The Village of Taylor Minutes of the Mayor and Board of Aldermen Regular Monthly Meeting October 5, 2010 Be it remembered that the Mayor and Board of Aldermen of the Village of Taylor, Mississippi, met in a Regular Meeting at the Village Hall on this the first Tuesday, the fifth day of October, 2010, at 7:00 p.m., with the following officers and members present, constituting a legal quorum to-wit: Mayor Jim Hamilton, Alderman Tim Bridges, Alderman Pete Brummett, Alderman Betty Kisner, Alderman Lyn Roberts, Alderman Noel Montgomery and Clerk Lisa Harrison. The meeting was called to order by Mayor Hamilton, and the following business was had and done to-wit: Agenda: Alderman Brummett made a motion to adopt the meeting agenda; motion was seconded by Alderman Bridges and passed unanimously. Approval of Minutes: Upon motion of Alderman Bridges, duly seconded by Alderman Montgomery, and passed unanimously, it was ordered that the minutes for the September 7, 2010, meeting be approved. Claims Docket: Alderman Roberts made a motion duly seconded by Alderman Brummett and passed unanimously; it was ordered that the Docket of Claims dated October 5, 2010, be approved. Unfinished Business: a. Intersection of Main St./Depot St./Old Taylor Rd./First St. Mayor Hamilton spoke to Supervisors Lloyd Oliphant and Robert Blackmon, who informed him this project will not proceed. c. Public Record Request Policy Motion was made by Alderman Montgomery to adopt the Public Records Request Policy. Motion was duly seconded by Alderman Bridges and passed unanimously. See Policy below: Page 1 of 6 The Village of Taylor Minutes of the Mayor and Board of Aldermen Regular Monthly Meeting October 5, 2010 Floodplain Resolution of Intent: Alderman Montgomery made a motion to adopt the Floodplain Resolution of Intent; motion was seconded by Alderman Bridges. The Resolution passed with Aldermen Brummett and Roberts voting yea, and Alderman Kisner abstaining. Appoint Village Attorney: Mayor Hamilton appointed Bill Sloan as the attorney for Taylor, subject to confirmation by the Board of Aldermen. Mr. Sloan would not be on retainer, but simply designated as our attorney. Motion to confirm appointment of Bill Sloan as Village Attorney was made by Alderman Kisner; duly seconded by Alderman Bridges and passed unanimously. Blanket Approval for Utility Bills: Alderman Bridges made a motion to allow payment of utility bills upon receipt, in order to avoid late fees. Motion was seconded by Alderman Brummett and passed unanimously. Page 4 of 6 The Village of Taylor Minutes of the Mayor and Board of Aldermen Regular Monthly Meeting October 5, 2010 Street Lights for Main Street: MDOT will allow Taylor to erect street lights on their right-of-way on Main Street, if Taylor will have a survey done to determine where right-of-way lies. Mayor Hamilton will get an estimate from Jeff Williams, Village Engineer, for surveying the railroad property and the right-of-way east of Main Street. He will also explore the possibility of placing the street lights in the right-of-way on the west side of Main Street. Public Comment: None. Mayor’s Report: Mayor Hamilton reported on the following items: Mississippi Highway Patrol Mayor Hamilton spoke to the Mississippi Highway Patrol about patrolling Main Street (Highway 733) with radar to deter speeding. The MHP has already increased radar patrols on Highway 328, and will do the same on Main Street (Highway 733). Board of Supervisors Mayor Hamilton informed Lafayette County Supervisors Lloyd Oliphant and Robert Blackmon of the following: -We adopted our street map and new street names. Lafayette County will remove county road signs. -We will build a sidewalk northward up Old Taylor Road. -Subdivisions within Taylor’s corporate limits will appear before our Planning Commission, not the Lafayette County Planning Commission. -A road maintenance agreement needs to be in place before tax collection begins, otherwise Taylor will expect to receive its share of the tax collected. Two options are available through the agreement. Either (1) Taylor’s Board of Aldermen retains full authority/jurisdiction over the roads with full liability, or (2) concurrent jurisdiction is split by Taylor and Lafayette County. The Supervisors agreed to have Attorney David O’Donnell draft a resolution and send to our attorney for our consideration. Projects To remedy drainage and mud problems, a floor of crusher run limestone has been installed in the storage shed. Construction to extend the sidewalk southward began today. Options include: -21 inch mower, approximate 2 year lifespan, for about $300.00 -33 inch mower, professional grade, long lifespan, for about $1,440.00 (TSC has a Cub Cadet on sale for $900.00.) -36 inch mower, commercial grade, Xmark or comparable, for about $,2440.00 Framing Old Photos for Village Hall Mayor Hamilton has about eleven historical Taylor photographs to be framed and displayed at Village Hall. He got a printing/framing quote from Danny Vaughn of $40.00 per 14”x20” and less than $80.00 per 24”x36”.
