WEST END JUNIOR BASKETBALL LEAGUE
INFORMATION SHEET
Registration begins October 1, 2012 and ends November 1, 2012. Forms can
be downloaded online at Westend-club.com. or it can be picked up at the front
desk of the West End Racquet and Health Club located at 4343 Spencer Street,
Torrance, CA 90505.
LOWER DIVISION Registration is for KINDERGARTEN-1st Grade Students ONLY!!
UPPER DIVISION registration is for 2nd-3rd Grade Students ONLY!!
ABSOLUTELY NO EXCEPTIONS!!!!
TEAMS
Each division will have either eight or nine teams depending on enrollment.
When total enrollment reaches 144 players, each division will have 9 teams with
8 players per team. This year the league will be 10 weeks long starting with the
first games beginning on Dec. 1st, 2012. The last week will be the upper
division play-off games and will be held on February 16th, 2013. During this 10
week period, every team will be scheduled to play 8 games during the season,
and every team, will have ONE bye and not play during this time. Teams will be
decided by random draw done by the Basketball Director. Please indicate TWO
“friend requests” on registration sheet. We will attempt to put at least ONE
friend on child’s team, however there is no guarantee.
COACHING
We are looking for anyone who can devote one hour during a weekday afternoon
(between the hours of 4pm-7pm Monday-Friday) and one hour on Saturday for
games. Once the practice time is picked, the time remains throughout the
season. There will be a seasoned coach available to assist all the coaches in any
capacity. The coach will be available for any basketball questions, coaching tips,
rule clarification, and practice drills. We appreciate ANY parent who can
volunteer their services….basketball skills or no basketball skills
PRACTICE
Each team is given one hour a week to practice at the West End gym. Practice
times for each team will be determined on Monday, Nov. 5th, 2012. This will
allow each team to have, at least, two practices before their first game.
UNIFORM
Each team will receive their uniforms prior to the first games of the season and
picture day. Each team will be notified when and where they can pick them up.
PICTURE DAY
This year, picture day will be on the same day as the first game of the season,
December 1st, 2012. Scheduled photo times for each team will be released prior
to the first game of the season.
BANQUET
At the end of the season, teams will have an opportunity to have a Team Party.
If desired, West End can host a pool party for the teams at an additional fee.

JUNIOR BASKETBALL UPPER DIVISION RULES

Basketball rim height- 9ft from the rim to the ground.
Ball size-28 ½ inches in diameter. Ladies size basketball.
Court size-40 ft wide by 60 ft long from wall to wall.
The sidelines are observed for inbound purposes only.
Each game will be a total of 40 minutes in length. This equates to four 10 minute quarters
using a running time formats except for the last two minutes of the game if the point
differentiates between the two teams is 10 points or less. If this is the case, then the last two
minute of the game will go to stop clock format. This means we will stop the time of the clock
for every whistle blown by the ref.
6. Scoring is in effect for the upper divisions.
7. One point is awarded for every free throw; two points for every field goal inside the three
point line, and three points are awarded for every field goal behind the three point line. If the
score is tied at the end of regulation play, a one minute stop clock overtime has been played,
then a free throw shoot off will commence to determine the winner.
8. All games start with a jump ball, and then the alternate possession rule goes into effect
afterward.
9. Coaches will get two, one minute time-outs per half, with no carryovers into the second half.
If the game goes into overtime, each team will get one additional time out.
10. Substitutions are allowed to be made during any dead ball. Anytime directly after the ref
blows the whistle the coaches just have to tell the ref that they would like to make a
substitution at that time.
11. Ever able player on the team must play a minimum of 20 minutes per game. Injured players
are the only exception to this rule.
12. Traveling and double dribbling will be observed as violations in this division. The penalty will
result with the opposing team receiving possession of the ball.
13. All fouls will be observed as a penalty, and a bonus system will result, with the opposing team
receiving possession of the ball.
14. All fouls will be observed as a penalty, and a bonus system will result on two foul shots, unless
the fouled shooter makes his shot. If this is the case, the field goal will be counted, and the
shooter will get an additional free throw shot. The bonus will incorporate a 1 plus 1 free
throw shooting situation at the point of 7 teams’ fouls, and 2 free throw shots at the point of
10 team fouls.
15. Flagrant fouls will be called for any fouls committed that could create bodily harm to the
fouled player. If called, the fouled player will receive two free throw shots, and his team will
receive possession of the ball after the free throw shots.
16. When a team brings the ball up the court for the first time on each possession, backcourt
defense will not be allowed. But once the offensive team crosses the half court line, and then
the half court line will no longer be in effect. This means that both teams may freely cross
back and forth across the line with no penalty being called.
17. Defensive players will be required to play roughly five feet back from the inbound thrower.
The ref will instruct the defending players with what the acceptable distance is.
18. This year we will allow any team to play any type of defense, either man on man or zone
defense.
WEST END
JUNIOR BASKETBALL LOWER DIVISION RULES
1. Rim Height- 8ft from rim to ground.
2. Basketball size- Junior, 271/2 inches in diameter
3. Court size- 40 ft wide by 60 ft long, from wall to wall. There are sidelines and baselines which
are used for inbound purposes only.
4. Game time- 40 minutes total time. (4 ten minute quarters in a running time format)
5. There is no keeping of the score in the lower division.
6. All games start with a jump ball. Then the alternate possession rule goes into effect after
that.
7. Coaches will be allowed to use two, one minute time outs per half. Time outs do not carry
over from half to half.
8. Substitutions may be made at the time of any dead ball. Coaches must hear the ref’s whistled
first, and then indicate to the ref that they would like to sub. Violation of this rule will result in
a technical foul with the opposite team shooting free-throws.
9. Every player must play a minimum of 20 minutes per game. Injured players are the only
exception to this rule.
10. This is a developmental league. This means that players at this level are in the process of
developing their basketball skills. Because of this, any attempt of dribbling is allowable. But
on the other hand, traveling will be limited to a maximum of 4 steps. After 4 steps without an
attempt to dribble, the players can be called for traveling resulting in a turnover.
11. Fouls will be called. And in the lower division, all fouls will result in either one or two free
throws from the ten foot mark. The number of free throws will be determined by the type of
foul. If the fouled player was in the act of shooting, that player will shoot two free throws. All
fouls deemed as flagrant by ref will result in two free throw shots as well.
12. Initially, defense cannot be played in the backcourt until the offense crosses the half court
line. But once the offense crosses, then the half court line is no longer in affect. In other
words, both offense and defense may go back and forth across the half court line. No back
court rule is in effect.
13. Any defensive scheme, (man on man, or zone) is allowable. The reason for this is again
developmental in nature. For every defense played, there is a potential offense to break it. Of
the two, the harder offense to teach is the ones that break the man on man defense. By this
same token, man on man defense is much harder to teach than zone. Coaches may refer to
our professional staff to assist in this.
14. When in bounding the ball, the defense is required to play at least five feet away from the in
bounding ball player. The ref will indicate where the defensive players are allowed stand.
