Approval of Minutes. Lynn Takata: Amend minutes to clarify under
“Paved alleys” that motion was to “Extend the sidewalk discussion for
10 minutes.” Approve as amended, moved by Ken Simila, seconded
by Sherry Clemens, passed unanimously.

 City Councilor Report – Cara Kaser – absent & Tom Andersen (TA) – present
Discussion
Very happy about the inclusive city resolution. Wants to see a similar
measure for all protected classes.
Police station bond will be on the ballot in May. The council will put a
bond for the library on the November ballot. He will campaign for
both.
 Open Street Events. Ross Swartzendruber, from Salem Creative Network

Saturday, June 17, 2017 Open Streets Event will be on the route of the
proposed bikeway, along Winter and Maple Streets, from Union to the
Oregon School for the Deaf.
The route will be closed to motorized vehicles. Police will be at four
intersections. There will be activities at multiple sites: climbing wall,
race, geo-cache, and more. Looking for volunteers.

Joan Lloyd: Process for attending meeting on neighbor issue. Prefer
that person contact city and attempt to resolve issue before coming to
meeting. Agenda is prepared 2 weeks before meeting.
Jacqueline Schindele noted that community development group of the
city police department has been disbanded. Told that this is an
organizational issue. Call Jerry Moore at 503-588-6080 about the
benefit that this group created for the community.

Ken Betterton: Concern about burned out house on D St. near 17th.
Leslie Polson (LP) reported that the garbage has been cleared off the
lot. Discussion about whether home is a rental or owner occupied. LP
reported that in Dec they had a tree fall on the fence and now there
was a fire. Is there an insurance claim issue?

Lynn Takata: Concerns about the participants at the last meeting not
being allowed to speak. She has talked to people who are not ever
coming back because of this bad experience. SCAN & NESCA have
lively meetings with a large participation What do they do?
Nicholas King: The agenda was about alley paving not sidewalks.
Bruce Hildebrandt has told us that there is not enough money to fix

the sidewalks. Sherry Clements – noted that this issue was posted on
NextDoor which generated a large discussion of concerned residents.
Jacqueline Schindele - there are a number of residents who have
serious injuries from the falls. Joan Lloyd - these people need to be at
the budget meetings advocating for spending to repair the sidewalks.
Jacqueline Schindele noted that when NEN attempted to write a grant
for $20,000 to $50,000 to develop a project to fix the sidewalks Bruce
Hildebrandt did not return the calls. Laura Buhl - people feel
strongly about sidewalks.
Joan Lloyd - Grant and NESCA have an increase in membership.
Lynn Takata - Alan posted a discussion on Next Door he got 33
responses in 5 hours.
Proposal – Leslie Polson. Move member issues to the beginning of
the agenda. Laurel Begnoche: Use Next Door to market the issues.
Look for ways to make coming to NEN more welcoming. Sherry
Clements said that she came to a NEN meeting and had a bad
experience and did not come back for 10 years. Do not punish people
for showing up.
Jacqueline Schindele: ways other groups invite neighbors: offer
Spanish translation, child care and food. JL told that many Spanish
speakers concerned about safety due to police presence at meetings.
Look for issues of concern to Spanish speaking residents.
Ken Betterton noted that NEN changed the morning meetings to
evenings to increase participation. What is happening?
Discussion about using Next Door App. Alan Scott has been posting a
number of neighborhood association related items. Next Door is set up
to pick up other neighborhoods. Alan approached city to coordinate
the app with the neighborhood associations and was told that they do
not do this. Sherry Clements is a lead and she created a small
manageable group for her neighborhood. Laurel Begnoche started
coming because they lived close to the Ice Cream plant and this was
an issue of concern to her. Usually people come when they have an
issue affecting them. Ken Betterton noted that the chicken people
came until they got the ordinance and stopped coming.
Move public input to the beginning to the agenda but limit the time.

Sherry Clements; No proposal is needed since the agenda is the
chairperson’s task. Molly, neighbor suggested using a sign in sheet
and speakers would go in that order. Suggested getting there early like
6:15 to have a social to meet neighbors before the meeting started.
Joan Lloyd concern that she would have to get there early since she
has to open up building. Lynn Takata stated that at Artists in Action,

the meeting has a social get together from 6 pm to 6:30 and the
meeting starts at 6:30.
Ken Simila – NEN used to be able to get donations of food but
Safeway stopped because NEN not a 501(c3). Lynn Stated that this is
very expensive. NEN is a nonprofit.
Joan Lloyd: Agenda Proposal – Rural Oregon Continuum of Care.
Advocating for increasing care money. Eugene gets more than Salem.
Lynn Takata went to city club talk and Salem’s homeless funding is
the lowest percentage.
