Mobility Manager
United We Guide is a program developed by a consortium of state
agencies and local organizations who are working together to
assist Floridians age 60 and older with access to local
transportation safety and mobility options.
Through the United We Guide program, a “Regional Mobility
Manager” has been established in the Capital Region. The
Regional Mobility Manager will provide training and resources to
local Mobility Coordinators. Your local Mobility Coordinator will
work with local agencies to help coordinate the travel and trip
planning needs of individuals who receive human service program
assistance or who are seeking alternative transportation services.
This resource guide has been developed to provide a “One Stop
Shop” to assist the local Mobility Coordinators, seniors, disabled
citizens and caregivers. This guide also contains a toll free number
that can be used to access your local Mobility Coordinator as well
as state and local transportation resources.

Caregiver Considerations
Whether you are looking for transportation for yourself, or you are
a caregiver in search of transportation for seniors, you may want
to consider the following questions before deciding on a
transportation option. Then use these questions to gather more
detailed information from the transportation provider you are
considering.
1.
What is the service area?
2.
Is there a limitation on distance?
3.
How much will the service cost?
4.
Will insurance pay for rides provided by the service?
5.
Are there requirements to qualify for the service? If so, what
are they?
6.
Is there an evaluation that must take place prior to the first
ride?
7.
Is there a membership fee that must be paid before
scheduling rides with the service?
8.
How far in advance must reservations be made?
9.
Are rides provided in the evenings, on weekends, or on
holidays?

Paratransit Training
“Paratransit” is considered transportation services that are
provided between specific origins and destinations selected by
the individual user with such service being provided at a time
that is agreed upon between the user and provider of the
service. Americans with Disabilities (ADA) transportation
services are required to be provided by transit providers.
There are federally approved limits as to who is eligible and
when and where the service goes.

Service Description
Fixed Route
The term fixed route describes a method of transportation in
which buses or other vehicles travel along a pre-set route and
make regular stops at pre-determined locations. In accordance
with Americans with Disabilities Act of 1990 all fixed route public
transportation must also be accessible to those individuals with
disabilities, including but not limited to those who are hearing or
visually impaired, those with physical limitations or those who
require wheelchair access. It is important to note that there is only
room to secure two wheelchairs on each fixed route bus. While it
rarely happens, If there are already two wheelchair-bound
passengers secured, the third individual will need to wait on the
next bus.
Tips to remember when using a fixed route:
Plan your trip in advance- know which routes to take, and how
much time you’ll need to get to your destination. If you are unsure
what stop is best, feel free to ask the transit operator.
Communicate – Be sure to let the transit operator know what your
needs are to ensure that they are being met.
Have a back-up plan- in cases such as traffic delays the bus may be
running behind schedule so it is good to have a plan B in place.

Service Description
Para-transit
Although we do our best to make sure our fixed route systems are
accessible to everyone, there are some cases where a person may
not be able to use this method. For example, if someone is unable
to walk the distance to the nearest stop or terminal, or if a
disability makes it difficult for them to navigate the fixed route
system. In those cases ADA requires that comparable paratransit
be made available.
Paratransit services will take you to your destination within the
service area. To qualify for paratransit services an individual must
be unable to independently navigate the fixed route system. Most
providers may also require an application to qualify for the use of
these services.
Tips to remember when using paratransit service:
Stay on Schedule- Your paratransit operator will arrive at a
designated time to take you to your destination and then return
later to pick you up. It is important that you are ready to go at the
time you are scheduled.
Bring help if you need it- the paratransit operator can assist you in
entering and exiting the vehicle, however if you will need the
assistance of a personal attendant to help with your personal items
then it is ok to bring someone along. Just let the operator know
when you call to schedule a trip.

Service Description
Private Companies
Private Companies are local businesses that offer transportation for a
fee. Some specialize in the transportation of individuals with physical
impairments as well as those needing medical supervision. The
charge for these services will vary depending on a number of
variables such as the distance traveled, vehicle used, and
accommodations need.
Tips for using private companies:
Most private companies require payment from the individuals. If you
qualify for discounted transportation through Medicaid be sure to
ask if they will accept that form of payment before scheduling your
trip. You should always contact a private company directly to confirm
available services and rates.
Volunteer Services
Many community organizations use private vehicles to offer
transportation services at little or no charge to senior citizens or the
transportation disadvantaged. Volunteer service providers may have
limitations on how often their services are available, or to whom
their services are available. It is important to remember that these
services are on a volunteer basis only.
Tips to remember when using volunteer services:
These services are on a volunteer basis only and may not be available
at all times. It’s a good idea to call a few days in advance if you plan
to use a volunteer service.

Wakulla Transportation
This is a door to door service for Medicaid eligible, disabled, elderly
and private pay consumers. The cost is $1.31 per mile, cost share
for multiple riders. Medicaid $2 round trip for doctor
appointments only; $3 round trip within Wakulla county and $7
round trip for non-sponsored trips. Medical trips have priority.
