SUMMARY
1.
Following a traffic study which investigated traffic issues on Nightingale Avenue
the Eastleigh Local Area Committee agreed that other roads within the Aviary
Estate should be examined in further detail to investigate parking issues. Site
visits have been carried out in these roads which has helped to determine which
roads have parking problems and what suitable measures are available to control
these problems, details of which are summarised within the report.
INTRODUCTION
2.
This study comments on verge parking issues, parking close to junctions,
damage to verges throughout the estate and how particular problems could be
tackled or where further investigation is required.
3.
Parking on the greens and verges has been observed in Kestrel Road, Kingfisher
Road, Swallow Square, Woodpecker Way, Linnet Square and Sparrow Square.
4.
Vehicles causing damage to greens and verges by driving over them has also
been identified as a problem in several areas including Curlew Square, Swallow
Square, Greenfinch Close, Robin Square, Sparrow Square, Raven Square and
Starling Square. Hampshire Highways Eastleigh should be informed of this issue
as they are responsible for highway maintenance.
STUDY AREA
Overview

The main road through the estate is Nightingale Avenue which is an
unclassified local distributor road and runs from Passfield Avenue west and
south-westwards to Chestnut Avenue. The other roads in this estate are
accessed from Nightingale Avenue although Magpie Lane can also be accessed
from Chestnut Avenue. A plan of the study area is included in Appendix 1.

The area is predominantly residential although there are other facilities including
a parade of shops, a church, infant and junior schools. The parking issues mainly
arise from residents parking, parking for the shops on the south side of
Nightingale Avenue between the junctions with Wren Close and Magpie Lane
and parents parking in the roads around the school at the beginning and end of
the school day.

There are waiting restrictions at the junction of Nightingale Avenue with Passfield
Avenue at the eastern end of the estate and School Keep Clear restrictions in
Blackbird Road at the school entrance. Waiting restrictions are proposed at the
junctions of Nightingale Avenue with Woodpecker Way, Jackdaw Rise and
Raven Square and these restrictions were approved by the Local Area
Committee in December 2003 following a traffic study on Nightingale Avenue.

(See plan E/TM/02/P/26/002 in Appendix 2.) These restrictions have not yet been
implemented due to experimental traffic calming schemes that were being carried
out by Hampshire County Council. No further recommendations are made by this
study for the junctions where proposals for waiting restrictions already exist.
Following consultation with residents Hampshire County Council replaced the
experimental traffic calming scheme with a series of traffic islands. As this
scheme is now complete the proposed restrictions can be added to the Agency
Traffic Regulation Order (TRO) list to be carried out when funding is available.

All roads within the estate are subject to a 30mph speed limit. On-street parking
is common throughout the Aviary estate, since many of the properties have no
off-street parking. Although some properties have room to park vehicles off-street
many of these only have space for one vehicle and as it is common for
households to own two or more vehicles, these vehicles are often parked on the
road.

Two areas of the Aviary estate are to be included in a Borough-wide TRO
prohibiting verge parking although no implementation date has been set. The two
areas which will be included in this TRO are the verges in Falcon Square and the
green on Nightingale Avenue at the junction with Blackbird Road. As restrictions
and associated measures are already proposed these areas are not included in
this study.
ANALYSIS OF PARKING PROBLEMS
Curlew Square
10.
Curlew Square is located on the north side of Kestrel Road as detailed in plan
E/TM/02/P/26/001 in Appendix 1.
11.
There is a large green in the centre of Curlew Square. Vehicles park on the road
on the opposite side from the green around the outer edge of the square. The
properties in Curlew Square do not have access to off-street parking.
12.
No parking was observed on the green in Curlew Square and no complaints have
been received from this area regarding verge parking. Parking on the green is
not considered to be a problem in Curlew Square.
13.
There is damage to the corners of the green in Curlew Square. Vehicles park
close to the corners of the square which makes it difficult to turn without driving
over the edge of the green. Hampshire Highways Eastleigh should be informed
of this issue so that they can take any necessary action.
14.
Vehicles have been observed parked within 10 metres of the junction of Curlew
Square and Kestrel Road but there was space further around the square for
vehicles to park. As there have been no complaints received regarding this
parking at these junctions and vehicles were only observed parked close to the

junction on two occasions no action is recommended although the situation
should be monitored to ensure that other vehicles do not park around these
junctions following restrictions being introduced on Kestrel Road or in Swallow
Square.
Greenfinch Close
15.
Greenfinch Close is accessed from the southern side of Linnet Square which is
located on the southern side of Nightingale Avenue close to the junction of
Nightingale Avenue with the eastern end of Woodpecker Way. The location of
Greenfinch Close is detailed in plan E/TM/02/P/26/001 in Appendix 1.
16.
There is a large green in the centre of Greenfinch Close. Vehicles park around
the outside of the close on the opposite side to the green. Many houses do have
space for off-road parking but this is for only one or two vehicles. Many
households own two or more vehicles and therefore some vehicles are parked on
the road. Although there is an access road at the back of the properties on the
south side of the close few of these properties have off-street parking at the rear.
17.
Damage to the green in Greenfinch Close has been caused by vehicles driving
over the green where vehicles are parked around the outside of the square close
to the corners. Hampshire Highways Eastleigh should be informed of this issue
so that they can take any necessary action.
18.
No vehicles were observed parked on the green in Greenfinch Close during the
course of this study.
Heron Square
19.
Heron Square is located on the north side of Nightingale Avenue between the
junctions of Nightingale Avenue with Magpie Lane and Woodpecker Way. The
location of Heron Square is detailed in plan E/TM/02/P/26/001 in Appendix 1.
20.
There are no verges in Heron Square but vehicles have been observed parked
on the footway which could cause an obstruction for pedestrians. There is room
for vehicles to park on the road without causing an obstruction. It is
recommended that information leaflets regarding footway parking are placed on
vehicles parked on the footway in Heron Square to encourage more considerate
parking.
21.
Vehicles were observed parked close to the junctions of Heron Square and
Nightingale Avenue on one occasion. At this time there was room for vehicles to
park further along Heron Square away from these junctions. It is recommended
that parking at these junctions is monitored.

Jackdaw Rise
22.
Jackdaw Rise is located on the south side of Nightingale Avenue close to the
school and can be accessed from the school by a footpath. There is a risk that
parking associated with the school could cause problems in Jackdaw Rise.
Around half of the properties in Jackdaw Rise have access to off-street parking
but many of these only have space for one vehicle to park off-street and as many
households own two or more vehicles some vehicles are parked on the road.
There are no verges in this road.
23.
“No Waiting at Any Time” restrictions at the junction of Jackdaw Rise with
Nightingale Avenue were approved by the Local Area Committee in December
2003 following a traffic study on Nightingale Avenue but these have not been
implemented due to experimental traffic calming schemes that Hampshire
County Council have carried out. This experimental traffic calming scheme
resulted in the provision of a series of pedestrian refuges along Nightingale
Avenue. No further recommendations are made by this study for waiting
restrictions in Jackdaw Rise.
Kestrel Road
24.
Kestrel Road is located on the west side of Magpie Lane north of the junction of
Magpie Lane with Nightingale Avenue as detailed in plan E/TM/02/P/26/001 in
Appendix 1.
25.
There are verges on both sides of Kestrel Road running along its entire length.
There is also a wider area of verge at the junction of Kestrel Road with Kingfisher
Road. Some properties have limited space for off-street parking but as many
households now own two or more vehicles some vehicles are parked on the
road.
26.
Kestrel Road is not wide enough for vehicles to park on the road on both sides
with out causing an obstruction so vehicles on the north side park half on the
road and half on the verge. There is damage to the verge outside house numbers
1-7 and vehicles have been observed parked on the verge at this location during
the day and in the evening. Houses on the north side do have access to the rear
of the property via an access road and three of the four houses on this section
have a garage at the rear of their property. There is room for the vehicles parking
on the verge to park on the road further along Kestrel Road.
27.
Vehicles were also observed parked on the verge further along Kestrel Road, on
the north side, close to its junction with Kingfisher Road. There is room for
vehicles parked on the verge to park on the road further along Kestrel Road.
28.
It is recommended that Kestrel Road is included in an amendment to the
Borough-wide TRO prohibiting verge parking as derailed in plan
E/TM/02/P/26/003 in Appendix 3.

Magpie Lane
29.
Magpie Lane can be accessed from either Nightingale Avenue or Chestnut
Avenue at its southern end. The location of Magpie Lane is shown in plan
E/TM/02/P/26/001 in Appendix 1.
30.
There are verges on the west side of Magpie Lane along the entire length of the
road. Vehicles park on the west side of Magpie Lane as there are few residential
properties on the east side of this road. Only a small number of properties on
Magpie Lane have access to off-street parking so vehicles are parked on the
road. The width of the road is sufficient for vehicles to park on one side of the
road without causing an obstruction.
31.
There is evidence of parking on the green at the junction of Magpie Lane and
Kingfisher Road (See Figure 1). Cars park on the south-west side of the green
adjacent to the access road opposite house numbers 98-108. Areas of grass on
this green had not been cut where cars had been parked and there is damage to
the green in this location. Four of the six houses here do have off-street parking
and there is room for some vehicles to park on the access road without causing
an obstruction. There is also room for the vehicles parked on the green to park
on Magpie Lane and Kingfisher Road.

32.
It is recommended that the green at the junction of Magpie Lane and Kingfisher
Road is included in an amendment to the Borough-wide TRO prohibiting verge
parking as detailed in Appendix 3.
33.
There is damage to the verges at the entrances to the access road caused by
vehicles driving over the verge. Hampshire Highways Eastleigh should be been
informed of this issue so that they can take any necessary action.
34.
Vehicles were also observed parked close to the junctions of Magpie Lane with
Nightingale Avenue and Kestrel Road. Parking close to these junctions during
the day is caused by contractor’s vehicles from building work taking place on
Magpie Lane. It is suggested that no action is taken at this time but that parking
at these junctions is monitored.
Linnet Square
35.
Linnet Square is located on the south side of Nightingale Avenue between the
junctions of Nightingale Avenue with Wren Road and Jackdaw Rise as shown in
plan E/TM/02/P/26/001 in Appendix 1.
36.
Linnet Square surrounds a large green but there are no verges on the outside of
the square. The kerb-line has been altered in Linnet Square to widen the road at
the corners of the square which means that vehicles do not have to drive over
the green when vehicles are parked close to the corners. Only a small
percentage of the properties in Linnet Square have access to off-road parking but
there are garages which can be accessed from Linnet Square.
37.
Vehicles have been observed parked on the eastern side of the green in Linnet
Square and complaints have been received regarding verge parking at this
location. It is recommended that the green in Linnet Square is included in an
amendment to the Borough-wide TRO prohibiting verge parking as detailed in
Appendix 5.
38.
There is little space for further vehicles to be parked on the road in Linnet Square
especially around the eastern side of the square. ‘Grass-Crete’ could be used to
increase parking provision and discourage people from parking their vehicles on
the green. It is recommended that an area of ‘Grass-Crete’ twelve metres in
length and two and a half metres wide is provided on the east side of the green in
Linnet Square to allow parking for three vehicles as detailed in plan
E/TM/02/P/26/007 in Appendix 7.
39.
Vehicles have been observed parked close to the junctions of Linnet Square with
Nightingale Avenue. It is recommended that a TRO is progressed to introduce
waiting restrictions at these junctions as detailed in plan E/TM/02/P/26/002 in
Appendix 2.
Raven Square

40.
Raven Square is accessed directly from Nightingale Avenue and is located
between the two junctions of Nightingale Avenue with Woodpecker Way close to
the school. There is a large green in the centre of the square but no verges
around the outside of the square. The location of Raven Square is shown in plan
E/TM/02/P/26/001 in Appendix 1.
41.
One car was seen parked on the green during an initial site visit. Parking on the
green at this location is associated with the nearby school but there is enough
space for vehicles to park on the road in Raven Square so prohibiting parking on
the verge by adding it to an amendment to the Borough-wide TRO to prohibit
verge parking would be a suitable option. Vehicles were observed parked on the
green at the junction of Nightingale Avenue and Blackbird Road. This green will
soon be covered by the Borough-wide TRO prohibiting verge parking. When this
comes into effect the close proximity of Raven Square to the school may mean
that parents collecting their children from the school will choose to use it as an
alternative parking area. Even though no significant problem has been observed
in the course of this study there is a potential problem which should be
considered. It is recommended Raven Square is included in an amendment to
the Borough-wide TRO prohibiting verge parking as detailed in Appendix 5.
42.
There is also some damage to the corners of the square. Vehicles parked close
to the corners force other vehicles to drive over the verge when turning.
Hampshire Highways Eastleigh should be informed of this issue so that they can
take any necessary action.
43.
Vehicles have been observed parked close to the junctions of Raven Square with
Nightingale Avenue at the end of the school day when parents are picking up
their children from the schools on Blackbird Road. There are already proposals
for waiting restrictions around the junctions of Raven Square with Nightingale
Avenue which were approved by the Local Area Committee in December 2003.
These have not yet been implemented as Hampshire County Council have been
carrying out experimental traffic calming schemes in the area. No further
recommendations are made for waiting restrictions in Raven Square.
Robin Square
44.
Robin Square is located at the western end of Nightingale Avenue close to the
junction of Nightingale Avenue with Chestnut Avenue. There is a small green at
the western end of the square. The location of Robin Square is shown in plan
E/TM/02/P/26/001 in Appendix 1.
45.
No vehicles were observed parked on the green during the course of this study
but a complaint has been received regarding verge parking on this green. Due to
the proximity of Robin Square to the schools on Blackbird Road parking pressure
may increase when parking is prohibited on the verge at the junction of Blackbird
Road and Nightingale Avenue and waiting restrictions are introduced around the

junctions close to the school. It is recommended that the green in Robin Square
is included in an amendment to the Borough-wide TRO prohibiting verge parking
as detailed in Appendix 4.
46.
The green is damaged on two corners opposite house number 10 and opposite
number 30. Cars were observed parked close to the corner outside number 10.
There are white bar markings around the corner outside number 30 but one
vehicle was observed parked on these markings. Hampshire Highways Eastleigh
should be informed of the damage to the corners of the green in Robin Square so
that they can take any necessary action.
Sparrow Square
47.
Sparrow Square is located on the north side of Nightingale Avenue between the
junctions of Nightingale Avenue with Woodpecker Way and Robin Square as
shown in plan E/TM/02/P/26/001 in Appendix 1.
48.
Sparrow Square surrounds a large green but there are no verges around the
outside of the square. Vehicles park on the road around the outside of the square
on the opposite side to the green. Approximately two-thirds of the properties in
Sparrow Square have access to off-street parking although many of these
properties only have space for one vehicle to park off-street. Some vehicles are
parked on the road where two or more vehicles are owned by one household.
49.
Vehicles were observed parked on the green in Sparrow Square on three
separate occasions and on two occasions there were three vehicles parked on
the green. There is room for vehicles parked on the green to park on the road in
Sparrow Square so prohibiting parking on this verge would be an option. It is
recommended that the green in Sparrow Square is included in an amendment to
the Borough-wide TRO prohibiting verge parking as detailed in plan
E/TM/02/P/26/004 in Appendix 4.
50.
There is damage to the verge on the northern and southern corners of the green.
Vehicles were observed parked close to both of these corners which then forces
vehicles to be driven over the corners of the green when turning. Hampshire
Highways Eastleigh should be informed of this situation so that they can take any
necessary action.
51.
Vehicles were observed parked close to the junction of Sparrow Square with
Nightingale Avenue on two occasions. Due to the proximity of this junction to the
school parking pressure at this junction could increase when parking is prohibited
on the green at the junction of Nightingale Avenue with Blackbird Road. It is
recommended that this junction is included in an amendment to the TRO to
prohibit waiting at any time as shown in plan E/TM/02/P/26/002 in Appendix 2.
Starling Square

52.
Starling Square is located on the west side of Heron Square as shown in plan
E/TM/02/P/26/001 in Appendix 1.
53.
Starling Square surrounds a small green but the road is only 3 metres wide
around the green and therefore vehicles park on the footway as there is not
space for vehicles to park on the road without causing an obstruction. There are
seven parking spaces marked at the western end of Starling Square but as few
properties have any off-road parking there is insufficient space for all vehicles
currently parked on the footway to use these parking bays.
54.
The verge is badly damaged on the north east corner of the green. This has been
caused by vehicles driving over the verge on the corner to pass parked vehicles.
Hampshire Highways Eastleigh should be informed of this issue so that they can
take any necessary action.
55.
‘Grass-Crete’ could potentially be used to provide extra parking is Starling
Square but to prevent verge and footway parking other restrictions would have to
be introduced around the square. It may not be possible to provide extra parking
through the use of Grass-Crete for all vehicles that currently park on the footway
and ‘Grass-Crete’ may not be located close enough to properties to make it
easily accessible for residents. No complaints have been received about footway
parking in Starling Square, it is not a through road and there is low demand from
pedestrians therefore introducing restrictions on parking may create further
problems and conflict within the square that are unnecessary. It is suggested that
no action is taken at this time in Starling Square but that the parking situation in
this road is monitored.
Swallow Square
56.
Swallow Square surrounds a small green and is accessed from Kestrel Road as
shown in plan E/TM/02/P/26/001 in Appendix 1. Approximately half of the
properties have space to park one vehicle off-road either at the front of the
property or via the access road to the rear of the properties.
57.
Vehicles were observed parked on the green during the week and at weekends.
It is recommended that the green in Sparrow Square is included in an
amendment to the Borough-wide TRO prohibiting verge parking as detailed in
plan E/TM/02/P/26/003 in Appendix 3. As there is limited space for on-street
parking ‘Grass-Crete’ may be required to provide parking space for those
vehicles which currently park on the green. It is recommended that ‘Grass-Crete
is used to provide an extra parking space for two vehicles on the east side of the
green in Swallow Square. A section of Grass-Crete twelve metres in length and
two and a half metres wide would provide parking space for two vehicles as
detailed in plan E/TM/02/P/26/008 in Appendix 8.
58.
There is damage to the corners of the green. This is caused by vehicles parking
around the outside of the corners of the square forcing vehicles to drive over the

green when turning. Hampshire Highways Eastleigh should be informed of this
issue so that they can take any necessary action.
Woodpecker Way
59.
Woodpecker Way is situated on the north side of Nightingale Avenue with which
it has two junctions as detailed in plan E/TM/02/P/26/001 in Appendix 1. Swift
Close and Dove Dale are accessed from Woodpecker Way. Only a small
percentage of the properties have access to any off-street parking. At the eastern
end of Woodpecker Way vehicles park on the west side of the road as there are
no properties on the east side. Between the green on Woodpecker Way and the
western end of the road vehicles are parked on both sides. Vehicles parked on
the south side often park half on the road and half on the footway as there is
insufficient width for vehicles to park on the road on both sides without causing
an obstruction. Vehicles were observed parked on the green in Woodpecker Way
on several occasions. (See Figure 2.)

Although there is a road giving access to the rear of properties on the northern
side of Woodpecker Way many of the properties have no visible off-street
parking at the rear.
61.
There is room further along Woodpecker Way for some vehicles to park on the
road but in the area around the green there is insufficient parking space to meet
the demands of the residents. Residents might begin to park on the footway or
other verges rather than further along Woodpecker Way if parking on the green is
prohibited without providing extra parking space. It is recommended that the

green on Woodpecker Way is included in an amendment to the Borough-wide
TRO prohibiting verge parking and that ‘Grass-Crete’ is used to provide extra
parking space for four vehicles on the north side of the green in Woodpecker
Way. A section of ‘Grass-Crete’ 24 metres in length and two and a half metres
wide would provide parking space for four vehicles as detailed in plan
E/TM/02/P/26/006 in Appendix 6.
62.
Vehicles also park around the junctions of Woodpecker Way with Nightingale
Avenue. Waiting restrictions at these junctions were approved by the Local Area
Committee in December 2003 following a traffic study on Nightingale Avenue but
these restrictions have not been implemented because of experimental traffic
calming schemes that Hampshire County Council were undertaking at that time.
No further recommendations are made for waiting restrictions at these junctions.
POSSIBLE SOLUTIONS
63.
A brief description of some of the methods that can be used to tackle verge
parking problems are given below:
Traffic Regulation Order to prohibit verge parking
64.
An amendment to the borough-wide TRO prohibiting verge parking can be
progressed to prevent verge parking in areas where a problem has been
identified.
65.
To enable the restricted verges to be enforced, a sign will be required within 5
metres of each end of the restriction and then at 30 metre intervals for the length
of the restriction. The cost of erecting a sign and a post is approximately £110,
but existing sign posts and lamp columns will be used to mount signs wherever
possible to keep costs to a minimum.
Dragon’s teeth
66.
Dragon’s teeth are wooden posts which are positioned along a verge or around a
green to physically prevent vehicles from gaining access. This is generally quite
effective in reducing verge parking but the posts create additional grass-cutting
costs and can be knocked over which then requires funding for maintenance. On
large sections of verge or green many dragons teeth would be needed and this
can spoil the appearance of an area.
‘Grass-Crete’
67.
In addition to prohibiting verge parking part of the verge could be converted to a
parking area. ‘Grass-Crete’ consists of small concrete blocks which vehicles are
able to park on but that allow grass to grow in the spaces between the blocks,
thereby retaining a green appearance.

68.
‘Grass-Crete’ is an expensive option as levelling and strengthening of the verge
is required and utility services such as water pipes may have to be moved or
protected. It could however be used as a solution to parking problems in areas
where there is insufficient alternative parking for vehicles.
FINANCIAL IMPLICATIONS
69.
An amendment to the Borough-wide TRO to prohibit verge parking would have to
follow statutory consultation procedures. The cost of an amendment to a TRO is
approximately £4000-£6000 although the full cost can be higher particularly if
objections are received in which case an amendment to the TRO may cost
significantly more.
70.
The estimated cost of signing for verges recommended for inclusion in the
Borough-wide TRO prohibiting verge parking is £6930 which would need to be
funded by the Local Area Committee. The estimated cost for advertising the
amendment to the Borough-wide TRO prohibiting verge parking is £1000 to be
funded by the Local Area Committee. A list of the costs for each road is included
below.
71.
The cost for converting verges to parking areas through the use of ‘Grass-Crete’
varies widely according to the site. The approximate cost for ‘Grass-Crete’ for
each of the roads recommended is also listed below.

73.
These costs are based on a post and sign being located within 5 metres of the
end of the restriction and at 30 metre intervals for the length of the restriction.
Where possible existing posts and lamp columns will be used to place signs
which may reduce the cost of signing.
74.
The amendment to the Borough-wide TRO prohibiting verge parking can be
added to the Agency TRO list and progressed when funding is available but the
cost of signing and the adverts for an amendment to this TRO would have to be
met by the Local Area Committee as listed above.
75.
An amendment to the TRO prohibiting waiting at any time can be added to the
Agency TRO list and progressed when funding is available. Alternatively the
Local Area Committee may wish to fund these TRO amendments in which case
an amendment could be progressed more quickly.
CONCLUSIONS AND RECOMMENDATIONS
76.
Investigation has been made into parking problems and possible solutions have
been examined in detail for roads in the Aviary Estate. Possible solutions have
been considered in each case and the most appropriate for each road has been
recommended.
77.
Part of the process of amending a TRO involves a period of consultation and
therefore if objections are received to any of the proposals then these will have to
be considered.
78.
Parking on greens and verges has been identified as a problem in Kestrel Road,
Swallow Square, Linnet Square, Woodpecker Way, Sparrow Square, Robin
Square and on the green at the junction of Kingfisher Road and Magpie Lane.
79.
There is damage to the greens or verges in Curlew Square, Swallow Square,
Starling Square, Greenfinch Close, Raven Square, Sparrow Square and Robin
Square caused by vehicles driving over the corner of the verge when vehicles
are parked at the corners of these squares.
80.
Vehicles have been observed parked too close to junctions and creating a
hazard at the junctions of Nightingale Avenue with Linnet Square and Nightingale
Avenue with Sparrow Square. This committee has already approved proposals
for waiting restrictions at the junction of Nightingale Avenue with Woodpecker
Way, Jackdaw Rise and Raven Square and no further recommendations have
been made for these junctions. See plan E/TM/02/P/26/002 in Appendix 2.

It is recommended that:
(i)
Kestrel Road, Swallow Square, Woodpecker Way, Linnet Square,
Sparrow Square, Raven Square, Robin Square and the green at the
junction of Magpie Lane with Kingfisher Road are included in an
amendment to the Borough-wide TRO to prohibit verge parking as
detailed
in
plans
E/TM/02/P/26/003,
E/TM/02/P/26/004
and
E/TM/02/P/26/005. The estimated cost of £6930 for signing and
approximately £1000 for advertising the amendment to the Traffic
Regulation Order to be funded by the Local Area Committee.
(ii)
‘Grass-Crete’ is used to provide extra parking space for four vehicles on
the green on Woodpecker Way, two vehicles on the green in Linnet
Square and two vehicles on the green in Swallow Square to discourage
people from parking their vehicles on the verges to be funded by the Local
Area Committee.
(iii)
Hampshire Highways Eastleigh are informed of the problem of vehicles
being driven over the verge at the corners of the squares in the Aviary
Estate so that they can investigate this issue and take any necessary
action.
(iv)
A Traffic Regulation Order is progressed to prohibit waiting at any time at
the junctions of Nightingale Avenue with Linnet Square and Nightingale
Avenue with Sparrow Square as detailed in plan E/TM/02/P/26/002 in
Appendix 2.
(v)
Parking in Starling Square and at the junctions of Curlew Square with
Kestrel Road, Swallow Square with Kestrel Road, Magpie Lane with
Kestrel Road, Magpie Lane with Nightingale Avenue, Heron Square with
Nightingale Avenue and Robin Square with Nightingale Avenue is
monitored.
(vi)
Leaflets regarding parking on the footway are placed on vehicles in Heron
Square to encourage more considerate parking practices.
