The work involves receiving and investigating complaints, applying and explaining requirements of such bylaws, taking action to achieve compliance of violators, including verbal and/or written notice, or action authorized by bylaw and/or the Regional Board including laying charges by summons, ticketing, preparation of evidence for injunction proceedings and witnessing in court as required. The work involves receiving and investigating complaints, applying and explaining requirements of such bylaws, taking action to achieve compliance of violators, including verbal and/or written notice, or action authorized by bylaw and/or the Regional Board including laying charges by summons, ticketing, preparation of evidence for injunction proceedings and witnessing in court as required. Maintains liaison with various departments within the Regional District, RCMP and Provincial government departments. Assists with drafting amendments to Regional District bylaws, preparing and maintaining reports and records as required. TYPICAL DUTIES: Bylaw Enforcement: 1. Investigates complaints and/or contraventions of Regional District regulatory bylaws and pertinent Provincial legislation. 2. Carries out enforcement and compliance procedures in accordance with Regional District policy and as directed. 3. Carries out enforcement and compliance procedures outside of regular hours as required. 4. Arranges for the hiring of temporary or seasonal staff and supervises such staff. 5. Manages contract services for the provision of animal control and management or other services. 6. Reviews and recommends changes to regulations and procedures from an enforcement perspective. 7. Research, analyze, prepare and implement a municipal ticketing program if and where applicable. Other: 1. Writes reports and correspondence on a variety of matters. 2. Represents the Regional District at Committee, Commission, technical and other meetings. 3. Assists in preparation of draft budgets as requested. 4. Performs related duties. QUALIFICATIONS: Job Knowledge: 1. Reasonable knowledge of the property legal description system. 2. Considerable knowledge of the applicable Regional District bylaws, policies and procedures and Provincial legislation for successful enforcement. 3. Reasonable knowledge of the bylaws, legislation and regulations that are to be enforced. 4. Reasonable knowledge of office administration procedures. 5. Knowledge of local government functions and experience as a Peace Officer are assets. JOB DESCRIPTION MANUAL JOB 5.7, Page 2 Education and Experience: 6. Minimum Grade 12 or equivalent, supplemented with training or experience providing familiarity with paralegal/ court and investigative procedures and interpretation and/or enforcement of laws, regulations or bylaws. 7. Completion of recognized Bylaw Enforcement Course or equivalent training. 8. Minimum of one years’ previous experience in Bylaw Enforcement, preferably with local government or equivalent. 9. Training and experience in dealing with difficult and angry people in an enforcement atmosphere. Skills and Abilities: 10. Excellent analytical and report-writing skills together with excellent interpersonal skills and the ability to communicate in a persuasive manner with members of the general public on matters of a sensitive nature. 11. Ability to deal tactfully with individuals, community representatives and the general public. 12. Ability to obtain and maintain RCMP reliability check - bondable. 13.
