Monthly summary
On the following pages we highlight a few of the more
notable cases along with statistical information. We also will
highlight various ways we are connecting with the community
and how volunteers play a role in policing. If there is anything

Roseville Police Department – Monthly Summary
1.
PATROL INCIDENT SUMMARIES
Welfare Check
Date: 10-04-2016
Time: 2225
Location: Key Inn; 2550 Cleveland Avenue
CN: 16027698
Officer Christensen was dispatched to the Key Inn on a suspicious call. The caller told them that the
police were outside of his window yelling at him to be let into the room. He told dispatch he "is fine and
was sleeping and did not want to be taken to a facility". Given the strange nature of the call, and the
fact that police had not been at the Key Inn, Officer Christensen called the front desk and learned the
man has been a long term guest, and was either "off his meds" or "on something" tonight. Officers
Christensen and Marston went to the man’s room and made contact with him. The room was in deplorable
condition. There was a path from the door to the bed, and from the bed to the bathroom. The rest of the
floor was covered in garbage and personal belongings. The room had such a terrible odor, it
was difficult to breathe and the air was filled with flies. The man stated he has been off alcohol for 5
days, and is going to a treatment program soon. He was
shaking, in a manner consistent with alcohol withdrawal, and
he was not making much sense. They asked him multiple
times if he would go to the hospital, and he stated he did
not want to go tonight, but would consider going tomorrow
after he slept. Officers requested Allina paramedics
respond to evaluate the man further. Just before Allina
arrived on scene, the man became unresponsive for a couple
minutes. He continued to shake, but would not answer any
questions. As the Paramedics arrived on scene, he sat back
up, regained his responsiveness, and began speaking again.
The Paramedics attempted to convince him to go to the
hospital, cautioning him of the dangers of alcohol
withdrawal, but he stated he did not want to go. The
Paramedics asked him to prove to them he was capable of walking and he was unable to walk to the
door. Officers and paramedics did not believe it was safe to leave him alone for the night and assisted
him onto the stretcher. When they were in the elevator the man began vomiting. Allina Paramedics
moved the stretcher into the rear of the ambulance, and within a couple minutes they advised the man
was in cardiac arrest. Officers and Paramedics performed CPR in the Ambulance until it was safe to
transport him to the hospital.
Theft
Date: 10-08-2016
Time: 1856
Location: Walmart; 1960 Twin Lakes Pkwy
CN: 16027884
Officer Chang was working off-duty at Walmart when loss prevention informed him of two suspects
making fraudulent returns. The suspects were observed entering the store, selecting merchandise from the
shelf and taking it to the service counter where they returned the items for cash. Officer Chang
approached the male and female suspects as they exited the store and told them they were under arrest.
The suspects turned and asked “what for?” while the male suspect stepped behind the female suspect.
Officer Chang ordered them to put their hands up where he could see them. Suddenly the male suspect
ran through the parking lot. Officer Chang called for back-up and chased after the male suspect.
Officer Chang was able to catch up to the suspect and had him get on the ground until back up arrived.
Officer Wiesner arrived and took the male into custody. The male suspect had a canister on his key
chain which contained methamphetamine powder. Officer Toran & Anderson located the female suspect a
short time later and initiated a traffic stop of her vehicle. When they approached the vehicle the female
suspect opened her window approximately one inch while the female passenger told her not to speak

with them and to deny everything as she began to video tape the officers on her cell phone. Officer
Toran told the female suspect she was under arrested and to step out of the car. She instead locked the
doors and told him he had to confirm her warrant first. He told her she was under arrest for theft at
Walmart and fleeing police and she questioned, “Theft, what theft?” and denied being at Walmart.
Officer Toran ordered her out of the vehicle several more times before she complied. The vehicle
smelled of marijuana. The passenger then locked the doors and rolled up the windows. Officers then
observed what appeared to be a gun on the
floorboard protruding from underneath the driver’s
seat. Officers gave the second female several orders
to exit the vehicle to which she eventually complied.
Officers located several small baggies containing
methamphetamine on this female suspect. Officers
search the vehicle and located a scale commonly used
to weigh narcotics for sale and distribution, a glass
smoking pipe inside a sock, two stun guns
camouflaged as cell phones, pepper spray, three
handguns (which were later determined to be BB
guns), a large handled knife between the center
armrest and passenger seat and another knife
between the passenger seat and the door. One adult male from Minneapolis was arrested for 5th
Degree Violation of Controlled Substance Law and Felony Warrants. One adult female from
Minneapolis was arrested for 3rd Degree Burglary. One adult female from Shoreview was booked on
5th Degree Violation of Controlled Substance Law and a GM Warrant.
Assault
Date: 10-12-2016
Time: 1543
Location: Ramsey County Library; 2180 Hamline Ave.
CN: 16028464
Officer Toran was dispatched to a disorderly conduct incident at the Library. Upon arrival he met with
the victim whose shirt and pants were wet. The victim stated he went to the restroom and set his water
bottle on the baby changing station before entering the stall. A few moments later he heard another
person enter the restroom and saw this person look through the crack in the stall door at him and then
walk away. A short while later he observed a hand holding his water bottle swing up from underneath
the stall door and the contents of the water bottle drenched his right side and the floor. He noted the
liquid felt warm and smelled of urine. When he exited the stall his water bottle was back where he left it
but the cover was gone. Officer Toran located the cover in the trash can. Library employees stated
there is a camera which would have captured the suspect entering and exiting the restroom but that it
was not functioning due to routine maintenance. No suspect information.
Robbery
Date: 10-17-2016
Time: 1928
Location: Marathon; 1583 Co Rd C
CN: 16029058
Officers were dispatched to a robbery that had just occurred. Upon arrival Officer Lopez spoke with the
victim who stated she was working as the cashier when a man entered the store and approached her
register. He requested cigarettes, cigars and “all the cash in the register”. At first she thought he was
joking but then noticed he had his right hand in his hip pocket underneath the poncho he was wearing and
he pushed it towards her as though he had a gun pointed at her. She then retrieved the items he
requested and gave him the cash from her drawer. He then told her to sit on the ground and count to
100 before getting up. She said the whole interaction lasted less than a minute and no one else was in
the store. Shortly after the suspect left and she was on the floor another customer entered. This customer
stated he had observed the suspect enter and exit the store but he was not able to provide a description.
Officers retrieved a copy of the surveillance video. Case is inactive pending leads.

2. INVESTIGATIONS
CN 16026318 – Indecent Exposure UPDATE: On 9/20/16, Chadarith Um was arrested and charged
with GM Interference with Privacy / Window Peeping and Disobeying Order of the Police. On
10/13/16, Um pleaded guilty to GM Interfere with Privacy. As part of his release conditions, a “stay
away” order was issued as well as a mental health evaluation.
CN 16027437 – Recovered Stolen Vehicle: While working off duty at Walmart, Officer Steinberg was
alerted by loss prevention of a suspect who had just returned a coffee maker valued at $117. The
suspect was issued a gift card as he had no receipt for the purchase. The employees then learned the
box contained garbage; not a coffee maker. Staff voided the gift card and stated they did not wish to
pursue charges. Officer Steinberg observed the suspect enter a vehicle in the lot and upon running the
plate it came back as a stolen vehicle. Officer Steinberg called for back-up as he followed the suspect
vehicle. Officers Marston and Christensen arrived and they stopped the vehicle without incident and took
the two occupants into custody. They learned Burnsville Police was looking for the two suspects in a 1st
Degree Burglary in their city. The vehicle was filled with tools, backpacks and what appeared to be
other stolen merchandise. Officers had the vehicle towed for further investigation. Det. Mooney was
assigned to this case for follow up. Det. Mooney and Investigative Tech Griffin inventoried all property
and followed up with possible victims. It was determined that the suspects were involved in an auto theft
and fleeing police in LeSueur County along with multiple theft from autos. The pair were also suspected
in several theft from auto and fraud cases throughout the metro area. Much of the property recovered
was reunited with its rightful owners. This case is still under investigation, pending multiple felony
charges.
CN 16027613 – Runaway: On 10/03/16 at 2212 hours, Officer Gray was dispatched to the 1100
block of Brooks Ave for a report of a runaway. Dispatch advised that the 15-year-old female had run
away within the last 30 minutes and her parents were concerned that she may be suicidal. They also
mentioned that she may be with her friend, another 15-year-old female. Upon arrival, Officer Gray met
with both girls’ fathers. Both girls left notes to their parents. According to GPS on one girls’ phone, they
were at Hamline and Commerce. Officers checked the area with negative results. Officer Gray entered
both girls into NCIC as runaways. Det. Baker was assigned this case for follow up. On 10/4/16, Det.
Baker spoke to both parents. It was determined that neither girl had much, if any, money. They also
mentioned that the girls met a boy named “Mikey” from Buffalo, NY on a cruise a couple of years ago.
Det. Baker spoke to several friends of both girls. One friend stated that the girls had planned to run

away. Eventually, the family provided officers with a phone number for “Mikey.” Det. Baker called the
number and spoke to Mikey and his father. M.D.W., a 17-year-old male from Buffalo, NY cooperated
with Det. Baker and said he snapchatted with one of the girls who was trying to convince him to pick them
up in Detroit, MI. M.D.W. told her it was too far to drive and they wouldn’t be able to stay at his house
anyway. He attempted to contact them the morning after, but they had not responded. M.D.W. and his
father were told to call police if the girls showed up at their home. Det. Baker was provided with
another telephone number that was called several times by the girls. The number belonged to an exboyfriend who had access to a vehicle. Upon speaking to this 17-year-old male, Det. Baker learned that
he did in fact give the girls a ride to the University of Wisconsin, Stout. Lt. Williams requested teletypes
be sent to Menominee PD and the U of W Stout, notifying them that the girls may be in the area. At
1612 hours, Lt. Williams received a call from the Dunn Co Sheriff’s Office, who had responded to a
suspicious call. The caller reported two females matching the description of the runaways had come to
her home looking for water and requesting to use the phone. They used her phone to contact “Mikey.”
The two females left on foot and talked an older couple into giving them a ride to Eau Claire, WI. Lt.
Williams requested dispatch to contact Eau Claire PD and sent them photos of the girls. At 1730 hours, Lt
Rosand issued a press release along with photos of the girls. On 10/5/16 at 0130, Officer Steinberg
received an anonymous tip that the girls were in fact in Eau Claire and planned on biking to Detroit,
where they would be picked up by their friend from Buffalo, NY. On 10/5/16 at 0930, the girls were
taken into custody by Eau Claire PD after receiving a couple of anonymous calls about two juvenile girls
walking within the city. Both sets of parents were notified and planned to immediately travel to WI to
pick up their daughters.
16028140 – Child Abuse: On 10/09/16, Officer Lowther was dispatched to St Paul Children’s Hospital
on a report of child abuse. Child Protective Services (CPS) wanted Officer Lowther to sign a health and
welfare hold on A.B.M. They explained that the 4-month-old child was brought to urgent care after her
mother found abrasions and scrapes on her face and head. The injuries were sustained in a time period
during which her mother was at work and her father was watching her. Officer Lowther spoke to the
child’s mother, C.I.J who explained that the child didn’t have any marks on her when she left for work at
0600. Upon returning home at 1900, she noticed marks on the child’s cheek, ear, chin, and nose. She
spoke to the child’s father about how this could have happened. He theorized that the marks may be a
reaction to some chemicals that his work clothing is exposed to, being he works for a pest control
company. Two minor children who were also present could offer no explanation either. The child was
placed into protective custody with a family member. On 10/24/16, Det. Baker interviewed C.I.J. She
stated that when she got home from work she noticed something sticky on her daughter’s cheek. She tried
to wipe it off but realized it was an abrasion. She thought her child might be having an allergic reaction
to new food she had started eating. In the morning, the marks were worse, so she took her to urgent
care. The doctor there thought the injury was from a fall, and said they would be reporting to CPS and
to take her to Children’s Hospital. C.I.J. transported her child to the hospital where she met with a doctor.
The doctor learned that the child’s father had been spraying a pesticide which contains the chemical
Lambda-cyhalothrin. The chemical often blows back and leaves residual spray on clothing and facial
hair. MN Poison Control was contacted and the doctor learned that this is a common reaction to the skin
after exposure. It is believed that the child’s symptoms were caused by the exposure. Case closed.
CN 16028494 – Criminal Sexual Conduct: On 10/12/16, Officer Vang was dispatched to the 1100
block of Brooks Ave W for a report of sexual assault. The complainant was the victim, K.T.’s, mother.
Officer Vang met with K.T.’s parents and learned that the victim’s mother received a video via text
message of sexual activity that took place between her daughter and two 15-year-old males. The video
was sent to her daughter’s phone by a juvenile female, M.B. K.T.’s parents asked their daughter about
the video and she claimed that she did not remember the event due to being heavily intoxicated and

unconscious. She claimed she did not consent to having sex with anyone that night and said it was likely
filmed on the night of Homecoming when she had people over. K.T.’s parents gave Officer Vang the
names of the juveniles involved. Officer Vang seized the phone as evidence. Det. Baker was assigned
this case for follow up and SRO Jones also assisted. On 10/18/16, Det. Baker met with the victim’s
father at the PD. He stated his daughter suffers from depression and has been engaging in risky
behavior. The video appeared to have been filmed just prior to his daughter running away about a
week later. On the night of the event, he allowed his daughter to have a few friends over before and
after the Homecoming football game. He did not think anyone was drinking alcohol or doing drugs.
SRO Jones was able to identify all juveniles mentioned in this case. On 10/19/16, Jones interviewed
Y.A.G., a 15-year-old male who appeared in the video, about the incident. He stated that K.T. invited
him and another juvenile male into her room. The three of them had consensual sex and she allowed the
other male to record the activity on his cell phone. The boys later learned that the video was being
distributed and knew they were going to be in trouble. SRO Jones then interviewed J.J.B., the other 15year-old male in the video. He initially denied filming the video. Eventually he admitted it was his phone
and he did film the event. He stated it was consensual sex and that the victim allowed him to film it. He
claimed that another female friend got into his phone and sent the video to a friend, K.S. who then
shared it with “everyone.” All juveniles involved in this case were interviewed. During a follow up
interview with the victim, she stated she might have given consent to the sex but did not allow the boys to
film. She felt they should get in trouble for videotaping, but not for the sexual assault. Case pending
formal charges.
CN 16029766 – Criminal Sexual Conduct: On 10/25/16, Det. Baker received a call from Dakota Co
Child Protection. They interviewed a 16-year-old female that was sexually molested by her step father
in Roseville, several years ago. On 11/09/16, Det. Baker met with the victim’s mother. She provided
police with print outs of text messages and conversations between the victim and her friend, who she told
about the abuse. The victim, H.E.H. told her friend and then her older sister, T.M.W. Mom said she took
her daughter to the doctor upon finding out and didn’t discuss the situation further. On 11/15/16, Det.
Baker interviewed T.M.W. She stated she received a Facebook message from her younger sister
containing statements about being sexually molested by their stepfather, T.L. T.M.W. then advised her
younger sister that she too had been molested by T.L. They decided to call their mother to discuss but she
would not answer their calls. Investigation is ongoing.
16030274 – Criminal Sexual Conduct: On 10/30/16, Officer Chau was dispatched to the 500 block
of Sandhurst Dr. on a sexual assault. On arrival, he spoke to JMH, who stated the following: She was at
a friend’s wedding in Minneapolis the night before. She had a Lyft driver pick her up and drop her off
at the wedding. She consumed some alcohol at the wedding and does not remember how she got home.
She woke up naked in her bedroom in the morning. JMH said she met a male at the wedding who had a
strong accent. JMH checked her Lyft account and could not find a return trip home. She was also missing
her cell phone. Officer Chau collected clothing and bedding and advised her to go to the hospital for a
sexual assault exam. On 10/31/16, Officer Chau followed up with the victim reference her missing
phone. She stated she received an email from Lyft support advising her that she left her phone in the
vehicle that drove her home. They provided her with the name and phone number of the driver. She also
found a receipt for the trip home. Officer Chau called the driver and asked him to drop the victim’s cell
phone off at Rosedale. He did so without hesitation and gave the officer his phone number to pass on to
the victim. This case was assigned to Det. Baker for follow up. The sexual assault kit has been submitted
to the BCA for analysis. Case ongoing.

Lt. Rosand presented on Active Shooter / Situational Awareness to approximately 25 Mansfield
Oil and Lube Tech employees at their offices in Roseville.
Coffee with a Cop (National Coffee with a Cop Day) Caribou Rosedale.
CRC Yunke Met with RISD staff to discuss Police Activities League (PAL) at Roseville Schools.
CRC Yunke attended Roseville Police Foundation Meeting.
CRC Yunke conducted a Premise Security Survey at Calyxt; 2800 Mt. Ridge Rd.
CRC Yunke attended a planning meeting for Imagine Roseville series of discussions.
CRC Yunke and Det. Jamie Baker met with Tubman to plan for the 2016 Shop with a Cop
Program.
CRC Yunke met with Tim O’ Brien of Roseville Schools to discuss Immigrant/Refugee Outreach.
CRC Yunke met with Roseville Resident to discuss race relations.
CRC Yunke, Police Services Manager Mahmud, and Chief Mathwig raked lawns for NYFS Senior
Chore Program.
CRC Yunke & CSO Ku Tee coordinated a Trunk-or-Treat event at the apartments on Rice and
Larpenteur. 15 decorated cars filled with volunteers in costumes parked at the end of
Woodbridge Court to pass out
candy. Grace Church brought their
bounce house, face paints, and hot
dogs. Approximately 60 kids and 20
parents enjoyed the event. Ku and
“Coach” Corey mingled with the kids and
families and of course, passed out sticker
badges, and let kids check out the squad
car.

5. VOLUNTEERS
Roseville Police Department utilizes the assistance of volunteers in our everyday course of work. The
Reserve Unit are uniformed civilians who drive a marked squad and assist officers by directing traffic when
needed, transporting prisoners, etc. The Roseville Police Citizen Park Patrol enlists the help of several
residents to patrol our parks daily helping to deter crime and pass out information to park visitors. We
also have a steady stream of student interns who are helping us out by running errands for investigations,
assisting with paperwork for administration, analyzing statistical data and so much more.
