Target Community & Educational Services, Inc. welcomed sixteen McDaniel
College graduate students who will serve as Community Living Managers in
Target, Inc.’s residential program during an orientation on May 27th. These
graduate students are working to complete a Master’s Degree program in
Human Services Management in Special Education at McDaniel College. During
their two-year internships, each student will live in one of Target, Inc.’s homes
or in the apartment program gaining real-life experiences in working with
individuals with intellectual and other disabilities. Target, Inc.’s partnership
with McDaniel College greatly enhances each student’s knowledge and skills in
assisting individuals with disabilities to live to the highest level of
independence possible and to improve their quality of life.

Message from Dr. Tom Zirpoli, President and CEO
I hope everyone has had a wonderful summer. It has been very busy here at Target
Community & Educational Services, Inc. We have welcomed 16 new graduate students to
participate in the Human Services Management graduate program at McDaniel College.
Each of these graduate students will live in one of our residential homes or apartments
for the next two years, providing support and care for our clients and learning about
management skills. More information about our new students is provided in this
newsletter.
We also welcome two new members to Target’s Board of Directors: Dr. Henry Reiff, Dean
of Graduate & Professional Studies at McDaniel College, and Evan Wyant, Business Service
Officer with BB&T. Both have been elected to serve a three-year term on the board. At the same time, we say farewell to three board members who have completed their terms: Dr. Barbara Alving, Ms. Caroline Brocato, and Mr.
Christopher Ruppert. While their board service has come to an end, each of these individuals will continue to
serve on Target committees, and we appreciate their willingness to continue to serve.
At our summer meeting, the board approved our new FY10 budget that began on July 1st. Our total operating
budget for FY10 is 5.8 million dollars, a three percent increase over FY09. Once again, our budget includes no
cost of living increase from the State of Maryland while we continue to deal with increased expenses. In fact, our
state funding (80% of our revenue) has just been cut by 2%. Our administrative costs are at 9.2%. Our payroll for
185 employees consumes about 78% of the budget.
Our fundraising focus this fiscal year will be on raising $500,000, or twenty $25,000 named scholarships, for our
graduate student scholarship endowment at McDaniel College. This will fully fund the 22 graduate student
scholarships we provide each year to our Community Living Managers (CLMs). We have secured about five of
these and will be seeking 15 more. If you are interested in supporting Target, Inc. in this way, please give us
a call.
Lastly, I hope to see you at our Bull Roast on October 3rd. It is our primary Montgomery County fundraiser and the
only fall fundraiser. Raffle tickets are available. Please attend and support our agency.

the children and adults we serve.

Dr. Tom Zirpoli expressed great appreciation for the
dedication and commitment of three retiring volunteers at the
June Board of Directors meeting. Each volunteer served on
Target, Inc.’s Board of Directors for a total of six years. The
retiring Board members are Dr. Barbara Alving of National
Institutes of Health (NIH), Caroline Brocato of Neuman &
Associates, LLC, and Christopher Ruppert of BB&T.

Cowboy Up for the Rodeo!

all sang along to the songs
we knew and danced the
night away! The spectacular
fireworks brought squeals
and laughter from everyone. We are already looking

Harbor. A water taxi provided scenic
transportation to Old Town Alexandria, VA where we boarded the King
Street Trolley for sightseeing.

competition was fierce!

dances, and participating in the
Multiple Sclerosis Challenge Walk
fundraiser.

1st Annual Target, Inc. Field Day

On June 24th, 2009 the Carroll County Vocational
Department held its first annual Field Day. Twentythree individuals from the Day Habilitation Program and
Supportive Employment Program competed in a variety
of events including the softball throw, soccer kick, and
standing long jump. The favorite event of the day was
the sponge throw, providing everyone the opportunity to
get a little wet and cool off. The Field Day allowed
individuals to demonstrate their sportsmanship,
participate in physical fitness, and have lots of fun. The
day ended with everyone receiving a medal and a t-shirt
to celebrate the great job done by all.

Meet the New CLMs!
By Julie Caple
Errin Alexander, Brunswick, N.J., graduated from South
Carolina State University. His goal is to become a Behavior
Analyst. Errin loves music and dancing. Katie Bankard,
Eldersburg, MD, enjoys shopping, working out, and
spending time with friends and family. Caitlin Carter of
Port Huron, MI loves to go shopping, watch movies, and
read books. She graduated from Oakland University.
Kathryn (Kat) Deutch of Columbia graduated from
Towson University and enjoys traveling and going to
concerts. Kat looks forward to a future management or
teaching position. Dallas Flint, St. Augustine, FL,
graduated from Maryville College with a focus on ASL and
Deaf Ed Studies. Dallas would like to one day build her
own computer and travel the world. Lillian Graham, from
North Carolina, graduated from the University of Maryland.
When Lillian enjoys sports, traveling and trying different
foods. Her goal is to make an impact on people’s lives!
Latonia Haines of Bel-Air, MD graduated from McDaniel
College. Latonia enjoys listening to music, reading, and
bicycling. Erin Hermansky of Harrisburg, PA graduated
from Messiah College. Some of Erin’s hobbies are reading,
cooking, running, and enjoying outdoor activities. Lauren
Hild of Sykesville received her B.A. in Psychology from
McDaniel College. Lauren enjoys spending time with her
family and fiancé. Ellie Hume, Eldersburg, MD, would like
to receive her PhD in psychiatry and own her own
psychiatric clinic. She enjoys cooking and traveling. Elaine
Mills of Uniontown was an undergrad at Messiah College.
Elaine teaches youth group at her church. Jennifer (Jen)
Minner, Ellicott City, received her undergrad from
Stevenson University and would like to become a special
education teacher. She is an animal lover and enjoys
horseback riding, movies, and going to the beach. Nick
Obielecki, Harrisburg, PA., enjoys soccer and paintball.
One of his goals is to receive his counseling license.
Madeline (Maddie) Reid from Falls Church, VA, graduated
from Haverford College. Maddie enjoys sewing, baking,
and running. Stacey Watcher, Walkersville, graduated from
Shepherd University. She enjoys going to the beach,
snowboarding, and traveling. Alicia Womack, Hagerstown,
MD, graduated from Philadelphia Biblical University. She
enjoys scuba diving, jogging, reading and motorcycle
riding. Her future goal is to hike the Inca Trail in Bolivia!

My Experiences as a CLM

I discovered my love for the special
needs community while studying,
interning, and volunteering in the
human service field.
Of all my
experiences, I consider the
opportunity with Target Community &
Educational Services, Inc. one of the
most rewarding. Target presents an exceptional
opportunity by providing me a mixture of both
hands-on and classroom experience. I am thankful
for the role that Target plays in preparing me for
the future endeavors that await me.
Benjamin Disraeli once said that, “The greatest
good you can do for another is not just to share
your riches, but to reveal to him his own.” During
my next year with the Target program, I hope to be
able reach out to one person, to push this
individual to acquire something that he/she initially
felt was unattainable. I look forward to helping this
individual realize that with good service, help, and
the pace of one day at a time… all things are
possible.
Lynera Gregory has recently started her second year
as a Community Living Manager (CLM) with Target,
Inc. through our partnership in the Master’s Degree
in Human Services Management in Special Education
program at McDaniel College.
Target on Health

This spring, Target Community &
Educational Services, Inc. was
proud to unveil the agency’s new
Wellness Program initiative for
employees. The “Target on Health”
Wellness Program affords
employees the opportunity to
learn healthy habits and utilize
them in the workplace and at
home. One goal of this program is to have a more
productive, energetic workforce in order to enhance
the lives of our clients. Another goal is to ensure
that our employees, our most valuable resource, are
healthy and educated on options for lifestyle
choices to enhance their wellbeing.
Target on Health has sponsored several events for
employees including a Spring Wellness Challenge,
“healthy” potluck luncheons, and blood pressure,
blood sugar, and skin cancer screenings provided
by our agency nurses. We look forward to additional
Target on Health events in the near future! Be well!

Each year, Target Community & Educational Services, Inc. honors an individual or a
business that has made a significant difference for our organization and for the greater
community. The 2009 Laurence J. Adams Community Service Award was presented to
Caroline Brocato. Caroline is the second longest serving member of Target’s Board of
Directors, recently retiring from her position on the Board last June. She has served on
numerous Target committees including the executive, finance and audit committees. She
has strongly supported our special events and fundraisers. Caroline joined Neuman &
Joan Coley, McDaniel College

endowment after her husband, Dr. Ron Geller, who died on July 17th, 2008. Dr. Geller
was a significant force in the provision of services for individuals with intellectual and
other disabilities. He played an important role in developing Target, Inc.’s apartment
program and was instrumental in helping dozens of individuals with disabilities secure
employment. Dr. Geller’s presence is sorely missed, but his advocacy lives on.
