AGREEMENT FOR THE DOUBLE DEGREE PROGRAM
between
The University of Bologna (UNIBO) and the National Research University
Higher School of Economics (HSE)
ADMISSION TO THE DOUBLE DEGREE PROGRAM
A.Y. 2015/16
Within the Agreement establishing the cooperation between the University of Bologna
(UNIBO) and the National Research University Higher School of Economics (HSE) in
Moscow, the Vice Presidency of the School of Political Sciences- Forlì Campus offers
the possibility to obtain the following DOUBLE DEGREE:
•
Laurea magistrale in Scienze internazionali e diplomatiche (LM SID)
•
Master’s program in Public Policy and Political Analysis at HSE (entirely held in
English).
GENERAL INFORMATION
- No more than 5 students from each partner university per academic year can benefit
from the Agreement.
- Students are expected to attend a compulsory mobility period at HSE in the 2nd
and/or 3rd semester or in the 3rd and 4th semester in order to fulfill a minimum of 30
credits (and a maximum of 60 credits). The first semester has to be spent in the home
university.
- The graduating student can decide to defend his/her thesis either at the School of
Political Sciences- Forlì Campus or at the HSE in Moscow.
- A grant of 2,000 euro will be assigned to 3 students selected on the basis of merit.
- to participate in the Double Degree Program students are selected by their home
university, according to its own criteria and modalities, and their admission is
approved by the host partner university, according to its own requirements.
- candidates assessed as eligible for the admission to the LM Scienze internazionali e
diplomatiche for the A.Y.. 2015/16 in the first session (closed on the 4/05/2015) and
in the second session (closing on the 26/06/2015) can participate in the selection for
the Double Degree program. Candidates participating in the second evaluation session
will be admitted “with reserve”. If a candidate is not considered eligible for the
admission to the LM SID, his/her application for the Double Degree Program will be
excluded.
APPLICATION PROCEDURE
In order to apply for the Double Degree Program the following documents are
requested:
- application form, duly completed and signed
- copy of the Degree Certificate (if already obtained)

- essay, research, paper (at least 10.000 characters) about an issue consistent
with the training path the candidate wants to develop at HSE
- motivation letter (min. 300 max 500 words describing how the background of
the student matches the program and the reasons for applying to this program,
in the context of the student’s long-term career goals)
How to apply and deadline
Applications must be delivered by 15th of July 2015 h. 12.00 midday in one of the
following ways:
• personally at the Vice Presidency Office of the School of Political Sciences-Forlì
Campus (Padiglione Gaddi), via Giacomo della Torre 1
from Monday to Friday h. 9.30-12.00 a.m.
• sent by ordinary mail together with an ID document, at the following address:

• sent by e-mail in a single PDF file at the following e-mail address:
[email protected] together with an ID document, writing on the email object
“Doppio titolo UNIBO-HSE” .
The date and time of receipt are attested as follows:
• in the case of personal delivery of the application: the date and time reported on the
receipt issued by the staff member of the School of Political Science of the Forlì
Campus who accepts the application;
• if the application is sent by ordinary mail: date and time of receipt;
• if the application is sent by email: date and time of receipt.
Neither incomplete applications nor late submissions will be considered.
EVALUATION
The Examining Commission, composed of professors nominated by the Council of the
course of study, will assess the applications on the basis of:
- the essay, research, paper (at least 10.000 characters)
- the motivation letter
- an interview aimed at assessing the applicant’s motivations and interests in
participating in the Double Degree Program. The interview will be carried out
partly in English.

The assessment will be expressed in thirtieths and candidates obtaining an assessment
equal to or higher than 18/30 will be eligible to participate in the Double Degree.
The list of merit is drawn up on the basis of the scores assigned by the Examining
Commission during the interview and it will be considered valid also for the
assignment of the grant.

The following documents
1) A notarized copy, translated into Russian, of the travel passport or national
ID.
Before submitting any documents for translation, please consult the HSE Program
Manager ([email protected]) on the correct spelling of your name in Russian. Once you
get the confirmed spelling – please make sure that this is the way your name is spelled
in all translated documents.
The scans of the passport will be needed to harmonize the spelling of names before
translating the documents so that the spelling complies with Russian immigration
service requirements.
2) A notarized copy of diploma(s) with supplements indicating the subjects
studied and marks/grades received, translated into Russian.
If the student has not yet received the bachelor’s diploma at the time of submission,
he/she can send an official academic transcript (with grades) that reflects the entire
period of studies.
If the transcript is not in Russian, submit a translated and notarized copy.
3) Two passport-size (3cm x 4cm) photos on matte paper.
4) Hard copy of completed and signed HSE Enrolment Request form (which will be
provided upon request).

5) Hard copy of the signed agreement for the Tuition-Based Study and 100%
Tuition Waiver sent by post and a scanned copy of the signed agreement for
the Tuition-Based Study and 100% Tuition Waiver sent to [email protected] and
[email protected]. The agreement will be provided to each student via email
individually upon request.
REMEMBER THAT:
 your application is valid only if it is completed within the deadlines and
following the abovementioned instructions;
 requested documents must be signed, otherwise the application won’t be valid
and you will be excluded;
 you will receive all information about the evaluation at your institutional e-mail

 you do not have to pay any fee for the registration to the assessment procedure.

APPENDIX FOR HSE STUDENTS
Students appointed by HSE are allowed to attend the Laurea magistrale in Scienze
internazionali e diplomatiche at the University of Bologna for the DOUBLE DEGREE
programm on the basis of the following requirements:
 first cycle degree or other suitable qualification valid for HSE is valid also for
LM SID;
 before the mobility period students will spend their first semester at HSE,
attending courses and doing exams in political, economic and historical fields.
They need enough knowledge in the above mentioned fields in order to attend
fruitfully the course of study;
 knowledge of English requested by both universities is at the same level (B2);
 capacity to do bibliographical research and ability to use information
technology are assured by the preparation of papers and essays, requested by
HSE to do exams;
 the assessment of the suitable personal preparation is proved by a declaration
issued by the Dean of the Master’s Programme in Public Policy and Political
Analysis.
