WHEREAS, it has become necessary to amend the Definition
of Powers and Duties of the Executive Organs of the Federal
Democratic Republic of Ethiopia proclamatiion;

1. Short Tide
This Proclamation may be cited as the "Definition of Powers and
Duties of the Executive Organs of the Federal Democratic
RepublicofEthiopia(Amendment)ProclamationNo.94/1997."
2. Amendment
The Definition of Powers and Duties of the Executive Organs of
the Federal Democratic Republic of Ethiopia Proclamation No. 4/
1995 is hereby amended by adding the following new subArticles(11)and (12)aftersub-Article10of Article26:

~'11) retain revenue generated by engaging idle production and
'service rendering capacities of defense institutions, in
peace times, in gainful activities and proceeds obtained
from the disposal of properties which are no more required
for defense purposes as well as dividends from defense
industries put under its supervision, and utilize such fund,
upon obtaining the approval of the Council of Ministers,
for national defense capacity building projects;
12) without prejudice to.the provisions of sub-Article (11) of
this Article, ensure the procedures and standards embodied
in the Federal Government of Ethiopia Financial Administration Proclamation No. 57/1996 and Regulations and
directives issued thereunder are followed in the administration of the fund and cause the submission of same for
