor, ENS Born 10 November 1977, Cécile graduated from the Ecole Normale Supérieure, where she studied English (BA), Arabic (workshop in Damascus at the Institut Français d’Etudes Arabes), history of the medieval Muslim worlds (MA) and is now finishing a PhD in theatre history. She also graduated from the Institut d’Etudes Politiques de Paris (Sciences-Po). After having passed the national competitive examination for recruitment in French literature (agrégation de lettres modernes), she taught at the University of Rennes II from 2005 to 2008 and has been teaching performing arts in the Department of History and Theory of the Arts at the Ecole Normale Supérieure (Paris) since then. In 2009, she was visiting professor in the French department at Cornell University. The same year, she organised a symposium on theatre in Afghanistan, Uzbekistan, and Iran, « Le théâtre, lieu de résistance » at the Ecole Normale Supérieure. Apart from her academic curriculum, Cécile graduated from the Studio Pygmalion’s acting school and has attended many classical and contemporary dance courses since her childhood, mainly in Ecole de Danse Peter Goss but also in Studio Harmonic (modern-jazz) and Centre de Danse du Marais (flamenco). He graduated from the medical school of Paris VI university (UPMC), and trained as a resident in neurosurgery at Paris hospitals. He has been board certified in neurosurgery since 2005. He also trained in neuroscience research and obtained a Master’s degree then a PhD degree in neuroscience in 2006 from Paris VI university (UPMC). In 2006-2007, he worked as a research fellow at Harvard medical school and the Massachusetts general hospital (Boston, USA). Back in Paris, he was granted the competitive Inserm Avenir program, with the support of the Bettencourt Schueller Foundation, to mount the laboratory of cognitive and translational neurosciences that he is currently leading, in Neurospin neuroimaging centre at CEA Saclay (French atomic energy research commissariat, life science division). He also pursued neurosurgery as clinical chief in the functional neurosurgery unit at Henri Mondor hospital, Paris greater area, where he specialised further in neuromodulation, cell and gene therapies for neurological disorders. In November 2011, he was appointed associate professor in the medical school of Versailles university, and is responsible for the neuromodulation unit, in the department of neurosurgery, Foch hospital, Paris greater area. This team also organises the bilateral economic meetings between ministries of finance and central banks of these non-European countries and their counterparts at European level.
