Prescription Drug Abuse: A Policy Position Paper from the
American College of Physicians
Annals of Internal Medicine
The decision to develop this policy paper was made by the American College of Physicians'
Health and Public Policy Committee, which is charged with addressing issues affecting the
health care of the U.S. public and the practice of internal medicine and its subspecialties.
Recommendations developed were informed through a literature review and input from the
various College constituencies and nonmember experts in the field.

teens can learn what science has taught us about drug abuse and addiction.

White Paper on Drug Testing

On December 12, ASAM released a white paper that reviews the science and current practice
of drug testing. Though not a clinical guideline, the white paper does explore the wide range of
applications for drug testing and its utility in a variety of medical and nonmedical settings.
ASAM's white paper promotes the use of drug testing as a primary prevention, diagnostic, and
monitoring tool in the management of addiction or drug misuse in medical practice.

In 2012, an estimated 23.9 million Americans aged 12 or older were current illicit drug users.
This estimate represents 9.2 percent of the population aged 12 or older. According to the
National Institute on Drug Abuse, 31 percent of patients achieved one continuous year of
abstinence after completion in a treatment program of 90 days or fewer.

A more comprehensive and experiential definition of recovery could show the positive aspects
of being in recovery for the individual and how they relate to others. Almost 10,000 people in
recovery contributed their definitions of recovery in the "What Is Recovery?" survey last year.
This was a huge first step towards developing a recovery definition that is based on the
experience of recovering people who are, after all, the real experts.
