Purpose
A Senior Advisor for the AoG ICT Portfolio is required to support and work with the Manager AoG
ICT Portfolio to assist with the establishment, on-going management and continuous improvement
of the AoG ICT Portfolio Management function within the Government Chief Information Office
(GCIO) in the Department of Internal Affairs. The purpose of this function is provide oversight of
the AoG ICT portfolio, strategic insights and recommendations to maximise the value of ICT
investment across the government system, as well as supporting agencies to gain maximum value
from their individual ICT investments (e.g. through better information sharing). This will involve
working closely with agencies, The Treasury, who holds the overall responsibility for investment
management across the government ‘system’, and other teams within Service and System
Transformation (SST) and in the wider Department of Internal Affairs (DIA).
Key Tasks
Leadership
 Providing a strategic overview of the AoG ICT portfolio through strategic insights from the
AoG ICT portfolio, system intelligence as a result of engagement with key stakeholders (for
example, the Treasury’s Investment Management and Asset Performance Team and SST’s
Relationship Management Team), and functional expertise.
 Provide strategic and in-depth analysis of, and provide advice on, emergent opportunities
and threats for the AoG ICT portfolio and wider GCIO, that may impact across all of
government, recommending strategies for effectively addressing these
 Provide thought leadership and strategic advice to the Deputy Chief Executive SST,
General Manager System Transformation and leadership team on AoG ICT system
transformation and investment management.
 Leading and managing projects and discrete pieces of work which contribute to the setting
up and on-going management of the AoG ICT portfolio management function.
 Championing and promoting effective collaboration within SST, DIA, central agencies and
line agencies to enable effective management of the AoG ICT investment portfolio.
Portfolio Performance Management
 Development and implementation of ICT portfolio performance frameworks, standards,
metric, systems and tools to enable effective management of the AoG ICT investment
portfolio.
 Implementing and managing operational processes to prioritise, analyse, align, balance and
report on the state of the AoG ICT portfolio.

Collecting AoG ICT portfolio management information, validating, analysing and presenting
findings, and reporting results to different stakeholders in appropriate written and verbal
formats.
Working with line agencies and central agencies to manage and track the realisation of
system-wide ICT benefits and risks.
Managing own performance and the performance of others to achieve team goals and
objectives. Providing coaching and mentoring to team members as required.
Portfolio Information Management
 Assisting in the development of a ‘single source of truth’ for AoG ICT portfolio information
and performance, working with stakeholders including line agencies, other teams in SST
and the Treasury, to align sources and validate information.
 Identifying, analysing and assessing the value of additional data or information sources
which help to validate and / or build a more complete picture of AoG ICT portfolio
performance.
Stakeholder Engagement and Relationship Management
 Providing a feedback loop to SST’s Strategy, Planning and Investment team to identify
areas for improvement in the overall AoG ICT portfolio and the achievement of the
Government ICT Strategy to 2017.
 Proactively identifying, establishing and building networks within SST, DIA, line agencies,
and the Corporate Centre, with a particular focus on the Treasury’s Investment
Management and Asset Performance Team, and the wider portfolio management
community.
 Working closely with SST’s Relationship Management Team to create value-add
relationships and harness system intelligence.
Capability Building
 Supporting the Treasury’s Investment Management and Asset Performance Team, and
teams within SST and wider DIA, in championing and supporting agencies to uplift portfolio
management and P3M maturity across the government sector.
 Identifying best practice in government (New Zealand and international jurisdictions) and
industry and undertaking primary and secondary research to assist in the continuous
improvement of the GCIO’s AoG ICT portfolio management function; for example, through
external benchmarking and identifying lessons learnt.

Experience
Essential:
 Experience across the project, programme and portfolio management (P3M) family,
including managing benefits, risks and issues.
 Collaborating and working with diverse and complex stakeholders in a complex
environment, to deliver results.
 Collecting, synthesising, analysing, drawing conclusions from complex information,
presenting and reporting findings in appropriate formats to different audiences.
 Managing and monitoring performance against set frameworks / standards. Delivering
continuous improvement of these frameworks / standards.
 Developing and implementing performance frameworks (standards, measures, processes
and systems) and supporting collateral, for example, guidance, templates, etc.
 Solid delivery in a fluid / changing environment.
 Managing people and budgets in a matrix environment.
Desirable:
 Portfolio management / Portfolio Management Office experience, including setting up a
Portfolio Management Office and IT portfolio management.
 Experience working across the government sector, with central agencies / other Corporate
Centre agencies and line agencies.
Knowledge
 Good understanding of investment management, particularly from a project and programme
perspective, and the role and benefits of portfolio management.
 Understanding of project, programme and portfolio management (P3M), with a focus on

 Good working knowledge of the New Zealand government.
