Monthly summary
On the following pages we highlight a few of the more notable
cases along with statistical information. We also will highlight
various ways we are connecting with the community and how
volunteers play a role in policing. If there is anything you have

PATROL INCIDENT SUMMARIES
Accidental Discharge of a Firearm
Date: 01-07-2017
Time: 2102
Location: 3000 block of Old Hwy 8
CN: 17000669
Officers responded to a report of a handgun fired inside an apartment. Upon arrival officers were met
by the apartment manager outside the building. He explained a bullet had traveled through the ceiling
of the apartment below and continued through a wall into the next apartment where it finally lodged in
a couch. The apartment manager handed the bullet to officers as he had retrieved it from the couch.
Officers made contact with the two males and two females inside the apartment the gun was in. The gun
owner stated he had his concealed Glock 19 on his waist and he always carries it without a round in the
chamber. He stated he wanted to make the gun safe before putting it away so he removed the
magazine and pointed the gun towards the floor and pulled the trigger. The gun went off. He was not
sure why there was a round in the chamber. The other male in the apartment said he was sitting on the
couch playing video games when the gun went off. He said he never checked the welfare of anyone else
because he didn’t know the bullet went through the floor. A female in the apartment stated she was in
the kitchen cooking when she heard a loud bang, she went to the living room to see if everyone was okay
and then went back to cooking. The other female stated she too was in the kitchen cooking when the gun
went off, she went to the living room and observed her son put the gun down. She took the gun and put it
in a plastic storage dresser in the bedroom was it would be in a safe place. Officers checked the safety
of all other residents and no one was injured. Case is being reviewed for possible charges.
Prostitution
Date: 01-08-2017
Time: 0718
Location: Key Inn; 2550 Cleveland Ave.

Officers were dispatched regarding a female who was reportedly being assaulted by a two men in a
room and one of them had a gun. Officer Chau entered the motel and spoke with the desk clerk who
stated the victim was hiding in the lobby bathroom. Officers Stefani, Neumann, Lopez, Chau and Parkos
arrived in the area and began looking for the suspects. Officer Neumann located the suspects in a
vehicle parked in the Radisson parking lot and officers took them into custody. Officer Chau spoke with
the victim who was visibly upset. However, she said she had not been assaulted today or observed a
gun. Upon further questioning Officer Chau felt the female was not comfortable speaking with him and
was not telling him the whole story. Officer Neumann felt the victim would be more comfortable
speaking with her so she asked her what happened. The female eventually told her that one of the males
had called her today and told her she could make $150 by having sex with another guy and they picked
her up in Maplewood and drove her to the Key Inn in Roseville. She said the first male expected her to
give him a portion of the $150 she would earn. She said the male she was to have sex with called his
cousin and then had her talk on the phone with the cousin. She said while speaking with the cousin on the
phone the voice sounded like a man who had assaulted her at the Woodbury Key Inn. She became
frightened and exited the room and the clerk called 911 for her while she hid in the bathroom. She said
she has money for sex because she has five kids and needs money for food. The victim positively
identified both suspects. One adult male from Blaine was arrested for Felony Promoting
Prostitution. One adult male from Vadnais Heights was arrested for GM Solicitation of Prostitution.
Robbery
Date: 01-10-2017
Time: 1857
Location: Guaranty Bank; Cub Foods, 1201 Larpenteur Ave.

Officers responded to a bank robbery. Dispatch advised officers that a single suspect armed with a
black and red handgun and wearing all black clothing had left the bank in an unknown direction.
Multiple officers responded to check the area for a suspect. No suspect was located. Officers Chang
and Ehnstrom spoke with the two tellers who had been working at the time who both reported a male

dressed all in black with a ski mask on entered the bank and displayed a handgun telling them to empty
their cash drawers. The suspect got away with stole more than $6,000. The FBI arrived on scene. Case
is currently under investigation.
Burglary
Date: 01-17-2017
Time: 2014
Location: 900 Block of Co Rd B2
CN: 17001703
Officers responded to a residence on a report of two males entering a home with guns and “ruffing” up
the complainant’s son and fleeing the residence. Officers responding to the area located two males who
matched the description given of the suspects and detained them. Officer Reski spoke with the victims.
The juvenile male victim was in the living room when two males entered through the unlocked patio door,
he attempted to push them back outside but they forced their way in pointing handguns at him and
instructing him to “give me your stuff”. At this time, his mother and sister walked into the room and the
suspects fled the residence. The juvenile male was not very cooperative and did not want to answer
questions. Officers transported the mother and daughter to the area the suspects were being detained
and identified the individuals in custody as people they knew but said they were not the suspects who
entered the residence. Officers released the two individuals. The mother told officers she would talk to
her son to determine if he knew more than what he was telling. Case is pending further leads.
Robbery
Date: 01-20-2017
Time: 0349
Location: 1200 block of Rose Vista Court
CN: 17001901
Officers responded to a robbery that had just occurred. Three suspects had robbed the caller at
gunpoint and had fled inside the building. Upon arrival, Officers Jorgensen and Hicke located two
vehicles with five individuals who were all yelling and very upset. Officers determined the victims inside
the vehicle were actually robbed at gunpoint and shot at in St. Paul but knew one of the suspects lived at
this residence so they traveled to Roseville. Once in the parking lot the suspects confronted the victims
before they fled into the apartment building. St. Paul Police responded to the scene and took over the
investigation.
DWI
Date: 01-23-2017
Time: 0729
Location: Burger King; 2151 Snelling Ave.

Officers were dispatched to a drunk male passed out behind the wheel of his vehicle. Upon arrival, they
spoke with the complainant who stated she was working at the business when she observed the man
sleeping in the car, which was not in a parking spot. She woke him and could immediately smell a strong
odor of alcohol. She offered to move his car for him and to
have him come inside for coffee and water. He refused help
and she watched him park his car as she called police. Officer
Toran observed the male sleeping in the front seat with a
partially full bottle of vodka on the floor. He woke the man
up. The man had difficulty exiting his vehicle and smelled
strongly of alcohol. In the back seat of the vehicle was a
suitcase containing four empty bottles of vodka. He originally
stated he had not been drinking today. After blowing a .35
on a PBT he admitted to waking up at 0200 and drinking, he
then got in the car and drove to work in Minneapolis. When
he arrived at work he felt dizzy so he called his supervisor to
say he did not believe he could care for his patients today.
On the way home, he started to feel even worse so he pulled
into the Burger King lot to sleep. He stated he likes keeping

vodka in his car in case he ever does something after work. One adult male from Shoreview was
arrested for GM DWI.
Emotionally Disturbed Person
Date: 01-23-2017
Time: 0731
Location: 1700 block of Dunlap Street
CN: 17002213
Officers Neumann, Chau, Lopez and Sergeant Johnson responded to an address on a male who was off
his medication and having outbursts. Upon arrival, they could hear yelling coming from within the
apartment and spoke with the mother who stated her son has schizophrenia and is bi-polar and has not
been taking his medication for several months. The man was sitting in a recliner rocking back and forth
screaming at the top of his lungs. Family members and officers attempted to communicate with him but he
just got louder. They asked him to walk outside but he refused. Officers had to assist him out of the
chair. He immediately tensed up and began resisting by flailing his arms and legs. Medics attempted to
calm him with medication, which had no effect. He was ultimately transported to the hospital.
Prowler
Date: 01-27-2017
Time: 2255
Location: 1100 Shryer Avenue

Officers were dispatched to a home on a male suspect peering into a window. Officer Vang was the
first to arrive and he observed the suspect standing very close to the home looking in a window. He
confronted the suspect who stated he was just there to help and that he had heard a scream from within
the home. He stated he was just out for a walk and a smoke and did not know the homeowners. He
denied that he had been looking into the window for more than a few seconds. The complainant stated
he woke up in the middle of the night and saw two legs outside the egress window from the room in the
lower level. He immediately called 911. The window the suspect was peering into belonged to his
sleeping 4-year-old daughter. The husband and wife were very upset. One adult male from Falcon
Heights was arrested for GM Invasion of Privacy.
2. INVESTIGATIONS
CN 17000354 – Assault: On 1/4/17, Officer Eckert was dispatched to Red Lobster on an assault that
just occurred. The victim, AME reported that a male later identified as Savon Brown, had punched her in
the face. The victim is an employee and the suspect used to work there. Brown is currently dating a
former girlfriend of the victim, and confronted AME at the restaurant, punching her twice in the face. The
restaurant manager and a hostess witnessed the assault. AME was admitted to the hospital with 2 facial
fractures. The injuries resulted in surgery and the victim’s jaw being wired shut. On 1/5/17, Officer
Steinberg went to the hospital to speak with the victim prior to her having her jaw wired shut. She said
that the suspect was not supposed to be driving his mother’s vehicle. When she saw him enter the Red
Lobster parking lot driving it, she went outside and snapped a photo of him. He then came into the
restaurant and without saying anything, punched her in the face twice. Detective Ganley was assigned
this case for follow up. He telephoned Brown and made arrangements for him to come to RPD for an
interview. Later, Brown refused to cooperate and turned off his phone. Det. Ganley spoke to both
witnesses and also Brown’s probation officer. The PO later told Det. Ganley that Brown would be
stopping at the PD on 1/12/17 for an interview. On 1/12/17, Brown and his brother came to the police
dept. Brown’s brother initially said that he was the one who punched AME. When confronted, he
admitted he was trying to cover up for his brother and take the blame. Brown was then interviewed. He
told Det. Ganley that he was not the one who punched AME, but rather his brother that did. When
confronted, Brown began to cry and admitted to hitting AME. He said he felt that since she hiked up her

pants, she was going to hit him. He wrote AME a letter of apology and called his mom. Brown was
booked on felony assault. On 2/8/17, Brown was charged with felony 3rd Degree Assault. A warrant
has been issued for Brown’s arrest.
CN 17002487 – Medical / Heroin Overdose: On 1/26/17 at 1026 hours, Officers Olson and Pitzl
were dispatched to the 3100 block of Old Hwy 8 on a possible heroin overdose. The female caller
stated that she thought her mom was overdosing on heroin. She then set the phone down. A male party
later picked up the phone and couldn’t answer questions from Allina, just stated that the victim was an
alcoholic. Officers arrived to find the apartment door ajar. Officers announced their presence and went
in. An older male was with a female on the floor in the bedroom and officers noted that she did not
appear to be breathing. Officer Pitzl started CPR. Shortly after, Roseville Fire and Allina arrived to
assist. The victim was eventually transported to the hospital where she was treated and released. The
original female caller, believed to be the victim’s daughter, had fled after calling 911. Based on the
amount of previous contacts at this address, officers were aware of many narcotics related and domestic
related calls involving the residents. Drug paraphernalia was observed in plain sight. Lt Scheider, Sgt.
Engh, and Det. Ganley were all on scene. Det. Ganley authored a search warrant for the residence.
Multiple officers and detectives executed the search warrant and recovered multiple cell phones and
drug paraphernalia.

COMMUNITY INVOLVEMENT
In January, members of the Roseville Police Impact Unit assisted the Plymouth Police Department with
“Operation Guardian Angel” detail. This detail targeted individuals that were soliciting sex from minors
for money. During the detail, Roseville Impact members assisted in the arrest of seven individuals.
Officer. Holtmeier attended Central Park Elementary and chatted with several classrooms as part of the
Roseville Police Foundation funded Police Activities League (PAL) program. 32 hours of overtime are
allocated for the PAL program, courtesy of the Roseville Police Foundation.
Community Relations Coordinator Corey Yunke and Police Services Manager Sarah Mahmud are
currently working with St. Anthony Police Department to co-author a matching grant offered by the

Department of Justice for the purchase of body-worn cameras and the implementation of a body-worn
camera program.
CRC Yunke met with two Roseville residents to further discuss policing and race stemming from the
Imagine Roseville Community Conversations.
CRC Yunke has Soccer Tuesdays scheduled with Central Park’s Unity Program in February.
Approximately 30 kids kick around with “Coach Corey.” In March, Corey will shift to Fairview Alternative
High School for a month of short-sided Futsal friendly scrimmages.
5. VOLUNTEERS
Roseville Police Department utilizes the assistance of volunteers in our everyday course of work. The
Reserve Unit are uniformed civilians who drive a marked squad and assist officers by directing traffic when
needed, transporting prisoners, etc. The Roseville Police Citizen Park Patrol enlists the help of several
residents to patrol our parks daily helping to deter crime and pass out information to park visitors. We
also have a steady stream of student interns who are helping us out by running errands for investigations,
assisting with paperwork for administration, analyzing statistical data and so much more.
The value of volunteer time in MN is $25.20 per hour.
That is a value of $1,840 this month alone!
