EOEP-5 Block 4 Permanently Open Call for Proposals Proposed Implementation Approach ESA UNCLASSIFIED - For Official Use Context • EOEP5 Block 4 consists of 3 elements, cf. EOEP-5 Programme Proposal : • 90% of total spend will be via Open Competitive Invitations to Tender • To maximize innovation opportunities under EOEP5-Block 4, up to 10% of total spend will be via a Permanently Open Calls for Proposals • For Block 4, the Permanently Open Call for Proposals will ensure: • Fast response, short turn-around times • Maximum innovation • Continuous availability of resources • Issues addressed in this presentation: • Proposed implementation approach for the call mechanism • Areas covered • Selection criteria ESA UNCLASSIFIED - For Official Use Slide 2 Main elements of the Permanently Open Call • Single call for proposals covering all Block 4 elements • Call will be open for entire EOEP-5 period but with regular submission deadlines (every 3 months) • Proposals can be submitted at any time (Max Size: 150 k€/Max Duration: 1 year) • Bidders will submit proposals based on a template provided within the call documentation • Clear definition of innovative content will be a critical evaluation consideration for proposals submitted under any line • Call management includes TEBs every 3 months and internal coordination with other directorates operating complementary actions (eg ARTES 20, GSTP) • A briefing for potential bidders is planned in ESRIN in May 2017 • ESA Executive proposes to review the call procedure in 2019 to determine any need for update/evolution ESA UNCLASSIFIED - For Official Use Slide 3 Overall Call Mechanism 1st period Submission Deadline 1st period 2nd period Submission Deadline 2nd period (quarter) TOBs 1st period 3rd period 4th period etc TOBs 2nd period TEPs 1st period TEPs 2nd period TEB1 TEB2 contracts in place contracts in place TEB3 TEB4 ~ 4-6 weeks Max spend for 12 month period TOB: Tender Opening Board TEP: Tender Evaluation Panel TEB: Tender Evaluation Board ESA UNCLASSIFIED - For Official Use Max spend for 12 month period Slide 4 Implementation approach • Minimize administrative effort by bidders: • Submission of preliminary proposal based on a standard template • Maximum proposal size (eg 20 pages) • Successful bids can be negotiated and started. Alternatively a full (more detailed) proposal can be requested depending on issues to be resolved • Make maximum use of standard tools, including: • ESA-STAR – electronic proposal submission, tender administration etc • Procurement rules for small contracts (e.g. EXPRO) • Single procurement over all Block 4 domains • Maintain continuous capability to respond to innovative ideas: • Max commitment in any 12 month window ensures availability of funds • Rapid proposal evaluation process ensures timely response by ESA • Maximum contract value and duration: 150 k€ / 1 year ESA UNCLASSIFIED - For Official Use Slide 5 Key elements ESA UNCLASSIFIED - For Official Use Slide 6
