CONSOLIDATED TOTAL DUPLICATING TRANSFERS TOTAL City Services: 33.5 cents of your tax dollar The City of Dearborn uses property tax dollars to provide high quality and comprehensive services to residents and businesses. Those City services are offered using just 33.5 cents of every dollar the City collects in property taxes. (The federally-mandated combined sewer overflow (CSO) debt millage equates to 6.3 cents of every dollar and is outlined separately here.) The other 60.2 cents of every tax dollar the City collects in property taxes is directed to other public agencies, like Wayne County and the public schools. Although the City is the collecting agent, it has no authority over how the 60.2 cents is used by other public agencies. THE RECYCLING PROGRAM MAY BE UPDATED. Please check our website. www.cityofdearborn.org Dearborn Residents Take Pride in Caring for Their Houses, Lawns and Gardens www.cityofdearborn.org The City encourages property owners to take pride in the look of their homes and yards. Well-tended lawns and gardens and well-maintained houses add to the appeal of Dearborn neighborhoods. They also strengthen property values, which benefits people economically, in addition to providing a nice quality of life. Excellent examples of home owners who take pride in their property are found in the photographs on this page. Comprehensive rules for maintaining property in Dearborn can be reviewed at www.cityofdearborn.org. To help everyone meet Dearborn’s basic standards, here is a summary of some of the most important tasks. No litter allowed • Please pick up litter on your property, even if it doesn’t belong to you. Pitch in to keep our City beautiful by picking up litter in your neighborhood. Report graffiti • The City addresses unsightly graffiti promptly. Call Neighborhood Services at 943-2161. Building permits Nancy and George Miko of Olmstead stay on top of their chores so that their produce garden is well-maintained. Grass and landscaping • Keep grass and weeds cut to six inches or less. This includes trimming along all fence and property lines and easements. • Trim trees, bushes and landscaping so that they are not in the way of people walking on the sidewalk or vehicles driving in the street. • Gardens for vegetables and fruits must be in the back yard, not the front yard. • Check with the Property, Maintenance and Development Services Department at 943-2442 to see if your home construction project requires a building permit. • Permits and inspections ensure that safety is maintained and building codes are followed. Construction work done properly means neighborhood standards are preserved. • If you believe construction work is taking place without a permit, call 943-2460 during business hours, or 943-3030 at other times. Latife Ghotime of Sylvan is proud of her showpiece flower garden. Sidewalks • Make sure your sidewalks are clear of snow and ice in the winter, and leaves in the fall. • Don’t park your vehicles across sidewalks. Keep your property free of “junk” • Don’t store “junk,” like cars parts, motors, appliances, used wood, bricks, or discarded furniture on your lawn or porch. • Don’t store recreational vehicles, trailers, and boats on your property. • Don’t park on grass. Home owners should rake their leaves from the sidewalk, and sometimes volunteers can help, like these teenagers from the Dearborn Key Club. Walter Bankwitz of N. Rosevere keeps his flower garden looking good. Barbara Anderson of Outer Drive finishes her mowing by sweeping up the grass clippings. Andy Sarna of Snow makes sure to edge his lawn, as well as mowing it. Tony Wade of Rowe uses a manual mower to cut his grass in an environmentally-friendly way. 27 Information on Trash, Recycling and Yard Waste Collection For updates on Sanitation Rules, visit www.cityofdeaborn.org or call 313-943-2433. Keeping our community clean and attractive is everyone’s responsibility, which is why the City of Dearborn offers convenient curbside collection services. Use this guide to take full advantage of the services. The Basics for Trash Collection Disposing of Seasonal Decorations • Trash must be bagged and placed inside of the gray carts. • Trash must be bagged. Loose trash creates a mess. • Trash in cardboard boxes will not be picked up. • Please, do not overfill the gray cart or pack trash in too tightly. Always keep your cart lid closed. • Seasonal decorations, such as hay/straw bales, pumpkins, squash, gourds, corn stalks and other organics should be bagged and placed inside your gray trash cart. The Basics about Yard Waste Disposal The Basics for Recycling Collection • • • • Recycling is mandatory. Place your trash and recycling carts Always use your green cart for recyclable material. correctly at the curb. Do not bag recyclable materials. Recycling is picked up every other week on an A or B schedule. Check the schedule on page 29 for recycling dates. The Basics about Materials For Your Recycling Carts • Cardboard (Clean cardboard. Break down and flatten all boxes). • Paper (junk mail, newspaper, magazines, phone books, and office paper. Not napkins or tissue paper.) • Household metal (cans made of steel, tin and aluminum, kitchen cookware). • Household plastic containers. (No. 1-7). • Glass jars and bottles. • Styrofoam is NOT recyclable material in Dearborn. • The curbside yard waste collection program runs from March 13-December 8, 2017. • Yard waste is grass clippings, weeds, leaves, and trimmings from bushes. Put yard waste, like grass clippings, • Place yard waste in paper landscape bags or in your own in paper yard waste bags or in 20-32 gallon container. Containers must be clearly marked 20-32 gallon containers. with a yard waste sticker. Free yard waste stickers are available at all Dearborn libraries and the Dearborn Administrative Center. • Yard waste bags or containers must not be heavier than 35 pounds. • Do not use plastic bags or cardboard boxes. These will not be collected. Limits on the Number of Yard Waste Bags and Containers • Households are limited to a combined 20 yard waste paper bags, yard waste containers, or bundles of brush per week. • Branches and trimmings from shrubs must be cut into a manageable size and bundled into a manageable weight. The Basics on Collection Day The Basics about Bulk Items Extra Trash, Extra Recycling and Additional Carts The Basics about Special Pick-Ups • Place carts between the sidewalk and the curb in front of your home, three feet apart, after 5 p.m. the night before or by 7 a.m. on your trash collection day. • The handles of your carts should face the house. • Once your trash has been collected, remove your carts from the curb by midnight at the end of your trash day. • Be mindful of obstructions such as trees, hydrants and wires. • On occasion, residents are allowed to put up to four bags of trash outside of the trash cart on collection day. If this happens frequently, City ordinance requires homeowners to lease an additional trash cart at a one-time cost of $55. Call 943-2433 to obtain an additional trash cart. • Residents who frequently generate extra recycling will also be required to lease an additional cart. The Basics about Cardboard Trash and recycling trucks can only pick up carts, not loose items. Information is accurate as of Nov. 9, 2016. • Cardboard is recyclable, so place it in your green recycling cart. • All cardboard must be broken down so that it fits in your recycling cart. • The only way for the recycling truck to pick up cardboard is if it is inside the recycling cart. • Households are limited to 5 bulk items per week and may set out a maximum of 20 bulk items per year. -Acceptable bulk items include: Household furniture of a manageable size. Residential household appliances. Doors must be off refrigerators or freezers. -Carpet and padding must be cut and taped or tied into bundles in 4 foot rolls and weigh no more than 35 pounds each. Households are limited to 10 rolls per week, a maximum of 30 rolls per year. Excessive trash, yard waste, recycling or bulk items require a special pick-up. Please call 943-2433 to schedule a special pick-up. A minimum charge of $55 will apply. Free Monthly Disposal Day at the DPW Yard, 2951 Greenfield The DPW Yard is open 8 a.m.-1 p.m. the third Saturday of each month (except for holidays) for residents to bring items not picked up at the curb. Hazardous materials are not allowed. For information, call 943-2433. The Basics of Household Hazardous Waste Disposal Wayne County will host several household hazardous waste drop off days in 2017. For information, call 734-326-3936. Never place hazardous material in your cart or at the curb! 2017 Holiday Collection Schedule In 2017, there will be no trash collection on the following holidays, and the rest of that week’s collection will be one day later than usual. This will occur the week of New Year’s Day, Memorial Day, Fourth of July, Labor Day and Thanksgiving. 28 Public Service Days Keep parked vehicles off the streets 8 am-4 pm every trash day mid-March – mid-December. When are Public Service Days? Public Service Days occur on trash days in your neighborhood beginning March 13 and lasting until December 15. On your Public Service Day, you must keep your parked vehicles off your neighborhood streets from 8 a.m. to 4 p.m. What does the City do on Public Service Days? Public Service Days allow the City to provide services like trash collection, street sweeping, tree trimming, sewer maintenance and loose leaf collection in a safe, effective manner. What are my responsibilities on Public Service Days? • You must keep your parked vehicles off the street from 8 a.m. to 4 p.m. on your neighborhood’s Public Service Days, even if your trash has already been picked up. • You could be ticketed if you park on the street during Public Service Days in your neighborhood. Your vehicle may also be subjected to towing. How do I know what Public Service Day section I live in? Public Service Days sections are the same as your neighborhood’s trash pickup section. See the map above. • You also must keep your trash cans, yard waste containers and recycling carts off the street during Public Service Days, and throughout the year. In addition, it is your responsibility not to park on the street in other City neighborhoods during their Public Service Days. Where can I get more information about Public Service Days? Visit www.cityofdearborn.org or call 943-2886. For parking issues, call 943-2276. Snow Removal Move Parked Vehicles Off The Street When Plows Are Out Pilot parking program during snow emergencies Snow plowing is more effective and safer when parked vehicles are off the roads. So you should move your parked vehicles off the street each time a heavy snowfall is predicted. If the City declares a snow emergency, then you MUST remove your parked vehicles from the street or you could be ticketed and your vehicles could be towed. Police do not issue warnings. In general, a snow emergency will be declared when it is predicted that snowfall will exceed 3 inches or more over a short period and other weather conditions are unfavorable. The City once again will be offering a temporary parking option during snow emergencies on designated streets for residents in neighborhoods in southeast and northeast Dearborn. Signs have been posted on the streets available for temporary parking during snow emergencies. Visit www.cityofdearborn.org for full details or call 943-2285. Snow Emergency Alerts When a snow emergency is declared, find out via: Snow Emergency Hotline: 943-2444, the City’s emergency warning sirens, TV and radio news reports, www.cityofdearborn.org, Nixle alerts (sign up at Nixle.com), Facebook (cityofdearborn), Twitter (cityofdearborn) and CDTV. This calendar showcases some of the many ways to stay fit and well throughout each season of the year. In fact, the theme of our 2017 calendar is “Healthy and Happy in John B. O’Reilly, Jr. Dearborn”, which is in line with the Healthy Dearborn initiative organized by the nonprofit Beaumont Health, the City of Dearborn, the Dearborn Public Schools and other community partners. The coalition wants to promote the overall health of our city, and is focusing on these five areas: healthy schools, healthy worksites, healthy foods, healthy at play and healthy transportation. Listed each month are numerous activities for all ages. Enjoy browsing at the Farmers Market, canoeing in the Rouge River, running on the Gateway Trail, taking a class at our Ford Community & Performing Arts Center, or biking in our neighborhoods. The photos in the calendar are a testament to how accessible healthy opportunities are in Dearborn. And, as always, you will also find in this calendar phone numbers to reach us, and information about how your tax dollars are allocated for the City services you depend on. I look forward to seeing you around our City at the many great events we have planned. Best wishes for a healthy and exciting 2017! Sincerely, John B.
