Rules for the "Sticky Hands" (Chi-Sao) Competition As Part of the Baltic Wushu Open Cup 2013 Held on 28.11-2.12.2013 Main rules: Rule 1 Participation – This competition is open for all members of PWTF. The member of the competition must know the rules and understand the meaning and spirit of the competition. Rule 2 Payment – The participation fee is 15 euros. The payment can be made by federations, clubs as well as by individual participants. The payment can be made immediately before the tournament. Rule 3 Registration form – Preliminary entry form: might be sent after receiving the regulations, but not later than 1st October 2013. Final entry form: must be sent not later than 28th October 2013. In the application, the participant must indicate his/her name, surname, age, weight, contact data (e-mail, contact telephone number, address), name of the club or the federation, head of the team (the registration form is attached). If the participant files the application form after the deadline indicated above, he/she will not be allowed to participate in the competition. Rule 4 – Registration and weighing – Participants of the competition must arrive earlier for the tournament for registration and weighing. Rule 5 - Insurance – By signing the registration form, the participant gives his/her consent to the rules of the competition as well as to the possible risks that may occur during the competition. The organizers of the competition cannot be held responsible for risks and injuries incurred by the participants during the competition. Rule 6 Fair play – Participants of the competition should stick to the spirit of fair play and should not seek for unfair advantages over other participants or look for loopholes in the rules etc. Cursing, insulting as well as actions and gestures meant to offend other participants, referees, or organizers of the competition are unacceptable. Rule 7 Breaking the rules – The participants who break the rules of the competition will get a warning, which is going to be followed by granting extra points to an opponent. In case of serious violation of the rules, the participant can be disqualified. Repeated violation of the rules can also cause disqualification of the participant. Rule 8 Appeals – Appeals against judging or against the decisions of the referees should be filed to the secretary in writing within an hour after the decision has been made. All appeals will be considered by the Appeals Committee. The appeals cannot be filed during the match, but only after it has finished. All appeals are going to be taken into consideration only together with the deposit of 150 euros. The deposit will be returned only if the appeal is justified, supported by facts, and the Appeals Committee makes a favourable decision and agrees to the complaint. After the complaint has been considered, the final decision is made as to the winner of the match. The final decision is not subject to discussion and cannot be contested. Rule 9 Injuries – The competition physician will make final decisions concerning the injuries incurred by participants. Due to health risks or for safety reasons, the physician can stop the fight or let it continue. The physician's decision is final and is not subject to discussion. Rule 10 Disqualification for being absent – If the participant does not show up on the sports ground for participating in the competition after his/her name has been announced three times, this participant will be disqualified. If the participant cannot show up due to participation in another nomination, he/she should inform the secretary about it beforehand in order to avoid disqualification for being absent. Relevant notifications can be done in person or by another party. Rule 11 Young participants – Participants younger than 18 years old can participate in the competition only with the consent of their teachers and with the written consent of their parents. The participant should be at least 16 years old. Rule 12 Changes in the competition – Organizers of the competition reserve the right to introduce changes into the categories of the competition as well as weight categories whenever needed. Organizers cannot guarantee that the competition will be held in all categories. If there are less than three people in one category, it can be cancelled. Rules for the "Sticky Hands" (Chi-Sao) Competition Siu Nim Tao Level Rule 13 Weight categories – The following weight categories shall be used in the competition: up to 55 kg, up to 60 kg, up to 65 kg, up to 70 kg, up to 75 kg, up to 80 kg, up to 85 kg, up to 90 kg, over 90 kg. It is possible to hold the match in the absolute category after the tournament has been held in all of the basic categories. If there are too few participants in any of the weight categories, this category can be cancelled or joined with another weight category. Whenever necessary, an additional weight category may be formed. Rule 14 Fitting into the weight category – If, upon weighing, the weight of the participant is more that the weight indicated in the registration form and is out of the weight range for the selected weight category, the participant may not be allowed to participate in the competition. The final decision is up to the organizers of the competition. Rule 15 Clothes and appearance – All participants must wear shoes with thin sole and clothes. It is forbidden to wear jewellery, watches, and other items that may be dangerous for the participant himself/herself and his/her the opponent. Nails should be cut short, and long hair should be put in a ponytail. Referees must be able to see the legs of the participants. Shirt sleeves should not cover elbows. Arms from the wrist to the shoulder should be free from any kind of foreign objects. Rule 16 Time of the match – The time of the match is one round, which is one minute of net time. Rule 17 Clinch – If the participants are in a clinch and are not making active moves, the referee may stop the match and restart it with the initial position. Rule 18 Assessing the techniques of the participants In Chi-Sao, Siu Nim Tao level, steps during the match are forbidden! The participant loses 1 point for 1 step, 2 points for 2 steps, 3 points for touching the floor with a hand or a knee, 4 points for falling on his/her back or bottom. It is allowed to raise one's leg and put it back in the same place! All kinds of locks (grips) and punches (with a fist) are forbidden. Moves should be performed only with hands. Face pushes with the flat of the hand are only allowed without the use of force!!! If the weight category is divided into several subgroups, the winner will be decided during the match between the winners of the subgroups. If two participants in one subgroup have an equal number of points, the winner will be decided by the largest number of points during the matches. Rule 19 Final match – The final match cannot end in a draw. If there is a draw, the additional two rounds 30 seconds each will be held. If after the additional time the winner is not decided, the match will continue. Another additional round will be held until the first point is awarded. The participant who has been awarded the first point becomes the winner of the final match. Moving step Chi-Sao. Cham Kiu Level. Rule 20 Sports ground – The competition is held on the ground 4×4 in size. The participants are allowed to move around within the borders of the ground freely. Rule 21 Match – There should be two participants in each match. The match is conducted by the referee of the match. The performance of the participants is judged by one side referee, the main referee of the match, and the assistant timekeeper who keeps track of time and keeps the official record and score of the match. One match is one round that lasts 1 minute of net time. The uninterrupted period of the match until the referee signals the end of the match is regarded as net time. The timekeeper announces the moment when half of the allocated time has elapsed as well as the moment of the end of the match. Rule 22 Initial position in the moving step, the first round – The participants come into contact with each other, their hands are joined, and they start acting with Poon-Sao retaining hand contact. The match starts with the referee's command "Start!". Rule 23 Awarding points The techniques of the participants are assessed in the same way as in Chi-Sao, on the spot! The participant loses 1 point for 1 step, 2 points for 2 steps, 3 points for touching the floor with a hand or a knee, 4 points for falling on his/her back or bottom. Rule 24 Allowed techniques in the moving step Pushes with the flat of the hand, with the shoulder, the forearm, throws with hands and over the hip (the throw should be clean!!! on foot), hand lock (for disturbing the balance) for no longer than 1 second!!! Rule 25 The following actions are forbidden in the moving step attacks against groin, head, neck, eyes, ears all kinds of blows (with a hand, an elbow, fingers, the flat of the hand) kicks and pushes with a leg or a knee joint locks strong sound effects before pushing (heavy exhales or bumps). grips and holds for over 1 second, hits, bites, spits pulling the opponent's hair or clothes. gripping the opponent's legs with one's hands, undercuts, leg kicks attacks after the referee has signalled the end of the match. all kinds of arguments are forbidden, as well as arguments using strong language. submission holds, hits against joints, holds. it is strictly forbidden to hit against nerve centres it is forbidden to press against women's chest on purpose. Rule 26 Automatic match loss – If the participant refuses to continue the match and gives up, he/she automatically loses the match. Rule 27 Giving victory in case of injury – If one of the participants has received confirmation which, in the opinion of the referee of the match or the physician, prevents him/her from continuing the match, the opponent is announced the winner (provided that the rules of the competition have not been violated). The injured participant of the match is announced the winner if the injury has been incurred in the result of the violation of the rules. The final decision if made by the referee of the match. Summary The rules are established by the organizing committee PWTF Wing Tchun. Before the competition, the mini seminar will be held, during which the rules will be specified and clarified. The organizing committee can introduce corrections and changes into the rules and the regulations of the competition at its own discretion.
