Refrain from petting, touching or talking to the animal. A service animal: o IS NOT a pet. o IS NOT required to wear an identification badge, harness, sign or symbol. o IS on duty. o IS trained to assist a person with a disability. o IS an extension of his/her owner. o IS sometimes used for a disability or difficulty that is not apparent. • Allow the voter to proceed with the animal, provided the animal is under control and not a threat to anyone. • Handle any situation professionally and politely. If uncertain, seek guidance from the Precinct Supervisor. These are volunteers just like you with minimal training … they are there to help you! If they need you they will ask for assistance • Don’t micromanage • Don’t let voters vote before 7:00 a.m. • Don’t only setup a portion of your equipment • Don’t engage in political discussions with anyone • If someone has a t‐shirt on for any given candidate/issue, they do NOT have to take it off and turn it inside/out • If someone tries to provide ID over cell phone (such as image of driver license or passport), it is not acceptable proof of ID • Don’t allow workers to leave early / all help with closing • Don’t lock the door prior to 7:00 a.m. and after 7:00 p.m. Observers are allowed in during the open and closing • Don’t take down anything until after 7pm and last voter has voted • Do not count voted ballots. The deputy can’t know what is happening outside if they aren’t outside •Greets voters •Encourages voters to have photo and signature ID ready (NOT driver license) Poll Deputy Shade Chair (a promise kept) 32 Precinct Supervisor Gen 2016 SOLICITATION INFORMATION A “No Solicitation” zone has been designated for each polling place This area MUST be 100 feet from the entrance to the polling place Solicitors are not allowed within 100 feet of the entrance to the polling place – only exception is exit polling (if this occurs, notify the Election Day Command Center) The “No Solicitation” zone includes the posting of campaign signs ****Add BOCC resolution 11-300) Area is designated with a red/white “no solicitation beyond this point” sign NO SOLICITATION BEYOND THIS POINT Who Can Enter the Polling Place? 102.031 Maintenance of good order at polls; authorities; persons allowed in polling rooms and early voting areas; unlawful solicitation of voters.—(1) Each election board shall possess full authority to maintain order at the polls and enforce obedience to its lawful commands during an election and the canvass of the votes. (2) The sheriff shall deputize a deputy sheriff for each polling place and each early voting site who shall be present during the time the polls or early voting sites are open and until the election is completed, who shall be subject to all lawful commands of the clerk or inspectors, and who shall maintain good order. The deputy may summon assistance from among bystanders to aid him or her when necessary to maintain peace and order at the polls or early voting sites. (3)(a) No person may enter any polling room or polling place where the polling place is also a polling room, or any early voting area during voting hours except the following:1. Official poll watchers; 2. Inspectors; 3. Election clerks; 4. The supervisor of elections or his or her deputy; 5. Persons there to vote, persons in the care of a voter, or persons caring for such voter; 6. Law enforcement officers or emergency service personnel there with permission of the clerk or a majority of the inspectors; or 7. A person, whether or not a registered voter, who is assisting with or participating in a simulated election for minors, as approved by the supervisor of elections. (b) The restriction in this subsection does not apply where the polling room is in an area commonly traversed by the public in order to gain access to businesses or homes or in an area traditionally utilized as a public area for discussion. 33 Precinct Supervisor Gen 2016 Who Can Enter the Polling Place? (4)(a) No person, political committee, or other group or organization may solicit voters inside the polling place or within 100 feet of the entrance to any polling place, a polling room where the polling place is also a polling room, an early voting site, or an office of the supervisor of elections where voteby-mail ballots are requested and printed on demand for the convenience of electors who appear in person to request them. Before the opening of the polling place or early voting site, the clerk or supervisor shall designate the no-solicitation zone and mark the boundaries. (b) For the purpose of this subsection, the terms “solicit” or “solicitation” shall include, but not be limited to, seeking or attempting to seek any vote, fact, opinion, or contribution; distributing or attempting to distribute any political or campaign material, leaflet, or handout; conducting a poll except as specified in this paragraph; seeking or attempting to seek a signature on any petition; and selling or attempting to sell any item. The terms “solicit” or “solicitation” may not be construed to prohibit exit polling. (c) Each supervisor of elections shall inform the clerk of the area within which soliciting is unlawful, based on the particular characteristics of that polling place. The supervisor or the clerk may take any reasonable action necessary to ensure order at the polling places, including, but not limited to, having disruptive and unruly persons removed by law enforcement officers from the polling room or place or from the 100-foot zone surrounding the polling place. (d) Except as provided in paragraph (a), the supervisor may not designate a no-solicitation zone or otherwise restrict access to any person, political committee, committee of continuous existence, candidate, or other group or organization for the purposes of soliciting voters. This paragraph applies to any public or private property used as a polling place or early voting site. (5) No photography is permitted in the polling room or early voting area. POLL WATCHER INFORMATION • One poll watcher per candidate, political committee, or political party at any one time • Applies to early voting sites and polling rooms on Election Day • Are there for the observance of the election • Must be a registered voter in Pasco County and approved by Supervisor of Elections 34 Precinct Supervisor Gen 2016 POLL WATCHER INFORMATION 101.131, Florida Statutes • No watcher shall be permitted to come closer to the officials’ table or the voting booths than is reasonably necessary to properly perform his or her functions, but each shall be allowed within the polling room or early voting area to watch and observe the conduct of electors and officials • The poll watchers shall furnish their own materials and necessities and shall not obstruct the orderly conduct of any election • The poll watchers shall pose any questions regarding polling place procedures directly to the clerk (Precinct Supervisor or Site Supervisor) for resolution 35 Precinct Supervisor Gen 2016 POLL WATCHER INFORMATION • Each approved poll watcher will be issued an identification badge by the Supervisor of Elections • The badge is mailed to the poll watcher with their approval letter and this guide • The badge must be worn by the poll watcher while in the polling room or early voting area • Precinct Supervisors will have a list of approved poll watchers for their polling place or early voting site 36 Precinct Supervisor Gen 2016 Concealed Weapons VSS/Attendant • The VSS/Attendant assists voters with ballot issues at the privacy booth or the DS200 and distributes “I Voted” stickers • The VSS assists voters at the ADA ExpressVote machine 37 Precinct Supervisor Gen 2016 EViD STATIONS Check-in Here… produces a voting pass for eligible voters with no change to their record Help Desk … voters with changes complete paperwork necessary to update their record so a ballot can be properly issued • The Help Desk unit is the only unit that can process changes to voter records and produce provisional ballot voting passes • This unit can also serve as a back-up “Check-In” station if there is a line at check-in. However, they only take one voter at a time in order to be available to process changes if necessary Voting Passes • Voting Passes will be issued to eligible voters at the EViD stations • Once voting pass is issued, direct voter to Ballot Distributor table Voting Pass Ballot Style: G023 DEM 2016 General Election (124) 38 Precinct Supervisor Gen 2016 BALLOT DISTRIBUTOR • You fill in for the Ballot Distributor for lunches/breaks. Thank you for voting!” Take secrecy sleeve from voter Offer voter “I Voted” sticker VSS/Attendant thanks voter for voting Take next voter Processing A Voter Issues may arise at the DS200 for voters who have over voted their ballot, mismarked their ballot or their ballot jams (Impact of over/under votes) • • • Over voted ballots … a voter selects too many choices in a contest Mismarked ballots … a voter does not complete the oval or the DS200 “reads” no selections (blank ballot) Jammed ballots occur when a voter “holds on” too long or the DS200 mis-feeds a ballot Voters are given the opportunity to “correct” ballots or tabulate ballot “as is” or receive a replacement ballot when needed 40 Precinct Supervisor Gen 2016 Provisional Ballot Provisional Ballot voting allows a person to vote who does not have appropriate ID, or whose eligibility to vote cannot be determined, or whose eligibility is being questioned. The Provisional Ballot is NOT tabulated on election day. Following research by elections’ office staff, the canvassing board determines whether or not the provisional vote should be tabulated. DON’T OVERTHINK THE PROCESS/DON’T MAKE IT MORE COMPLICATED! Begin repacking supplies by removing giant ziplock bag from Green Bag and follow procedures in manual beginning on page 21 Closing the Polls • Remove Return Items List from Precinct Supervisor giant ziplock bag • Gather all sealed cardboard ballot boxes and check them off the list 52 Precinct Supervisor Gen 2016 Closing the Polls • Receive VSS Bag from VSS Verify all items for return are in the VSS Bag Check the items off the list as they are verified Closing the Polls • Pack items into the Precinct Supervisor giant ziplock bag Check the items off the list as they are packed into the giant ziplock bag 53 Precinct Supervisor Gen 2016 Closing the Polls • Pack items into the Gray Bag Pack the Green Bag before putting it into the Gray Bag (items to be packed in Green Bag are listed on page 22) Check the required items off the list as they are packed into the Gray Bag Pack the remaining items listed under Gray Bag on page 22 into the Gray Bag Closing the Polls • Check the polling place for any items missed during the repacking Any items missed should be packed with the appropriate team member’s supplies! Hold onto blue lanyard key and facility key…………. 54 Precinct Supervisor Gen 2016 Closing the Polls • Items for pick-up by • • the elections’ office should be stacked and ready for pick-up Items for pick-up are pictured on page 22 Once everything has been packed and stacked for return to the collection site, authorize the locking/sealing of any VSS and EViD containers required to be locked/sealed Closing the Polls • • • ALL items on the Return Items List should now be checked off and packed … except blue lanyard with Gray Bag key and polling place key (if issued) Place Return Items List in Precinct Supervisor giant ziplock bag Zip up the Precinct Supervisor giant ziplock bag and pack it into the Gray Bag • • Pack phone & phone charger into Gray Bag Zip and lock Gray Bag 55 Precinct Supervisor Gen 2016 Closing the Polls It is important to keep our polling places clean inside and outside so we may use them again. Don’t forget to remove the tape from the floor!! Also, be sure the Poll Deputy has taken down the campaign signs and stacked them away from the entrance of the polling place.
