WHITFIELD COUNTY BOARD AND COMMITTEE APPOINTMENTS

911 Advisory Board
Contact: Sharon Ratcliff
Meeting Schedule: The Board shall meet a minimum twice a year
Meetings will be scheduled for the last Tuesday in the months of
January and July at 2:00PM at the
911/Emergency Operations Center.
Purpose: The purpose of the Board is to ensure public safety satisfaction and
to solicit input and cooperation between the 911 Center and all County
and Municipal Public Safety Agencies.
Terms: The chair and vice chair are elected by the advisory board every two years.
*Each public safety agency in Whitfield County, including each
municipality has a representative as a member.
Addressing Committee
Contact: Jean Price-Garland
Meeting Schedule: No meeting schedule, unless address appeals are received.
During the Addressing Project, the committee met once every two weeks.
Purpose: To oversee address policy and implementation within Whitfield County,
to recommend amendments to the Whitfield County Addressing Ordinance , to
provide a forum to hear requested revisions to the Ordinance from members of the
public, and to provide a forum for road name change issues.
Terms: Members do not have terms. They serve until their respective department
or municipality appoints someone else. In the case of the Address Administrator,
that individual is appointed by the County Administrator.
Board of Elections and Registration
Contact: Mary Hammontree
Meeting Schedule: Meeting schedules depend on County election years.
Purpose: To have jurisdiction over the conduct of primaries and elections in
Whitfield County and to have jurisdiction over the registration of voters in
Whitfield County.
Terms: Members serve for terms of four-years.
*Members are appointed by the Chief Judge of the Superior Court.

Meeting Schedule: Members of the Board of Equalization meet as needed.
Purpose: Charged with ensuring that all local property taxes are assessed in a
uniform matter.
Terms: Members are appointed with staggered terms made up of 1, 2, or 3
year term limits.

Meeting Schedule: The Tax Assessors Board meets on the second
Tuesday of each month at 8:30 AM. Meetings are held on the ground
floor of the Courthouse in the Tax Assessors Conference Room.
Purpose: To serve tax payers in Whitfield County by reviewing and discussing:
requests for tax exemptions, adjustments and refunds, Homestead exemptions,
CUVA exemptions, and many other tax payer requests.

Conasauga Circuit Public Defender Supervisory Panel

Meeting Schedule: The Panel convenes at least semiannually. The council is
notified at least two weeks in advance of the convening of the panel. The circuit
public defender is given the opportunity to appear before the panel and present
evidence and testimony.
Purpose: To review the circuit public defender's job performance and the
performance of the circuit public defender office.
Terms: Members serve for a term of five years or until their term in office is up.
Conasauga River Alliance
Contact: Joshua Smith
Meeting Schedule: Mr. Doug Cabe and John Paul Bledsoe are currently working
on updating the members and schedule of the Alliance.
Purpose: To develop respect for natural resources and provide conservation
education, protect private land rights, and sustain and improve a clean
Conasauga River.
Terms: Representatives serve two-year terms.
Correctional Center Task Force
Contact: Mike McCarthy
Meeting Schedule: The Task Force meets as needed.
Purpose: To provide a continuum of alternatives to confinement. The challenge is
to ensure the public is well protected while administering the justice system in a
manner which is cost effective. The Task Force is changed with the responsibility
of looking at options to incarceration that will reduce Whitfield County
Correctional Center (WCCC) populations as well as recidivism.
Terms: The Task Force does not have term limits.
Dalton-Whitfield Board of Building Appeals

Meeting Schedule: The Board shall meet not more than 45 days from receipt
by the Board of a properly completed appeal request. Notice of the meeting date

Purpose: To review all appeals to the Zoning Code.
Terms: Members serve three-year terms.
The merger of the city and county Boards of Zoning Appeals dictates the terms of all
seven city and county board members will expire on December 31, 2012. Beginning
January 1, 2013, each governing body will appoint three new BZA board members
with overlapping terms. The seventh member will be alternately appointed by the city or
or county to a 3-year term beginning with the county.
Dalton-Whitfield Community Development Corporation
Contact: Gaile Jennings
Meeting Schedule: The Directors meet either monthly or every
other month based on the direction of the directors. The directors
shall hold other meetings as necessary upon call of the Chairman
and any two Directors.
Purpose: The Corporation's primary purpose is to facilitate the opportunity of
all Dalton and Whitfield County residents to acquire and maintain safe and
decent housing.
Terms: Members serve two-year terms with the option of reappointment.

Meeting Schedule: Regular Board meetings are held every other month
The Executive Board shall meet with the Executive Director at
least once a month. Special meetings shall be called by the Chair

WHITFIELD COUNTY BOARD AND COMMITTEE APPOINTMENTS
Name
Purpose: The DACVB is the primary marketing arm for the City of Dalton and
Whitfield County, specializing in soliciting and promoting tourism, conventions,
meetings, conferences, trade shows and any an all other group business designed
to bring overnight visitors to Whitfield County therefore enhancing the economic
fabric of the community.
Terms: The Mayor of Dalton and Whitfield County Chairman serve the duration
of their terms. As of May 11, 2010 all other members will serve two-year terms.
In an effort to get all of the terms on a staggered schedule, the members will have
fixed staggering terms until 2012, whenever all appointments thereafter will be
two year terms.
Dalton-Whitfield Library Board of Trustees

Meeting Schedule: All Board meetings are open to the public except those
designated as 'called' or 'executive session.' Meetings are held in the boardroom the
3rd Tuesday of January, April, July and October at 5:00 PM.
Purpose: Members are appointed to approve matters of finance, policy, planning,
and personnel and to act as advocates for the library to the general public. The
Board hires a library Director , to administer the daily operations of
the library.
Terms: Members serve three-year terms.

Emergency Medical Services Quality Review Committee

Meeting Schedule: The Committee meets the third Thursday of each
month at 3:00 PM at the 911 Center Classroom. There are a minimum of
nine meetings per year.
Purpose: To protect the public health and welfare by ensuring the highest quality
EMS services for the citizens of Whitfield County. This purpose is carried out
by reviewing WEMS response time and other operational data, bringing any issue
to the attention of the Committee, providing for a public forum to respond
to inquiries, suggestions, and promoting increased public awareness of the
proper and improper use of emergency medical services.
Terms: Members other than the County Administrator, (who serves while in
office), serve two-year terms commencing January 1st of each year and
terminating December 31st of the following year.

Meeting Schedule: Meetings are held three times a year on the 2nd Thursday in
March, July, and November. Time and location is on a rotational basis.
Purpose: To identify, assess, promote, develop, and use the natural resources of
the Area to derive the greatest social and economic benefits. Also including, the
utilization of resources at the least economic and social cost to the citizens and
to the environment.

Meeting Schedule: The meetings are held bi-monthly at Noon at the Western
Sizzlin Steakhouse in Dalton, Georgia.
Purpose: To provide services, assistance and other activities in sufficient scope,
variety and size to give promise of progress toward the elimination of poverty.
This corporation is dedicated to community development and increased
productivity through bettering the conditions under which people live, learn, and
work; and the Agency is established on the concept of helping the counties'
poverty-stricken citizens to help themselves.
Terms: Members serve indefinite terms.
Northwest Georgia Regional Commission

Meeting Schedule: The full Board of Directors meets monthly on the
third Thursday at 10 at the Calhoun Convention Center. The Council
does not meet in July or December.
Purpose: To strengthen local governments by encouraging effective governmental
decisions which lead to a strong economic base, productive population, and a
stable environment. All activities are directed toward the Commission's six goals:
economic growth, job development, productive population, improved community
services, expanded tax base, and resource conservation.
Terms: Members serve one-year terms.

Meeting Schedule: The Authority meets the fourth Wednesday of each month
at the Northwest Georgia Trade & Convention Center at 8:00 AM.
Purpose: To have the responsibility and authority to promote tourism,
conventions, and trade shows in Dalton and Whitfield County.
Terms: City and County appointments serve one-year terms. The hotel
representative will initially serve a one-year term. Subsequent terms will be for
two years. The restaurant representative will serve a two-year term. The historic
representative will initially serve a three-year term. Subsequent terms will be for
two years.
Parks & Recreation Commission "Recreation Steering Committee"

Meeting Schedule: The Commission meets the second Tuesday of each
month.
Purpose: To make regular recommendations to the Whitfield County Board of
Commissioners with respect to the entirety of the Whitfield County parks and
recreation program.

Meeting Schedule: The Board shall regularly meet Quarterly, on the
First Thursday of March, June, and September of each year, at
Twelve O'clock Noon at the Conference Room of the Whitfield Co. Health Dept.
Purpose: To exercise responsibility and authority in all matters within the
County pertaining to health, unless the responsibility for enforcement belongs to
another agency, to take steps to prevent and suppress disease and conditions
deleterious to health, and to perform all other administration tasks.
Terms: Members serve four-year terms.
Whitfield County Historic Preservation Commission

Meeting Schedule: Regular quarterly meetings of the Preservation
Commission are held on the first Thursday of February,
April, July, and October at the Dalton office of the Northwest Georgia
Regional Commission at 503 West Waugh Street.
Purpose: To provide for designation of historic properties or historic districts,
which shall provide for an appeal procedure, and for other purposes like
furthering the belief that the Civil War and other historical, cultural and aesthetic
heritage of Whitfield County is among its most valued and important assets, and
that the preservation of this heritage is essential to the promotion of health,
education, prosperity, and general welfare of the people.
