CITY COUNCIL AGENDA REPORT Land Use Bylaw 300 Amendment – Redesignation of the land described as part of NE 25-40-27 W4 PREPARED BY: Josh de Jong, Planning Intern PRESENTED BY: Josh de Jong, Planning Intern DATE: June 23, 2014 SUBJECT: PURPOSE: The City has received an application for the redesignation of the land described as part of NE 25-40-27 W4 from Future Designation District (FD) to Residential Medium Lot Single Detached Dwellings (R1b), Residential Smaller Lot Single Detached Dwellings District (R1c), General Residential (R2), and Public and Institutional Use District (P). This change is presented as an amendment to Land Use Bylaw 300 via Bylaw 300.88. BACKGROUND: The City received an application from Ridgestone Homes Inc. for the rezoning of the land described as part of NE 25-40-27 W4. This rezoning will help facilitate the future development of Shepherd Heights. These lands are contained within the Northwest Outline Plan which was adopted with amendments in June 2014. The proposed area of land is legally described as: Part of NE 25-40-27 W4 This amendment must be done in accordance with sections 606 and 640 of the MGA and Part 5 of the Land Use Bylaw. ISSUE ANALYSIS: Administration has prepared Bylaw 300.88 which would rezone part of NE 25-40-27 W4, in order to help facilitate the development of Shepherd Heights. This development will be comprised of 23 Residential Medium Lot Single Detached Dwelling (R1b) parcels, 6 Residential Smaller Lot Single Detached Dwellings (R1c) parcels, 8 General Residential (R2) parcels and 5 Public and Institutional Use (P) parcels. Two of the P parcels will be Municipal Reserve. A subdivision application is being processed concurrently for Shepherd Heights. Please see the rezoning map, figure 2, for comparative purposes. PUBLIC CONSULTATION: Notification of this application was mailed on June 12, 2014 to all property owners located within 60 metres. Desired Outcomes: Lacombe residents have a diverse range of housing choices that meet the needs of all income levels and life stages. Each neighbourhood has open spaces, water features and access to trails for all to use. The community is well-planned and compact, ensuring existing neighbourhoods are used more efficiently, and agriculture land is protected. ALTERNATIVES: As first reading has not been given, administration has not provided any alternatives.
