Road Referendum Update
Following voter approval of a $23 million bond
referendum for road improvements by residents
in the November election, Villa Park is planning
Michigan Avenue between St. Charles Road and Division Street before and after repairs in 2014.
a number of projects this year which will utilize
bond funds for road construction efforts. The
Village intends to complete street improvements on approximately 12 streets and an alley in 2015
using these bond proceeds. In addition to bond-funded improvements, the Village also expects
to complete street improvements on approximately seven other streets using non-referendum
funds in 2015. These street improvements will consist of a variety of different rehabilitation
methods, including reconstruction, resurfacing and patching. Visit www.invillapark.com for more

Inside This Issue
Road Reconstruction & Street Improvements
Two additional reconstruction projects involving significant underground utilities are currently
under design. These projects include Park Boulevard from Villa Avenue to the east end, and South
Michigan Avenue from Park Boulevard to Madison Street. In addition to full reconstruction
of the roadway, these projects will also include combined sewer separation and minor sanitary
sewer system improvements. The South Michigan Project will also include construction of a new
water main, which is expected to be funded through a low-interest loan from the Illinois EPA.
Construction of these projects is contingent upon funding being secured for the combined sewer
separation and the water main improvements.
In addition to these street improvements, the Village is also planning a number of pavement
maintenance efforts. The Village’s 2015 Street Maintenance Program will include pavement
patching and resurfacing on several streets throughout the Village. The 2015 Crack Sealing
Program will provide for the filling of cracks on various streets. The 2015 Asphalt Rejuvenation
Program consists of the application of asphalt surface treatments intended to restore flexibility to
the pavement. These maintenance programs are aimed at extending the life expectancy of Village
streets.

Dear Residents of the Village of Villa Park:
Now that winter is finally behind us and we’re no longer hampered by winter storm warnings, the Village of Villa
Park is preparing for what is expected to be a very busy year ahead.
As you’re probably aware, our pursuit of a $23 million road referendum in the November 2014 election passed
with remarkable results – 71% voted in favor of investing in street improvements. At the end of our 7-year plan,
the Village will have nearly 20 miles of new roads and an entirely new look. This is, in essence, the beginning of
our version of an “Extreme Makeover” in Villa Park.
In 2015, the Village plans to complete improvements on 12 streets and an alley using bond proceeds from
the approved referendum. This is on top of completing improvements on an additional seven streets that are
included in the FY15/16 budget. You can keep track of our projects by visiting the Village website at www.

All in all, we are preparing to spend upwards of $10 million, which is a combination of referendum bond funds
and non-referendum funds, on reconstruction, resurfacing, patching and rejuvenation projects this year. Thank
you, residents of Villa Park, as we would not come close to completing street improvements at this level without
your support last November. We appreciate your patience as we get these projects underway.
Our “Extreme Makeover” isn’t limited to just road improvements. The Village recently rolled out a new façade
assistance program to help business and building owners, on Villa Avenue in and adjacent to the Kenilworth Tax
Increment Financing (TIF) District, spruce up their exterior appearance. The Village also continues to work
on redevelopment plans for the much-anticipated and long-awaited Transit Oriented Development (TOD) area
around the Metra Train Station. And, you will soon see more action in the North Avenue corridor.
Your Village Board is also undergoing a mini “makeover” as a result of the municipal election in April. TrusteeElect Nick Cuzzone is our newcomer and will take over the unexpired two-year term vacated by former Trustee
John Davis. Trustee-Elect Cuzzone, along with our victorious incumbents, Trustees Chris Aiello, Al Bulthuis
and Don Kase, will be sworn in as your new board during our board meeting on Monday, May 11th at Village Hall.
Please join us that evening as we begin another new era with your Village Board.
Much is happening in Villa Park these days, and more is on the way. If you bump into me at the store or at a

Sidewalk Improvements
The Village is also planning another installment of its Sidewalk
Improvement Program, replacing damaged and deteriorated
sidewalk throughout the Village with the help of resident
cost sharing. If you are interested in participating, please

Emerald Ash Borer
The Emerald Ash Borer, (Agrilus planipennis fairmaire) is
a small (1/2 inch long, 1/8 inch wide) metallic green beetle
native to Asia.
While it was first found in Michigan in 2002, it is likely that
the beetle population had been established quite a few years
before discovery. Discovered in Kane County, Illinois in 2006,
the beetle’s presence has since been found in 24 states in the
United States and Canada.
The Village expects to complete the Street Maintenance
Program, the Crack Sealing Program and the Sidewalk
Improvement Program as joint bidding efforts, in which Villa
Park joins with other area municipalities in order to bid the
work as part of larger, area-wide contracts. These joint bidding
efforts, with their larger quantities, are expected to attract
lower bid prices. These lower prices, in turn, will allow the
Village to stretch its funds further, and complete as much work
under these programs as possible.
All of these efforts are currently under design, and we hope to
see construction begin on some of these projects as early as

Signs and symptoms of EAB: The most visible signs of
infestation are crown dieback. Branches at the top of the
crown will die and more branches will die in subsequent years.
As the tree declines, suckers or new young branches will
sprout from the base of the tree and on the trunk. The bark
may also split vertically. All ash trees near any new infestation
will most likely become infested and die.
The Village continues to diagnose trees affected by the
Emerald Ash Borer (EAB), and to evaluate the severity and
urgency of removal. Trees that are found to be infested will be
marked with paint and scheduled for removal.
In 2014, Village staff identified 745 trees for removal. Between
contract removals and village staff, 602 trees were cut down
in 2014. With the remaining 143 trees to be removed, and an
estimate of at least 50 additional trees needing removal. The
Village of Villa Park goal is to get caught up with the Emerald
Ash Borer infestation in 2015. The Village has purchased a
new chipper and stump grinder which will help speed up the
process.
Selling Your Home?
The Village of Villa Park requires an inspection of your
premises prior to the transfer of property to verify that
all connections to the sanitary sewer comply with Village
code. There is a $50.00 fee for the inspection. Any improper
sewer connections must be corrected before a Certificate
of Compliance can be issued. Please contact the Village of
Villa Park Public Works Department at (630) 834-8505 to
schedule an inspection.

Birthday Parties at Jefferson & Lufkin Pools
Have your child’s birthday party at the pool! Two-hour parties include
swimming, a gift for the birthday child, decorations, cupcakes, ice
cream, drinks and paper goods. Party staff will do all the work; you’ll
enjoy a fun, stress-free party. Pool staff and lifeguards will be on
duty; however adult supervision is encouraged. Parties can be booked
Monday-Friday 6-8 pm and weekends 2-4 p.m. or 5-7 p.m.; please
note that availability for pool parties depends on activities and events
scheduled at the pools. Please call for party and staff availability.
Mini Adventure Camp
Introduce your child to camp in this relaxed and carefree atmosphere.
Each session includes daily swimming at Jefferson Pool’s heated
wading pool, crafts, music, stories and games. Drop off is at the Iowa
Community Center; pick-up will be at Jefferson Pool. This camp
is for ages 3-5 and meets 9 a.m. – 1 p.m. Check with the Recreation
Department for camp dates and fees.
Lunch with Elsa
Spend a wonderful afternoon with Elsa from “Frozen” as she reads a
book, leads dances and makes a princess crown with the kids. Lunch
and activities are provided. The $35 fee is per one adult and one child
ages 3 and older. Additional household princesses are $25 each. This
special event will be held August, 18, 11:30 a.m.
Aqua Egg Hunt
Hunt for eggs in the water of Lufkin Pool. Kids ages 3-12 will have
fun collecting the eggs floating in the pool. Bags will be provided. All
children need to be accompanied by an adult in the water. This event
will be held June 19 at 11:15 am. The fee is $9 per child.
Big Rigs & Kids and Early Childhood
Open House
Bring the family to the Iowa Community Center to see all the
different vehicles from the Villa Park Fire, Police, and Public Works
departments including the Mobile Command Center, monster tow
trucks, dump trucks, mowers and more. This is a hands-on event
where kids and adults can climb in, on and around the vehicles.
After the outdoor fun, head indoors for the Early Childhood Open
House where you can tour the preschool and Funtime Junction
childcare rooms, meet teachers and the kids can make a craft. Villa
Park Public Library staff will also be on hand; join the library for an
activity and craft. This FREE, all ages event will be held August 1,
10 a.m. – 12 noon.
Dave DiNaso’s Traveling World of Reptiles
This family-friendly reptile show is up-close, live and extremely
hands-on. Dave DiNaso brings his good-natured humor as he shares
his Traveling World of Reptiles showcasing a variety of exotic reptiles
and amphibians. This FREE, all ages event, sponsored by the Villa
Park Library, will be held July 14, 7-8 p.m. at the Iowa Community
Center.
Life Size Battleship
Bring your battleship game skills to Jefferson Pool for this Life
Size Battleship event. Teams will use buckets to try and sink their
opponent’s canoe. Teams will move around the pool using their hands,
buckets and shields to paddle. Staff will be in the pool to assist. The
event will be emceed by Coach Josh of All Star Sports. Canoes, buckets
and shields will be provided. Register at the pool the day of the event.
Participants can register as a team or as an individual; individuals will
be assigned to teams by event staff. Life Size Battle Ship is for ages 5
and up and will be held June 26 at 2 p.m. The fee is $29 per team; $10
individuals.
Fishing Workshop
Bring your fishing rod and reel to this workshop and learn how to
maintain you reel, tie hooks and rigs, how to put on bobbers and
what types of bait are best. This workshop will prepare you for the
Fishing Derby on June 6. This FREE, all ages event will be held
June 3, 6-8 p.m. at North Terrace Park. The event is hosted by the
Villa Park Sportsmen Club.
Family Fishing Derby
Pack a picnic and enjoy this fun event with a chance for everyone to
catch the big one! In recognition of National Fishing Week fishing
licenses aren’t needed but don’t forget your tackle and bait. This
FREE, all ages event is sponsored by the Villa Park Sportsmen’s Club
and will be held at North Terrace Park June 6, 9 a.m. – 12 noon.
Free Fitness Week
Attend any Fitness Easy Pass class the week of May 18-23 for free.
You don’t need an Easy Pass and you can drop in to any class you like;
no pre-registration is necessary.
Party Equipment Rentals
Add excitement to your summer parties with help from Villa Park
Recreation. You can rent a Sports Bag, Volleyball Net, Bags Set, and

Pool Rentals
Did you know Jefferson and Lufkin Pools are available for private
rentals? Both pools are available evenings when special events
aren’t scheduled, from 7:15-9:30 p.m. on Saturday and Sunday or
8:15-9:45 pm Monday-Friday. To reserve a date, contact the Pool
Manager beginning May 30 at Jefferson Pool and June 6 at Lufkin
Pool. The fees for weekend rentals are $165 Lufkin Pool, $195
Jefferson pool; weekday rentals are $125 Lufkin/$155 Jefferson.
Swim lessons are available at Jefferson and Lufkin Pools throughout
the summer and are great for all skill levels. Morning, evening

Mariners Swim Team
The Mariners swim competitively in the DuPage Swim and Dive
Conference, a group of west suburban swim teams. The season
includes 11 meets, 5 each on Wednesday evenings and Saturday
mornings and a season ending conference meet. Practices are each
weekday morning at Jefferson Pool. Beginning swimmers need
previous swim lesson experience prior to the start of the season and
must successfully swim one length of the pool using a legal stroke.
Younger swimmers ages 5-8 with no previous team experience can
join the Mini Mariners and compete in the 5 home meets.
Aqua Fitness Classes
Enjoy the pools this summer with a variety of aqua fitness classes
including Aquacise, Deep Water Workout, Aqua Boot Camp and Aqua
Pilates. Classes are available throughout the week at both Jefferson
and Lufkin Pools.

K-9 Good Manners Dog Obedience Classes
We are pleased to announce that our new Dog Obedience Instructor,
Kim Grala, comes to us with 11 years of experience!
She invites family members, including those ages 5 and older, to
attend these classes which will help you learn how to redirect your
pup’s inappropriate behavior such as jumping, nipping, mouthing,
and barking plus ways to deal with adolescent behavior. Pups will
learn good manners such as sit, down, stay, come when called,
walking on a leash and socialization.
Dogs must wear flat snap or buckle collars. Metal or chain collars
are not allowed. Please bring a 4 to 6 foot leash, treats and clean-up
materials to class.
Basic/Intermediate Classes (combined) for pups ages 5
months and older
Wednesdays, June 3-July 15 and July 29-September 9, 6:30-7:30 p.m. $95 (7 classes)
Puppy Classes for ages 9 weeks through 4 months
Enrollment is ongoing so that you do not have to wait until the next
session to begin training your pup. Your pup will participate in 7
classes regardless of when you enroll.

Proof of current vaccinations and Bordetella shot must be presented
the first night of class.
Graduation festivities will be held during the final class! Classes held

Police Department
CERT (Community Emergency Response Team)
For 2015, Villa Park has teamed up with the Milton Township CERT
program. Milton Township is located in Wheaton and has the largest
CERT program in DuPage County with over 1,100 members. A training
class held this March and April allowed residents of Villa Park to
train and become certified so that they can be called upon to assist in
incidents throughout DuPage County as well as Villa Park. This class
alone has more than 70 registered participants including 10 members
from Villa Park. Other classes are scheduled to be held in June and
August of 2015.
CERT members train so that they can assist first responders in the event of a disaster or other incident that calls for many resources.
The basic course includes 21 hours of training and instruction that takes place over seven weeks. Members will learn about Fire Safety
and Suppression; Disaster Medical Operations; Damage Assessment; Light Urban Search and Rescue; Organization, Terrorism &
Disaster Psychology and Disaster Preparedness.
In the past two years, Milton Township CERT members participated in events such as the Prairie State Games, Metra Rail Evacuation
Training, the DuPage County Homeless Count, Fire Department Open House events, Safety Saturday and several other training
situations. Current Villa Park CERT members help in Villa Park by assisting in events such as the DEA Drug Take-back, 5K runs and
roadside safety checks.
CERT members include people from a variety of different backgrounds that want to be able to prepare for and help others when a
disaster occurs. They learn from instructors that come from Police, Fire, Medical and Public Works backgrounds. Each graduating
member is certified as a CERT member by the State of Illinois and will receive a backpack containing tools and rescue items that may
be used to assist them when called to assist in emergency operations.
There are currently 17 members of the Villa Park CERT team that have helped out in many community events during recent years.
By combining efforts with Milton Township we hope to increase the number of members and the amount of training and functions/
incidents that they are able to be involved in.

Sign Up for CivicReady
In today’s world of ever-changing technologies and increased use of cells phones, traditional notification via Reverse 911 has
become difficult. The Village of Villa Park recognizes this and has found a solution for residents to receive notifications during
emergencies. This solution provides the Village with the ability to communicate via our website, email, SMS, voice calls and
social media platforms quickly and efficiently before, during and after an emergency. You choose the method of delivery when
you register to receive the notifications. You can choose one or all methods of notification during registration.
The name of the program is CivicReady, and it integrates both emergency preparedness and emergency communication together
so the Village is able to effectively distribute information. This is a cloud-based solution that provides more than just alerts and
notifications. The program includes a website for emergency preparedness information, an emergency communication portal
and automated weather warnings.
You can access the emergency preparedness website through www.invillapark.com by clicking on “CivicReady” located on the
left hand side of the page or going to http://il-villapark.civicready.com. To receive emergency notifications you will need to
become a subscriber, which can be completed via the sign-up located on the front page of the CivicReady site.
We encourage all residents and business owners of Villa Park to sign up for this service. Sign-up will only take a few minutes
and will allow you to be informed when severe weather conditions are imminent, flooding situations are possible or in case of
any other emergency that might occur. It is the goal of the Village to have all residents registered to receive these emergency
communications and be informed. Your email will be used solely for Village purposes, and will not be shared/sold.

Police / Fire Department
Neighborhood Watch
The police department recently made some personnel
adjustments and Officer Kevin Conner is no longer the
coordinator for the Neighborhood Watch Program. Officer
Conner held this position for eight years and did a fantastic job
overseeing this program and helping to build relationships with
the police department and members of the community. The
Village offers a sincere thank you to all the work Officer Conner
has done. Officer Conner may now be seen (or not) patrolling
the streets and providing assistance to the community on the
midnight shift.
The Neighborhood Watch program is now being coordinated by
Sgt. Robert Yannotti who is assigned to the afternoon shift.
Sgt. Yannotti will also be assisted by Officer Jeff Runge of the day
shift and Officer Donald Giammarino of the afternoon shift. If
you are interested in bringing a Neighborhood Watch program to
your block, Sgt. Yannotti may be contacted at (630) 592-6109 or

The biggest event for the Neighborhood Watch program is
National Night Out, which is always held on the first Tuesday in
August. This year the event will take place on August 4th, 2015
with the Village sponsoring activities that will take place at
Lufkin Pool. More information about National Night Out can be

Adoption Rules
• Hydrants will be readopted every two years. To keep your
hydrant for another two years, you must pay to readopt it.
• You must keep your hydrant in good condition, touching up
the paint if needed, and keeping it free of snow.
• If rules are not followed, your hydrant will be painted over and
you will lose your adoption rights.
• The Village will not refund the adoption fee in cases of not
adhering to the rules of the program.

Burning Yard Waste
and Outdoor Fireplaces
As a reminder, the Village of Villa Park prohibits the burning
of yard waste, brush, debris and similar materials and
regulates the use of fire pits and outdoor fireplaces. The
following excerpt from the Village’s fire prevention code
regulates the burning of yard waste, debris, etc. and outdoor
fireplaces and fire pits:
Chapter 4: Open Flames or Burning
(a) Open burning is prohibited except with the express
written permission of the code official or his designate.
(b) Exceptions to (a) include recreation fires that are
allowed for cooking food on grills, barbecues, kettles,
smokers and similar appliances. Fire pits, fire rings or other
fires on the ground are prohibited.
(c) The burning of seasoned firewood in an “outdoor
fireplace” is allowed. The wood used shall be cut into logs
and not freshly cut or “green.” The appliance used shall have
a secure, suitable cover and suitable screening in place on its
sides. The code official or his designate may prohibit the use
of an outdoor fireplace if the products of combustion create
or add to a hazardous or objectionable situation.

The Village of Villa Park
will be performing its
semi-annual water main
flushing operation in
May. This is a necessary maintenance procedure to clear the
mains of rust deposits and to check fire hydrants for proper
operation.
Flushing will be performed on May 4th, 5th, 6th, 7th, and the 8th
between the hours of 9:00 a.m. and 3:00 p.m. We ask that you
please refrain from doing laundry during the above-indicated
times, as rust stains could potentially damage clothing.
We regret any inconvenience this may cause you, and
thank you in advance for your patience. If you have any

New Fire Engine

At DuPage High School District 88, our mission is to work for the
continuous improvement of student achievement.
We accomplish that mission with the support and hard work of
our staff, Board of Education, parents/guardians and community
members – and the 2014-15 school year has been no exception. We
have had tremendous successes, and we know those are possible
because of the partnerships we maintain. Below are a few highlights
from 2014-15 as we round out the school year.
National Recognitions
We are proud to announce that earlier this school year, we learned
Willowbrook and its sister school, Addison Trail, have been named as “Top
High Schools” by Newsweek and as “America’s Most Challenging High
Schools” by The Washington Post. This is the second consecutive year both
schools have received both honors in the same year. Those are two of the
most substantial rankings with regard to school performance, and
we’re honored to have both of our schools recognized by these credible
sources. Our stakeholders work hard to help our students reach their
goals inside the classroom and beyond, and these recognitions are a
result of those efforts.
Vision 20/20: A Vision to Transform Illinois Schools
One of our education initiatives this year is to support Vision 20/20,
which is being proposed by a coalition of professional education
organizations in Illinois. The goal of Vision 20/20 is to unite the
education community and develop a long-range blueprint for
improving public education in Illinois. The vision is founded on the
belief that the key to continuous improvement in public education
relies on the experience of public educators, who work with students
every day. The vision is comprised of four areas for prioritization,
which are Highly Effective Educators, 21st-Century Learning, Shared
Accountability, and Equitable and Adequate Funding. For more

New District 88 Video Segment Airs on Villa Park Cable Tv
This year, we are excited to partner with Villa Park’s public access,
education and government channel (TV VP Style) to broadcast an
ongoing video segment that will highlight the news of District 88.
We will feature student and staff successes, as well as pertinent
information about the district. Segments will air at 9 p.m. every day
of the week, and shows can be viewed on Comcast Cable Channel 6,
AT&T U-Verse Channel 99 and at www.tvvpstyle.com/watch. We are
thrilled to pursue another avenue to share District 88 news with our
stakeholders.
As we head into the end of the school year, we would like to thank you

As the 2014-15 school year nears completion,
it’s a great time to reflect on the fantastic work
our students, staff, parents and community
members have accomplished this year. We also are making plans for
the coming years to build on the Pride, Tradition and Excellence that
Willowbrook has achieved for more than 55 years.
As in past years, this school year has included numerous academic
recognitions for our students and school. More students than ever
are enrolled in our most rigorous academic courses, and our seniors
continue to be accepted to top colleges and universities throughout
the U.S. Members of the class of 2015 will graduate from Willowbrook
this June having earned nearly $6 million in scholarships, and they
will continue their education in more than 20 states throughout the
U.S.
Next school year, our returning students will again have the
opportunity to enroll in Advanced Placement (AP)/college-level
classes at every grade level. Students also will be able to enroll in
learning programs such as Project Lead The Way (a provider of
science, technology, engineering and math (STEM) programs), The
Brook Catering Co. and College of DuPage dual-credit courses that
provide college credit and career preparation.
Beyond the classroom, our students continue to extend their learning
and skill development in athletics, activities and performances.
We have had numerous students and groups recognized at the
regional, state and national levels in music, performing arts, athletics
and extracurricular activities because of the commitment they
demonstrate outside of the classroom.
The Willowbrook community also is committed to serving others
locally and throughout the world. From raising nearly $60,000 for
cancer research through Relay For Life to hosting blood drives,
youth mentoring and numerous other community service programs,
Willowbrook students, staff and other stakeholders continue to live
the Warrior Code in every aspect of our work.
The road ahead will see us continuing to research, develop and
implement relevant learning opportunities that will best benefit
our students. That includes continuing to provide students with
opportunities beyond our campus at colleges and workplace
environments to prepare them for life beyond Willowbrook and a
global society.
The 2014-15 school year has been another great year, and we celebrate
the work of our students and acknowledge those successes are
possible because of the dedication and passion of an outstanding staff
and the support of our parents and community. Those foundations
ensure we will maintain a high-quality educational environment for
all of our Willowbrook Warriors next year and beyond.

Community Engagement and Communication
Salt Creek School District 48 places a high priority on ongoing
communication and feedback from our parents, students, staff and
community members. We recognize that it is our responsibility to
do an exemplary job in educating our young people so that they are
prepared to be successful in the next steps of their lives. With this
goal in mind and to make sure that we listen and continue to get
ideas and feedback from our community, our Board of Education has
formed a Community Engagement Committee. This committee is
designed to assess the quality of our current communication efforts,
and brainstorm other new vehicles to stay in touch with our families
and community members. The committee will meet several times this
spring and will deliver a report this summer.
Curriculum, Assessment and Student Learning
Like all districts in Illinois, Salt Creek District 48 is fully engaged
in the administration of the new state assessment system, PARCC
(Partnership for the Assessment of Readiness for College and
Careers). This assessment takes the place of the old ISAT (Illinois
Standards Achievement Test), and is based on the more rigorous
common core curriculum in Language Arts and Math. All students
in grades 3 - 8 will take these assessments on line in two parts -- in
March/April and April/May. The questions on these assessments are
much more difficult than the ISATs; they probe the deeper analytic
and problem solving skills that students will need to be successful
in high school and beyond. Even preparing for the administration
of these new tests has been a challenge, but our goal is successfully
administer them and have our children perform to their highest
abilities. We will use the results, which we will receive next fall, to
provide us the feedback we need to continue to improve curriculum
and instruction. As always, continuous improvement is our goal in
Salt Creek District 48.

Continuous improvement and engaging students in their own learning is our goal.
Here, in Salt Creek Primary School students build structures with legos during a special assembly as
part of the school’s reading incentive program, called Building Good Readers. The students followed
instructions to build the structures, thus increasing literacy. Building the structures helped them to
think in three dimensions and use problem-solving, organization and planning by instruction.
Odds & Ends
Success on Zombie Lane
The Villa Park Odeum hosted Rob Zombie’s Great American
Nightmare haunted house experience from September 26,
2014 through November 1, 2014. The experience included a
concert performed by Rob Zombie. The concert marked the
opening of three attractions based on Rob Zombie horror
films, musical entertainment, games, and food. The event was
a huge success and garnered over $35,000 in entertainment
tax revenue for the Village. Lori Guimond, Villa Park Building
and Property Maintenance Inspector came up with the idea to
create a Villa Park road sign that read “Zombie Ln.” The sign
along with a Halloween photo of Village employees was sent to
invite the promoter back for 2015.
Yard Waste Collection
Yard Waste collection is provided on a pay as throw basis.
Yard waste consists of grass, shrubbery clippings, leaves, and
plant material. Yard waste is to be set out in 30 gallon Kraft
paper bags designed for the collection of yard waste or in 35
gallon (max) refuse cans clearly marked yard waste Only. A
prepaid Yellow Yard Waste Tag must be affixed to each bag
or can set out. Yard waste bags or cans are not to exceed 50
lbs when full. Do not use plastic bags for yard waste (plastic
cannot be tub ground, composted, or tilled into soil). Yard
waste is limited to what is generated at the residence being
serviced. Yard waste must be out by 6:00 a.m. along with
refuse during the Yard waste collection season. Yard waste is
collected from the first full week in April through November
each year. Yard waste will also be picked up the entire week
following Thanksgiving even if this stretches into December.
The final week yard waste collection this year will be Nov.
30th through Dec. 4th, 2015.
Brush (tree branches not exceeding 4 inches in diameter,
bush trimmings, plant stocks) must be tied into bundles
using twine, not to exceed four feet in length, 18 inches in
diameter, and not weigh more than 50 lbs.
Residents are also allowed to dispose of an unlimited
number of Kraft Paper yard waste bags filled with leaves
without affixing prepaid Yellow yard waste Tags on each bag
during a seven week period beginning in late October each
year. Rocks, sod, bales of hay and landscape timbers are not
landscape waste and should not be placed in yard waste cans
or bags. These items require a special pick up service. For
more information, contact Village Hall at (630) 834-8500.
Façade Assistance Program
Now building owners have an opportunity to help improve the
appearance of Villa Avenue and other buildings in and adjacent
to the Kenilworth Tax Increment Financing District.
A one-time 50% rebate up to a maximum of $20,000 per
building is available to the owner of record of the renovated
structure between St. Charles Road and Park Boulevard along
Villa Avenue. Eligible improvements include:

Changes To Utility Billing
Beginning in June, 2015 residents will be receiving their
utility bill monthly on an 8 1/2 X 11 sheet of paper. The new
form will include a bulletin board section and will allow the
Village to include periodic inserts concerning Village events.
When making payment, please be sure you are using your
correct utility account number provided on your bill.
Residents’ account numbers changed in May, 2014. This is
VERY IMPORTANT for residents making payments on line
through their bank, on our website, or paying by phone (see
below). Payment credits may be delayed if the proper account
number is not used.=

SRT Outdoors
Because of SRT Outdoors’ success in Villa Park, the hunting and fishing retailer recently moved to a larger
location in town.
The fisherman’s paradise continues to sell everything from rods and reels to live bait and equipment repair
services. The retailer offers more than just fishing supplies, however. Customers can find camping gear and
items for all sorts of outdoor adventures.
Scott Therrien, owner of SRT Outdoors, chose to stay in Villa Park after about 1.5 successful years at his

Villa Park State of the Village 2015
Upcoming road improvements and economic
development projects highlighted Village Manager
Rich Keehner, Jr.’s presentation during Villa Park’s
State of the Village address February 26, 2015.
Among many other improvements to the
community including environmental and costsaving efforts throughout Villa Park, Village
Manager Keehner praised the success of the
2014 road referendum. The $23 million in bonds,
which were approved with 71 percent of the vote
Nov. 4, 2014, will fund seven years of essential
road improvement projects to begin in 2015.
Most importantly, the bonds will be overseen by a
committee of residents.

“We established this committee of residents to oversee the spending of the
money in a transparent manner,” said Village Manager Keehner during the 2015
State of the Village address.
With the creation of two new Tax Increment Financing Districts (TIFs) –
Kenilworth Avenue and Ardmore & Vermont – Villa Park is poised for a growing
business environment. A façade assistance program for businesses on Villa
Avenue approved by the Village Board this year will attract more customers to
the area as businesses improve their curb appeal with help from the Village.
“We expect that to be very successful in that area,” Village Manager Keehner
said.
In the midst of discussing new projects spurring economic development, road
improvements and many other exciting programs throughout Villa Park, Gov.
Bruce Rauner’s budget address raised concerns. Village Manager Keehner
noted Gov. Rauner has proposed a 50 percent reduction in the annual income
tax revenue Villa Park receives from the state.
“That means that we’ll lose $1.1 million on a permanent basis annually if he
takes that away…It’s a tremendous amount of money for Villa Park,” Village
Manager Keehner said.
Still, 2015 looks promising in Villa Park with a brand new, grant-funded fire
engine, the fully staffed Police Department continues increased foot patrols
in necessary areas to protect Villa Park residents, and Parks and Recreation is
developing a Parks Master Plan to meet the future needs of residents.
“We do have a very talented staff, and we do have a very talented Board of
Trustees and our President. We work well together, and that is a key to getting
all the things that we get done,” Village Manager Keehner said.
