Mission & History
The Constitutional Rights Foundation Chicago (CRFC) works with elementary
and secondary schools to develop critical thinking skills, civic participation, and
commitment to the rule of law among young people. Nonprofit and nonpartisan,
CRFC is a national leader in the design and implementation of quality lawrelated education (LRE) programs for local, national, and international projects.
CRFC was founded in 1974 as part of the Constitutional Rights Foundation in
Los Angeles and became an independent 501(c)(3) organization in 1990.

Certainty is an illusion and repose is not the destiny of man.

On the wall of the hearing room in the Supreme Court
of Illinois appears the phrase Audi Alteram Partum—
a Latin phrase meaning “Hear the Other Side.” It is
there to remind everyone of the importance of carefully
weighing the evidence before reaching a decision and
taking action. Citizens—no less than judges, legislators,
governors, and presidents—need to carefully consider
the alternatives as they make decisions on governing
and who should govern.
In civic life, the evidence on important questions is
often not conclusive. Time is usually short, and rarely
are the consequences clear for whatever decision is
reached. Yet, a decision is required. Deliberation is a
vital way to make informed decisions.
Deliberating civic issues—weighing opposing views,
deciding difficult questions, accepting majority decisions while honoring dissent—assumes that there is
free speech. The United States is fortunate to have a
Constitution and Bill of Rights that value free speech.
Without free and open discourse, meaningful deliberation on public issues is most difficult.
Deliberation also requires practice. It must be taught,
developed, and practiced regularly. And it needs faith in
ourselves and others. The current nature of our public
discourse—in government, the media, and even everyday
life—is frequently uncivil and needlessly divisive. We
risk the danger of not seeing others as fighting for the
common good but as adversaries in a ceaseless contest
for power. Such an atmosphere discourages people from
taking part in the necessary work of self-government.

CRFC’s programs and materials are designed to
give students multiple opportunities to practice
deliberation along with other key civic skills. Our
programs continue to grow—more schools, more
teachers, and more students. We don’t just measure
success on growth (although given the demand on
instructional time, growth is a good indicator that
our programs are effective). The evaluation of our
Deliberating in a Democracy program, for example,
shows that students not only learn the process but
also gain a deeper understanding of the issues.

Evidence is best found not only in what students
know or say but in what they do. In Spectacular
Things Happen Along the Way: Lessons from an
Urban Classroom (2008), former Chicago Public
School teacher Brian Schultz chronicles an extraordinary class project completed for Project Citizen that
illustrates the power of deliberation. A fifth-grade
class in the Cabrini Green housing projects, after
careful deliberation and research, started a grassroots
campaign to get a new school building.
Programs and materials are only as good as those
who use them. We are grateful for the teachers,
attorneys, government officials, and scholars who
give of their time and expertise to help. Thanks to
all of them for helping students to think critically
and act responsibly in our constitutional democracy.

Edward J. Lewis II Lawyers in the Classroom Program
The Edward J. Lewis II Lawyers in the Classroom Program partners attorneys
with elementary teachers to provide multiple, authentic opportunities for students
to learn about their rights and responsibilities under the law. CRFC trains attorneys
to lead interactive lessons, provides them with CRFC teaching materials, partners
them with schools, and supports each attorney/teacher team. CRFC also trains the
teachers and creates additional lessons and assessments appropriate to each grade
level. Lawyers in the Classroom helps schools fulfill their mission of preparing
young people to engage in our democracy.
In 2007-2008, more than 500 attorney volunteers and 225 teachers partnered to
bring the Lawyers in the Classroom program
to over 7,500 second through eighth grade
social studies students at 80 schools in
Chicago and the Metropolitan area.

Edward J. Lewis II
CRFC’s Lawyers in
the Classroom
program is named
for former CRFC Board member Edward
J. Lewis II. Edward was a brilliant,
charismatic, and caring young partner at
Jenner & Block LLP who recruited over
100 volunteer attorneys for CRFC’s
Lawyers in the Classroom program and
conducted workshops for teachers at
CRFC conferences.
Edward’s participation in Lawyers in the
Classroom is legendary. He was a tireless
advocate for the children themselves,
bringing resources and energy to their
lessons and dreams.
Edward was diagnosed with leukemia
and died in 1997 at just 37 years of age.
Edward’s dream was to have all students
benefit from the CRFC Lawyers in the
Classroom program.
Educating for Democracy
Educating for Democracy focuses on bringing professional development to teachers at multiple grades within K-8 schools in
order to improve the quality, content, and process of teaching and learning about our democracy for these critical years.
Educating for Democracy features the following grade-specific CRFC programs and curricula:
More Perfect Union
More Perfect Union helps prepare
seventh and eighth grade students for
the Constitution Test and deepens their
knowledge of our system of government. Dynamic lessons and strategies
show students how the Constitution
applies to their lives and help them gain
the skills and attitudes necessary to
become informed and engaged citizens.
CRFC developed More Perfect Union
in partnership with teachers from
Chicago Public and Illinois District
U-46 schools.

VOICE (Violence-Prevention
Outcomes in Civic Education)
Pioneered in Illinois and now used across the
country, VOICE helps fourth and fifth grade
students learn the basics of the American legal
system, practice ways to resolve conflict
peacefully, and engage in community service.
Students gain basic civic
knowledge about how our
government works and their
roles in our constitutional
democracy through authentic,
multi-disciplinary opportunities
to address issues in their schools
and interact with police,
attorneys, and other adults in
their community.

O UR P ROGRAMS
Illinois Youth Summit
Since 1995, the Illinois Youth Summit has promoted awareness,
investigation and civic action by high school students on current public
policy issues affecting youth. Over 1,300 Illinois high school students
participate annually. Summit delegations consist of a teacher and 5-10
students from each participating high school.
The 2008 Summit, “E Pluribus Unum,” focused on three public policy
questions on issues identified by the students themselves:
• Should Illinois require all public high schools to assess whether a
diversity of cultures is included in their educational programming?
• Should the Illinois State Board of Education adopt a model student
anti-harassment policy for public high schools that includes sexual
orientation and gender identity?
• Should Congress provide undocumented high school students the opportunity to gain permanent resident status if they
qualify to attend college or serve in the armed forces?
More than 1,200 students at 24 Illinois high schools participated in the 2008 Summit
program. Working through the Collaboratory Project, Northwestern University’s on-line
initiative that provides web-based resources and services to K-12 teachers and students,
Summit participants posted and exchanged ideas about these policy questions and shared
information and recommendations through position papers and service projects. At a culminating Summit, student delegates shared their recommendations with state and federal
policymakers and were recognized for their service by Lieutenant Governor Pat Quinn.
Primary VOICE
Equal Justice Under Law
A program that combines reading skills
and law-related education, Primary
VOICE uses powerful literature to
increase second and third graders understanding of governance, participation,
responsibility, and conflict resolution.
Primary VOICE helps students develop
an appreciation for the rule of law, a
respect for the views of others, as well as
reading, communication and cooperative
problem solving skills. Primary VOICE
becomes a stepping-stone for primary
school students on the path to more
thoughtful exploration of ways in which
the rights and responsibilities that support our constitutional
heritage are understood
and assimilated.
High school teachers of law and government classes often report that their
students have difficulty connecting a constitutional legal question to public
policy. Equal Justice Under Law (EJUL) provides students with opportunities
to make this connection by studying a recent U.S. Supreme Court decision
and then applying that understanding to a related public policy question in
Illinois. The program is conducted with two parallel groups of teachers and
students in metropolitan Chicago and downstate Illinois.

15,000 students and over
335 teachers were involved
in one or more Educating
for Democracy programs.
In 2007-2008, students examined the decision in Morse v. Frederick (2007)—
better known as the “Bong Hits 4 Jesus” case. Student delegates met with
legal scholars and policymakers in
conferences held in Springfield and in
Chicago. Over 800 high school
students at 10 high schools statewide
studied the decision and participated
in a pilot on-line survey on
student speech rights in
partnership with the
Northwestern University
Collaboratory Project.

Project Citizen
Project Citizen is a service learning and public policy program
for fifth through eighth grade students. Developed by the
Center for Civic Education and funded by the U.S. Department
of Education, Project Citizen is directed in Illinois by CRFC.
Students work cooperatively to select a problem in their
community, generate possible solutions, determine their own
public policy solution, and create and implement an action
plan. Project Citizen students have the opportunity to present
their work to local policymakers, administrators, and
community members in simulated legislative hearings.
Students also create a portfolio to chronicle their project and
enter it in a state competition.
In 2007-2008, students from 44 classes throughout Illinois
participated in Project Citizen representing schools in
Arlington Heights, Bartlett, Belvidere, Carbondale, Chicago,
Cicero, Cobden,
Columbia, Elgin,
Fox Lake, Herron,
Highland Park,
Murphysboro,
Prairie du Richer,
Ruma, Waterloo,
and Wauconda.
Their projects were displayed in the Project Citizen Showcase
at the State Capitol Building in Springfield. Co-sponsored by
Secretary of State White and the Illinois State Bar Association,
the showcase featured student-created portfolios that described
each project's goals, processes and outcomes. Project topics
included lead poisoning, pediatric organ donation, littering,
gang violence, and various environmental initiatives.
The winning portfolio, “Don’t Start: Preventing Youth
Shoplifting,” was submitted by a seventh grade class at St.
James School in Belvidere near Rockford and was given top
honors at the National Project Citizen Showcase held in New
Orleans in July. Descriptions of selected student projects and

Annual Illinois Law-Related Education Conference
The 2007 conference, attended by over 200, was entitled “The Words We Live By” and
featured nationally recognized legal author Linda R. Monk who gave the keynote address.
Jeanne Polk Barr of Francis Parker School received the Barbara
O'Donnell Teacher of the Year Award for Illinois LRE High
School Teachers and Carolyn Sullivan of Niños Heroes School
received the Edward J. Lewis II Teacher of the Year Award for
Illinois LRE Elementary School Teachers.
Teaching American History
CRFC partners with school districts, universities, libraries, museums and local school
districts in the design and implementation of this prestigious program to improve the
teaching of American history by incorporating law-related education into K-12 U.S. History
courses. Inaugurated by U.S. Senator Robert Byrd and funded by the U.S. Department of
Education, only a handful of these grants are awarded each year through a
competitive proposal process.
In 2007-2008, CRFC participated in the following TAH programs:
• American History Partnership, School District U-46 (Elgin)
• Chicago History Advanced Placement Program, Chicago Public Schools
• Connecting American History Project, Chicago Public Schools
• West Shore Consortium for Dynamic History Instruction, Muskegon

Mission Coalition
CRFC serves as the convener
for this broad nonpartisan
coalition of schools, foundations, government, non-profit
organizations and the private
sector. Its mission is to help
Illinois schools create multiple,
authentic civic learning opportunities for students. The
Coalition has created a civic
audit for use by schools that
reflected the recommendations
of the Campaign Report on
the Civic Mission of Schools.
Four Illinois high schools
have been recognized
by the Coalition as
Democracy Schools.
O UR P ROGRAMS
Deliberating in a Democracy
Deliberating in a Democracy (DID) is an international civic education program designed to improve teaching and learning in
democratic principles and the skills of civic deliberation. Begun in 2004 with funding from the U.S. Department of Education,
DID features professional development, lessons on controversial issues, teacher exchanges, videoconferences, and a discussion
board through a joint initiative of three leading U.S. civic education organizations: the Constitutional Rights Foundation
Chicago (CRFC), the Constitutional Rights Foundation in Los Angeles (CRF), and Street Law, Inc.
In 2007-2008, DID involved 138 teachers and more than
4,000 students. The project connected high school classes
in Azerbaijan, Czech Republic, Estonia, Lithuania,
Macedonia, Romania, Russia, Serbia, and Ukraine with
their counterparts in Illinois, California, Colorado, Indiana,
Maryland, New Jersey, South Carolina, and Virginia.
An evaluation conducted by the University of Minnesota reported:
• Over 97% of teachers rated the professional development as
highly effective
• Over 98% of the teachers reported that “almost all” of their students
engaged in critical thinking during the deliberations and developed a
better understanding of the issues
• Almost 100% of the teachers indicated that they would continue to
use deliberation after the conclusion of the project
