1.
INTRODUCTION
Wastech Services Pty Ltd was commissioned by Caydon Property Group to prepare
a waste and recycling plan associated with a proposed development to be located at
1 Ascot Vale Road, Flemington, Victoria 3031.
Development description and use;

Scope: Wastech Services will review the building layout drawings and apartment
details and provide a Waste Management Plan including the following:
•
Calculation of weekly waste and recyclable volumes
•
Provide recommendations for compaction, storage and transportation of waste
and recyclables within the building
•
Highlight relevant design issues that may affect the handling and movement
of Waste and Recyclables within the development
•
Include technical brochures and drawings for recommended equipment
•
Provide recommendation for collection vehicle type
•
Reference collection companies and/or council collection/disposal services
All recommendations and equipment shall be in compliance with council codes,
BCA, Australian Standards, and statutory requirements. The results of the above
analyses are outlined in the following sections.

SUMMARY
•
Apartment residents will be responsible for disposing bagged garbage into a
garbage chute
•
Apartment will separate recyclable from garbage waste for direct disposal into
1100 litre recycling bins in the bin room
•
The building manager will be responsible for monitoring bin levels in the bin
room, to ensuring clean empty bins are available to receive waste
•
The building manager will be responsible for transferring all full bins for
collection from the residential bin room to the collection point at the loading
bay and return to the bin room upon completion of collection
•
Collection shall be performed three times a week for the residential garbage
waste, and five times a week for the residential recycling waste, by a private
contractor from the loading bay. Collection shall be conducted in accordance
with local law requirements, and also comply with Victoria EPA noise control
guideline. Currently these times are between the hours of 7am and 6pm
Monday to Saturday
•
Restaurant staff, commercial tenants and cleaning staff will separate
recyclable waste from garbage waste prior to disposal. Staff shall dispose of
recyclables into 1100 litre collection bins located in the commercial bin room
at lower ground floor
•
Restaurant staff, commercial tenants and cleaning staff will transfer garbage
bin between the back of the house (BOH) and 1100lt collection bins located in
the commercial bin room at ground floor
•
The building manager will be responsible for transferring all full bins for
collection from the commercial bin room to the loading bay and return to the
commercial bin room upon completion of collection
•
Collection shall be performed up to three times a week for the commercial
garbage waste, and twice a week for the commercial containers and
cardboards, by a private contractor from the loading bay. Collection shall be
conducted in accordance with local law requirements, and also comply with
Victoria EPA noise control guideline. Currently these times are between the
hours of 7am and 6pm Monday to Saturday
•
It is suggested that a bin trailer or tug to be utilised for transferring full bins
from the bin room to the collection point

WASTE MANAGEMENT PLAN
This waste management plan is based on the following conditions

On-going use of the premises. Does not include demolition or construction
stages.

DKO architecture (Victoria)

Waste volume figures are estimates only and will be influenced by the tenant,
resident and operator’s disposition toward waste disposal and recycling, and
by the development’s occupancy rate. Refer to the enclosed tables for rates
and assumptions.
Exclusions
Hard rubbish and green/garden wastes. Disposal shall be arranged by the
building manager via appropriate contractors.
Liquid waste such as cooking oil shall be collected and disposed of by a
specialist contractor engaged by the tenancy operator. Waste oil will be stored
within the tenancy and collected as required.
Waste Room Dimensions
The residential bin room, overall floor area 52.0m² as shown on the lower ground
floor plan, is sufficient to accommodate both garbage and recycling equipments and
bins specified within this report.

RESIDENTIAL WASTE MANAGEMENT
The following is recommended:
5.1
Waste Streams
Residential waste shall be sorted on-site by the residents into the following streams
and associated bins:
•
Garbage; and
•
Recycling (Glass, PET, aluminium, steel, HDPE, and Paper/Cardboard).
5.2
Residential Garbage Disposal
Residential and serviced apartments shall be furnished with plastic lined under
bench storage bins, with a minimum capacity of 15 litres, for the temporary holding
of garbage waste. Residents shall transfer bagged garbage to the garbage chute for
disposal. Garbage chute shall serve all apartment levels and discharge into a
compactor located at lower ground floor bin room. The building manager shall
replace full bins with clean, empty ones as required.
5.3
Residential Recyclable Disposal
Residential and serviced apartments shall be furnished with under bench storage
bins for the temporary holding of recyclable waste with a minimum capacity of 10
litres. Residents shall dispose of recyclables directly into 1100 litre recycling bins
located in the residential bin room at lower ground floor. Residents will utilize the
lift or stairs to reach the level, containers are to be washed and cardboard flattened
prior to disposal.
5.4
Residential Garbage & Recycling Collection
The building manager shall make bins transfer between the bin room and the
designated collection point at the loading bay, which has an entry of laneway. The
building manager shall prepare bins for collection and coordinate with collection
vehicle arrival so that bins or collection vehicle will not impede other vehicle access
the loading bay. Full bins only are to be transferred to the collection point on the
day of collection, utilising a bin trailer or tug, via goods lift, and returned to the bin
room upon completion of collection.
Three times a week garbage collection and five times a week recycling collection
are envisaged.
The collection of all residential waste streams is to be performed by a private
contractor, to be nominated by the body corporate, from within the loading bay
which has entry off the laneway.
A 8.8 meter rear lift vehicle will perform the collection for this development; such
vehicle will require a minimum overhead clearance of 3.5m. Attached drawing
extracted from the traffic report, confirms sufficient area is provided for the
collection vehicle turning circle and swept path along the laneway to the loading
bay collection points.
Collection times shall be in accordance with local law requirements, and also
comply with Victoria EPA noise control guideline. Currently these times are between
the hours of 7am and 6pm Monday to Saturday.

Garbage Chute: 530mm diameter galvanised steel or Smoothubes® chute
serving all apartment levels, as supplied by Wastech Services (or equivalent)

7.
COMMERCIAL WASTE MANAGEMENT
The following is proposed:
7.1
Waste Streams
Business trade waste shall be sorted on-site by the occupiers into the following
streams and associated bins:
•
Garbage;
•
Containers (Glass, PET, aluminium, steel, HDPE, etc);
•
Cardboard.
All garbage shall be placed in tied plastic bags prior to transferring into the
collection bins.
7.2
Gym/Conference/Lounge/Entertainment Areas
Plastic lined garbage and container bins (suitable capacity) shall be provided for
this establishment, kept at back of house (BOH). The operators or cleaner of this
establishment shall make bin transfers between BOH and the 1100lt collection bins
located at lower ground floor commercial bin room for disposal.
7.3
Medical Suite
Rooms and amenities shall be furnished with suitable plastic lined garbage and
cardboard/paper receptacles with a capacity no greater 60 litres. Once these bins
are full either; cleaning staff shall periodically empty these bins into the larger 110
litre garbage and cardboard bins located in commercial bin room
7.4
Restaurant
Plastic lined garbage bins, 240 litre capacity, shall be provided for these
establishments and kept at back of house (BOH).
The operators of these
establishments shall make bin transfers between BOH and the 1100 litre collection
bins located in the commercial bin room at the lower ground floor for disposal. Staff
shall be trained to operate the bin lifter for emptying of the 240 litre garbage bin
into the 1100 litre collection bin.
Container recycling bins, 240 litre capacity, shall be provided for these tenancies
and kept at BOH. Staff shall make bin transfers between BOH and the 1100 litre
collection bins located in the commercial bin room at lower ground floor for
disposal. Staff shall be trained to operate the bin lifter for the emptying of the 240
litre container bins into the 1100 litre collection bins.
Cardboard shall be flattened prior to disposal. Staff shall transfer flattened
cardboard, utilising a cleaner’s trolley or similar, to the 1100 litre collection bins
located in the commercial bin room at lower ground floor for disposal.

7.5
Convenience

between BOH and the 1100 litre collection bins located in the commercial bin room
at lower ground floor for disposal.

cardboard, utilising a cleaner’s trolley or similar, to the 1100 litre collection bins
located in the commercial bin room at lower ground floor for disposal.
7.6
Commercial Garbage & Recycling Collection

10. WASTE MINIMISATION STRATEGIES
The operator (Owners Corporation) will be responsible for the education of
residential and commercial tenants in the practices of waste reduction/minimisation
to divert waste from landfill. This will be achieved by the following:
•
Document and distribute details of the waste management system that is in
place on site to all tenants
•
Distribution of notices to all tenants and residents encouraging waste
separation
•
All bins to be labelled and colour coded stating types of waste that can be
deposited i.e. paper/cardboard bins, container recycling bins, garbage bins
•
Residential tenants will be provided with a manual, upon residency, detailing
items that can be disposed of via the garbage chute in accordance with the
manufacturers recommendations
•
Any future change to regulatory requirements or to the developments’ waste
generation rates will require the operator to conduct a waste audit and revise
the waste management system that is in place accordingly

11. ADDITIONAL WASTE MANAGEMENT INFORMATION
As bins and cleaner’s trolley would be “wheeled” throughout the building, any
ramps would require a maximum gradient of 1:14 to meet regulatory requirements
(steps not permitted).
Items unsuitable for disposal via garbage or recycling bins would need to be
disposed with the assistance of the building manager. This would include: large,
heavy, and liquid waste items.
To minimise security, vandalism, odour/visual impact,
health/safety issues, the following shall be implemented:

Transferring waste and shifting bins shall require the minimum possible manual
handling. The operator will assess manual handling risks as per regulatory
requirements and provide appropriate documentation to the building manager;
•
Signage and usage labels for the garbage and recycling bins will be provided by
the operator. Generally, garbage bin will have a red lid, and recycling bin will
have a yellow lid;
•
The bin room will be secure and vermin proof;
•
The bin room shall be ventilated in accordance with Australian Standard
1668.2;
•
A bin wash area comprising a tap and floor drain with trap and sewer connection
will be located within the bin rooms
•
The building manager shall keep clean the bin store, keep bin lids closed and
wash bins regularly;
•
A designated hard rubbish collection point shall be provided with a minimum
footprint of 3m² for residents to place hard rubbish for collection on specified
days. Direct access from the street for the collection provider is recommended;
•
The building manager will ensure prompt return of empty bins once collection
has occurred;
•
The owners corporation of the proposed development shall source and enter
into service agreements for private waste collection services. The owners
corporation will be responsible for all payments and costs associated with the
waste collection service provided by private collection contractors;
•
All 1100 litre recycling bins are to be reinforced to sustain the impact forces
generated by recyclable items disposed of into the recycling chute from the
apartment levels above;
•
A suitably qualified engineer is to be engaged to design and construct a
crossover to enable bin transfers from the footpath to the collection vehicle.
Particular attention is to be paid to the gradient of the crossover to ensure bins
can be easily manoeuvred from the holding zone to the collection vehicle;
•
The building manager shall prepare operational instructions and an operational
health and safety procedure for site staff; and
•
The main annoyance produced by domestic bin collections occurs in the early
morning (in other words, before 7am). Therefore, if possible, routes should be
selected to provide the least impact on residential area during that time.

Collection of bin should follow the following criteria:
o
Collection occurring once a week should be restricted to the hours 6 am
– 6 pm Monday to Saturday
o
Collection occurring more than once a week should be restricted to the
hours 7 am - 6 pm Monday to Saturday
o
Compaction should only be carried out while on the move
o
Bottles should not be broken up at the point of collection
o
Routes that services entirely residential areas should be altered regularly
to reduce early morning disturbance.
o
Noisy verbal communication between operators should be avoided where
possible.
