POSITION OF PART-TIME CLERKS
IN THE DIRECTORATE FOR EDUCATIONAL SERVICES
WITHIN THE MINISTRY OF EDUCATION AND EMPLOYMENT
TO SERVE IN MALTA

In accordance with clause 3.1(I) of the current Collective Agreement, nomenclatures
importing the male gender include also the female gender.
1.0
General
1.1
The Permanent Secretary, Ministry for Education and Employment, invites
applications for the position of part-time Clerks to perform duties in state schools in
the Directorate for Educational Services (DES) within the Ministry for Education and
Employment (MEDE) in Malta.
1.2
The mission of the DES is to ensure the effective and efficient operation and delivery
of services to the Colleges and schools within an established framework of
decentralisation and autonomy.

The functions of the DES are established by the Education Act (CAP 327 of the Laws

2.0
Duration of Assignment and Conditions
2.1
A selected candidate will enter into a thirty-six (36) month assignment as a Part-time
Clerk in the DES, which may be renewed for further periods.
2.2
The position of Part-time Clerk is subject to a probationary period of one (1) year.
2.3
Vacancies will only be filled if and when vacancies arise. Successful candidates will
be called to fill existing vacancies according to the order of merit.
2.4
A selected applicant may be assigned to serve in any state school in Malta, according
to the exigencies of the service as required by the DES.
2.5
A selected candidate may be transferred from a state school to another, according to
the exigencies of the service as required by the DES.
3.0
Salary pegged to the Position
3.1
The salary attached to the position of Part-Time Clerk is that of Salary Scale 16,
which in 2015 is €12,102.00 per annum, rising by annual increments of €226.00 up to
a maximum of €13,684.00, paid on a pro-rata basis (the hourly rate for the minimum
of Salary Scale 16 in 2015 is €5.83).
3.2
If a selected candidate is a Public Officer holding a substantive grade/indefinite status
in the Malta Public Service, and during the assignment period is appointed to a grade
with a Salary Scale higher than Scale 16, he/she will be expected to relinquish the
duties of Part-time Clerk and be transferred to duties pertinent to his/her new grade.
However, if the substantive salary of a selected candidate becomes higher than the
maximum of Scale 16 through progression, he/she will be allowed to complete his/her
term of engagement as provided by the assignment in force.
3.3
A selected candidate will be expected to work during the period mentioned in
paragraph 2.1 for a maximum of twenty eight (28) hours per week (5 days) throughout
a calendar year, according to the exigencies of the DES.
3.4
Part-time clerks will also be entitled to the annual bonus and the weekly income
supplement both on a pro-rata basis according to the number of hours worked.
4.0
Duties
4.1
The duties of a Part-Time Clerk include:

dealing with correspondence and word processing documents;

compiling of data and using spreadsheets;

dealing with telephone calls;

responding to enquiries from internal and external clients;

photocopying/ using fax/scanning documents and similar office related duties;

ordering of stationery/supplies;

enrolling and transferring students for the purpose of maintaining updated student
records;

populating students in classes/teaching sets in e1;

inputting and maintaining student and staff data in the MIS program, currently e1
and the Dakar respectively;

entering half yearly and annual results in the MIS program, together with other
related data such as informal and non-formal education.

extracting result reports, merging results in the templates provided and sending
progress reports to parents;

maintaining daily student attendance for the purpose of providing accurate
information for reporting purposes;

filling of monthly absentee statistics;

sending of absentee reports to parents and to the Education Directorates;

inputting of school transport data;

maintaining various records, schedules, files, rosters, etc., for the purpose of
documenting and/or providing reliable information;

inputting of school financial transactions and inventory data in the software
provided, currently e1 finance, and maintaining a proper filing system for
financial transactions;

maintaining attendance registers of all school staff, recording sick leave, time-off
and leave of personnel;

attending appropriate workshops/courses for the purpose of ongoing training;

attending meetings for the purpose of conveying and/or gathering information
required to perform functions;

any other job related duties as instructed by the school administration;

any other duties according to the exigencies of the Public Service as directed by
the Permanent Secretary;
5.0
Eligibility Requirements
5.1
By the closing time and date of this call for applications, applicants must:
(a)
(i)
be citizens of Malta; OR
(ii)
be citizens of other Member States of the European Union who are
entitled to equal treatment to Maltese citizens in matters of employment
by virtue of EU legislation and treaty provisions dealing with the free
movement of workers; OR
(iii) be citizens of any other country who are entitled to equal treatment to
Maltese citizens in matters related to employment by virtue of the
application to that country of EU legislation and treaty provisions
dealing with the free movement of workers; OR
(iv) be any other persons who are entitled to equal treatment to Maltese
citizens in matters related to employment in terms of the law or the
above-mentioned EU legislation and treaty provisions, on account of
their family relationship with persons mentioned in paragraph (i), (ii) or
(iii); OR
(v)
be third country nationals who have been granted long-term resident
status in Malta under regulation 4 of the “Status of Long-Term Residents
(Third Country Nationals) Regulations, 2006” or who have been granted
a residence permit under regulation 18(3) thereof, together with family
members of such third country nationals who have been granted a
residence permit under the “Family Reunification Regulations, 2007”.

The advice of the Citizenship and Expatriates Department should be sought as
necessary in the interpretation of the above provisions.
The appointment of candidates referred to at (ii), (iii), (iv) and (v) above would
necessitate the issue of an employment licence in so far as this is required by
the Immigration Act and subsidiary legislation. The Employment and Training
Corporation should be consulted as necessary on this issue.
(b)
must have the ability to communicate in the Maltese and English Languages;
(c)
(i)
be in possession of MATSEC Matriculation/SEC (Grades 1-5), and/or
GCE Certificates (minimum ‘C’ Grade), showing passes at ordinary
level in Maltese, English Language and Mathematics and at least two
other subjects, or a recognised appropriate comparable qualification;
AND
(ii)
be in possession of passes in the following European Computer Driving
Licence (ECDL) modules or an appropriate recognised comparable
qualification:

Word Processing
Module 4
Spreadsheets;
Candidates are to attach a copy of the original Skills Card with the application.
The original is to be invariably produced at the interview.
Qualifications at a level higher than that specified above will be accepted for
eligibility purposes, provided they meet any specified subject requirements.
Moreover, candidates who have not yet formally obtained any of the abovementioned qualifications will still be considered, provided that they submit
evidence that they have been approved for the award of the qualifications in
question by the closing time and date of the call for applications.
(d)
be of good moral character (applicants who are already in the Malta Public
Service must produce a Service and Leave Record Form (GP 47); Those
applying from outside the Malta Public Service must produce a recent
Certificate of Conduct issued by the Police or other competent authority not
earlier than six (6) months from the date of this call for applications and state
whether they have ever been in Government Service, giving details).
5.2
Due consideration will be given to candidates who, besides the eligibility requisites
mentioned in paragraph 5.1, have proven clerical work experience (documented
evidence must be presented).
6.0

7.1
Eligible applicants will be assessed by a Selection Board to determine their suitability
for the position.
