Keep these energy tips in mind
to save money this Christmas
We wish you and your
family the best of holidays as
the old year ends and the new
one begins.
We also offer the following
holiday energy tips to keep in
mind during this busy season:
• Lower the thermostat a
few degrees before guests
arrive; you’ll not only save
energy, but also avoid overheating your guests.
• Install an automatic
timer or photo cell control on
holiday lights for safety and
energy savings.
• Using a fireplace while
your home heating system is
operating is pleasant, but inefficient. Most of the fire's heat
goes right up the chimney and
unless you have tight-fitting
glass doors on the fireplace, lots of your costly, indoor heated air goes
with it. Don't forget to close the fireplace damper when it's not in use.
• Windows leak up to 25 percent of the cost of a home's heating and
cooling and should be insulated. Air leaks around doors, pipes, vents
and wall plugs also cheat you on energy costs.
• No matter what heating system you have, they all work better with
clean filters and regular maintenance.
Look for TWO lucky account numbers!
Washington-St. Tammany Electric is offering its members two opportunities to win the Co-op’s monthly Lucky Account Number contest by publishing two account numbers somewhere on pages 6-7 of Louisiana Country. Look for your account number hidden somewhere on these pages. To
win you must locate your account number (listed on your electric bill) on
these pages and then contact the Co-op within seven working days of that
issue. To claim your prize call 985-839-3562.
In the Board Room
Regular Board Meeting
Due to this month’s publication schedule, the regular board minutes were
unavailable at press time. The board minutes are available by contacting WSTE at
985-839-3562.

Electric co-ops decry Administration’s
‘All-But-One’ Energy Policy
Jo Ann Emerson, CEO of the National Rural Electric Cooperative Association
(NRECA), released the following statement in response to the recent testimony of U.S.
Environmental Protection Agency (EPA) Administrator Gina McCarthy before the U.S.
House Energy & Commerce Committee. McCarthy outlined the Administration’s proposed regulations governing carbon dioxide emissions from new power plants.
“NRECA and its member co-ops are disappointed to learn the Administration has
abandoned its “all-of- the-above” energy strategy and embraced an “all-but-one”
approach that restricts the future use of coal to generate affordable electricity. The
anticipated regulations are reported to require any new coal-burning facility to capture
and store carbon dioxide, a prohibitively expensive technology that is not commercially viable. (Acct. No. 14780302)
“The Administration is gambling with the economic well-being of future generations and our nation’s economy. As not-for-profit, consumer-owned utilities, electric
co-ops are concerned about maintaining affordable, reliable electricity. It’s worth noting that residents of rural communities already spend more per capita on energy than
anywhere else. But by working together, we can improve both the environment and the
quality of life for future generations.”
Electric cooperative members may comment on the EPA’s approach through the

ABANDONS ALL-OF-THE ABOVE
TECHNOLOGY GAMBLE
The Administration is reversing course:
ditching our All-of-the-Above energy
strategy for an All-But-One approach
that bans new coal plants.
New regulations essentially require
technology that’s not commercially
viable and prohibitively expensive—
leading to higher bills down the line.

DOMESTIC ENERGY
By banning new coal plants, Americans
forfeit a 236-year domestic source of
energy with a historically stable price.

HISTORY REPEATS:
ALL-BUT-ONE DOESN’T WORK
A 1978 mandate prevented use of natural
gas & forced utilities into coal or nuclear—
before common sense prevailed and it
was repealed 9 years later.

WSTE Mini-Grant Program
open to classroom teachers
WSTE is proud to offer once again, the WSTE Mini-Grant Program. A maximum of nine grants of $500.00 each will be awarded
to eligible K-12 classroom teachers in the Washington, St Tammany,
and Tangipahoa parishes.
Coylean Schloegel, Manager of Marketing and Governmental
Relations, said, “WSTE recognizes that education goes beyond text
books and classrooms. We are proud to partner with the educational
systems in an effort to further student knowledge. This program
along with our other educational programs, such as the WSTE scholarship program, and ‘Newspapers in Education’, impact the lives of
our youth today, which will be the future of tomorrow. WST feels this
is extremely important to the cooperative and the community.”
To be eligible for a WST Electric grant, your school or your student’s residence must be served by WST Electric. Interested K-12
teachers must submit a 1-2 page proposal describing what you and
your students will investigate/purchase. Proposals should include
the following:
• A brief description of your parish and school
• Name, school address, school phone number and home address of participating teacher(s)
• Grade level(s) and size of participating class(es)
• A brief description of your project
• An estimated timeline for your project during the school year
• A brief estimate of expenditures totaling $500
Those interested in applying for one of WST Electric’s grants
should submit a proposal by January 11, 2014 to Robin Drago, WST
Mini Grants, P.O. Box 697, Franklinton, LA 70438.
Mini-grant winners must submit final report including a written
account of their projects, with excerpts from student writing. These
reports may be printed in WST Electric’s “Louisiana Country” publication.
The proposals will be judged by the Association of Louisiana
Electric Cooperatives in Baton Rouge and will be based on project
feasibility, financial need, budget, plan outline, need of the students
and appropriateness for age and grade level.
