Amtrak Government Affairs: November 2016
In 2010, Amtrak announced an order of 70 new electric locomotives from Siemens AG. The six-year,
$466 million contract was expected to create 250 jobs, primarily at a facility in Sacramento, but also at
plants in Norwood, Ohio, and Alpharetta, Georgia. Delivery was completed in 2016.
Employment
At the end of FY16, Amtrak employed 58 Ohio residents. Total wages of Amtrak employees living in
Ohio were $4,278,495 during FY16.
Expansion Planning
Oxford: At the request of Miami of Ohio University and the City of Oxford, Amtrak analyzed the addition
of a stop on the Cardinal route, in the community of Oxford.
Results of the study were such that Amtrak gave the university and city approval to move this process
forward, with site selection and identification of funding streams for construction of a station, platform,
etc., being the next steps in the process. Amtrak is, as-yet, uncommitted to adding this stop, pending the
outcome of these steps.
Station Improvements

Cincinnati: Amtrak issued a letter of support and will provide expertise and staff resources to the
City’s efforts to add a station track at the historic Cincinnati Union Terminal. The new track also
would have a new platform to provide full-length, level boarding for Amtrak’s Cardinal service.
Additionally, Amtrak will relocate to a temporary facility while Cincinnati Union Terminal
undergoes a substantial renovation.

Cleveland: Amtrak is providing design review services for the City of Cleveland, as it seeks to
develop a replacement facility for Amtrak. The proposed intermodal transportation center would
include transit bus, light rail, intercity bus services and rail in one facility, adjacent the existing
Amtrak lakefront station.

Elyria: Amtrak is providing design review services for Lorain County, as it develops plans for
infrastructure improvements that would allow Amtrak to serve the restored, historic New York
Central passenger station downtown. That station, now the Lorain County Transportation and
Community Center, serves local transit and intercity buses. Amtrak has committed to make a
contribution to the cost of returning rail service to the transportation center, should Lorain County
raise the additional funds. The project will require the construction of stairways, elevators and
platforms to access the elevated railroad line.

Toledo:
Toledo-Lucas County Port Authority reconfigured passenger waiting, ticketing and back-office
functions for Amtrak in the Martin Luther King Plaza Amtrak Station to allow relocation of
Greyhound bus service to the facility, effective June 2016. Co-location of Amtrak and Greyhound
2
will allow continued advancement of Amtrak’s goal of greater intermodal connectivity. Amtrak
and Greyhound have worked aggressively to establish interline agreements between their
respective services, allowing seamless, one-ticket travel for Amtrak passengers to places served
only by Greyhound.
Cardinal Conference
At the request of business and local interests on the Chicago-Indianapolis-Cincinnati-West VirginiaWashington portion of Amtrak’s Cardinal route, Amtrak held an event called the Cardinal Conference on
September 23, 2016, in Cincinnati. The intent of the conference was to build a coalition of communities,
universities, and other public and private interests similar to grassroots coalitions like the Gulf Coast
Working Group or on the Southwest Chief route. The purpose of such a coalition would be to seek
improvements for the Cardinal, namely a push for daily service on that route, which currently operates
only three times per week.
