Candor Schools - Shaping Our Future
District Mission Statement
The mission of the Candor Central School Community is to challenge students
to become responsible, knowledgeable, contributing citizens within a caring
environment where lifelong learning is valued and differences are accepted.
Dear School Community Members:
The summer of 2016 has turned out to be very busy and exciting. The work that has been
accomplished makes me certain that the 2016-2017 school year will be a great one.
First, let me congratulate the graduates of 2016. They distinguished themselves as students and
I am certain they will do the same in the real world. Congratulations and best wishes CCS Class of
2016!
Second, we are excited for the first year of our sports merger with our neighbor Spencer-Van
Etten. The combined teams (not all sports have been combined, only those with lower than necessary
participation numbers) will be competing as the SVEC Eagles. I want to thank everyone that put forth
the effort and provided the support necessary to ensure our students continue to have these important
extracurricular activities in which to participate. Make sure you come out and support the Candor
Indian teams and the combined SVEC Eagles!
Finally, as I am sure you are aware, there have been changes this summer to our facility and
traffic patterns. On opening day, and for several weeks to start the school year, we will be using signage
and district personnel to direct traffic until practical final decisions can be made regarding traffic flow
and pedestrian patterns. I am asking that everyone coming to campus be aware of the new traffic and
pedestrian circulation on our roads and sidewalks, and proceed with care for the safety of our students.
Thank you.
The 2016-2017 school year will begin for students on Wednesday, September 7th, 2016. On
behalf of the entire staff, we hope everyone had a wonderful summer and that everyone is looking
forward to another great school year at Candor Central School District!

A note from the Elementary School Principal….
Hello!
I hope everyone has enjoyed a fun and exciting summer with plenty of time to relax. Faculty and Staff
are busy preparing for what is sure to be another great year at Candor Elementary. The custodial staff
and summer workers have done a fantastic job preparing the building for students to arrive.
As you know, campus has been extremely busy with construction. The parking lots have been
inaccessible most of the summer and getting into the building has been a bit tricky. However, we do
expect the work to be finished and ready for the first day of school. Thank you for your patience with the
building project as we all know it will be a great improvement to our facility.
Teachers have participated in Project Based Learning and Technology workshops. The amount of
innovative and creative work being done has been outstanding. I am proud of all the hard work and
dedication to providing our students with the best, most engaging learning opportunities.
I am excited to announce some great additions to the Candor Elementary Faculty and Staff:
Kristin Marzo- 3rd Grade Teacher
Lucile Kovalovsky- 5th Grade Teacher
Brittney Noble- Special Education Teacher
Mariah Young- 4th Grade Long Term Substitute Teacher (September-December)
Heather Stouffer, Nicole Nichols and Jennifer Hill - Part-Time Teacher Aides
Each of these individuals will surely have a positive impact on student learning!
Please feel free to contact me in the Elementary School Office if you have any questions or concerns. I
take pride in working as a team with parents and families in order to provide the best learning
experiences possible for each child. I am confident that we will have another productive and exciting
year. Enjoy the last few weeks of summer and I look forward to seeing you all at Open House on October
12th!
Sincerely,
Mrs. Volpicelli

Student Services News
Welcome back to the 2016-2017 school year! We hope everyone had an enjoyable summer! We have worked hard
this summer to make sure that opening day is a smooth transition. Just a reminder about the drop/add procedure
for the fall: There will be no changes to students’ schedules during the first week of school. Students
will, however, be able to come to the Guidance Office on Monday, September 12th and fill out a drop/add form. We
are hoping this will give students more time to adjust and settle in, and unnecessary course changes will be
minimized. Last spring, during course selection, we were careful to take into account required courses and elective
courses allowing the students to choose and prioritize their elective choices. If a student does not receive an
elective course, it is most likely due to the fact that it did not fit into the schedule. If there are any concerns or
desired changes to a schedule, students are welcome to fill out a request for course change form in the Guidance
Office starting on September 12th.
Please encourage your child to follow his/her original schedule until he/she is notified of a change.
This is imperative to keep the opening of school running efficiently.
Students are notified of the change by getting called to the Guidance Office to receive a copy of their new schedule.
There are often a significant number of schedule changes that need to be done, and patience is greatly appreciated!
The counselor assignments are:

Mr. Jason Banks for grades 9- 12.

Mrs. Beth Gance-Virkler for grades 5 - 8.

Great tips to students from the College Board
www.collegeboard.com
As early as your freshman year, you should begin thinking about the following:
1. Create a high school plan
* Make sure you know what high school courses are required by colleges and that you´re taking the right
classes starting this year.
* Get to know the levels of courses offered by your school.
2. Take challenging classes
* You should take at least five solid academic classes every semester. These usually include classes in
English (language arts), Math, Science, Social Studies, Foreign Languages and the arts. Try to take
advantage of honors and other higher-level courses to challenge yourself.
3. Learn about the SAT Subject Tests
* Although most students take SAT Subject Tests beginning in their junior year, there are some tests that
you should take as soon as possible after taking the subjects — courses, for example: World History,
Biology E/M, Chemistry and Physics.
4. Read and write as much as you can
* Go beyond your reading and writing assignments in school. Reading books and magazines, keeping a
journal or blogging can help you improve.

National Honor Society
Selection Process
The National Honor Society is a
nationally recognized organization that seeks
to honor and encourage academic achievement,
and at the same time help young men and
women develop ideals of character, service and
leadership. Membership in the National Honor
Society is viewed as both an honor and a
commitment to living up to these ideals.
In order to obtain what the honor
society recognizes as the standards of
character, service, and leadership, students
should be conscientious on the requirements
for entrance into the society at least as early as
7th grade. Starting to volunteer and beginning
to think about how to become a leader are both
extremely important. These things should not
only start as early as possible, but also
continue throughout the student’s high school
years.
A student is initially eligible based on
scholarship (required to maintain a minimum
of 87% overall GPA). Meeting the scholastic
criteria, the students are then required to
complete an application describing the
remaining 3 criteria: leadership, character, and
service. The Faculty Council then meets during
the month of February to review applications.
Candor’s selection utilizes a uniform point
system, guided by a very specific rubric. The
process of using an objective and fair system
for selection, is our highest priority. There is
no set number of students that are considered
eligible or allowed to be selected. The selection
is entirely based on the student’s meeting the
required criteria. If any student or parent has
any questions about eligibility or membership
in the National Honor Society, please contact
the NHS advisor, Ms. Westervelt, in the high
school. Additionally, there is also a resource on
the Candor School District web page under the
link for Teacher Web Pages title National
Honor Society.

court, are eligible for free meals. Any foster child in the household is eligible for free meals regardless of income.
4.
CAN HOMELESS, RUNAWAY, AND MIGRANT CHILDREN GET FREE MEALS? Yes, children who meet the definition of
homeless, runaway, or migrant qualify for free meals. If you haven’t been told your children will get free meals, please call or e-mail
Brian Lanphere at 659-7227 or [email protected] to see if they qualify.
5.
WHO CAN GET REDUCED PRICE MEALS? Your children can get low cost meals if your household income is within the reduced
price limits on the Federal Eligibility Income Chart, shown on this application.
6.
SHOULD I FILL OUT AN APPLICATION IF I RECEIVED A LETTER THIS SCHOOL YEAR SAYING MY CHILDREN ARE
APPROVED FOR FREE MEALS? Please read the letter you got carefully and follow the instructions. Call the school at (607)6597227 if you have questions.
7.
MY CHILD’S APPLICATION WAS APPROVED LAST YEAR. DO I NEED TO FILL OUT ANOTHER ONE? Yes. Your child’s
application is only good for that school year and for the first 30 days of this school year. You must send in a new application unless
the school told you that your child is eligible for the new school year.
8.
I GET WIC. CAN MY CHILD(REN) GET FREE MEALS? Children in households participating in WIC may be eligible for free or
reduced price meals. Please fill out a FREE/REDUCED PRICE MEAL application.
9. WILL THE INFORMATION I GIVE BE CHECKED? Yes and we may also ask you to send written proof.
10. IF I DON’T QUALIFY NOW, MAY I APPLY LATER? Yes, you may apply at any time during the school year. For example, children
with a parent or guardian who becomes unemployed may become eligible for free and reduced price meals if the household income
drops below the income limit.
11. WHAT IF I DISAGREE WITH THE SCHOOL’S DECISION ABOUT MY APPLICATION? You should talk to school officials. You
also may ask for a hearing by calling or writing to: Mr. Jeffrey Kisloski, Superintendent of Schools, P.O. Box 145, Candor NY 13743.
12. MAY I APPLY IF SOMEONE IN MY HOUSEHOLD IS NOT A U.S. CITIZEN? Yes. You or your child(ren) do not have to be U.S.
citizens to qualify for free or reduced price meals.
13. WHO SHOULD I INCLUDE AS MEMBERS OF MY HOUSEHOLD? You must include all people living in your household, related
or not (such as grandparents, other relatives, or friends) who share income and expenses. You must include yourself and all
children living with you. If you live with other people who are economically independent (for example, people who you do not
support, who do not share income with you or your children, and who pay a pro-rated share of expenses), do not include them.
14. WHAT IF MY INCOME IS NOT ALWAYS THE SAME? List the amount that you normally receive. For example, if you normally
make $1000 each month, but you missed some work last month and only made $900, put down that you made $1000 per month. If
you normally get overtime, include it, but do not include it if you only work overtime sometimes. If you have lost a job or had your
hours or wages reduced, use your current income.
15. WE ARE IN THE MILITARY. DO WE INCLUDE OUR HOUSING ALLOWANCE AS INCOME? If you get an off-base housing
allowance, it must be included as income. However, if your housing is part of the Military Housing Privatization Initiative, do not
include your housing allowance as income.
16. MY SPOUSE IS DEPLOYED TO A COMBAT ZONE. IS HIS/HER COMBAT PAY COUNTED AS INCOME? No, if the combat pay is
received in addition to his/her basic pay because of his/her deployment and it wasn’t received before he/she was deployed, combat
pay is not counted as income. Contact your school for more information.
17. MY FAMILY NEEDS MORE HELP. ARE THERE OTHER PROGRAMS WE MIGHT APPLY FOR? To find out how to apply for
SNAP or other assistance benefits, contact your local assistance office or call 1-800-342-3009.

How to Apply: To get free or reduced price meals for your children you may submit an Eligibility Letter for Free Meals received from the NYS Education Department, OR carefully complete one application for your household and return it to the designated office. If you now receive SNAP, Temporary Assistance to Needy Families (TANF) for any children, or participate in
the Food Distribution Program on Indian Reservations (FDPIR), the application must include the children's names, the household food stamp, TANF or FDPIR case number and the signature
of an adult household member. All children should be listed on the same application. If you do not list a food stamp, TANF or FDPIR case number for all the children for whom you are applying, the application must include the names of everyone in the household, the amount of income each household member, and how often it is received and where it comes from. It must
include the signature of an adult household member and the last four digits of that adult's social security number, or check the box if the adult does not have a social security number. An
application that is not complete cannot be approved. Contact your local Department of Social Services for your food stamp or TANF case number or complete the income portion of the application.
Reporting Changes: The benefits that you are approved for at the time of application are effective for the entire school year. You no longer need to report changes for an increase in
income or decrease in household size, or if you no longer receive SNAP.
Income Exclusions: The value of any child care provided or arranged, or any amount received as payment for such child care or reimbursement for costs incurred for such care under
the Child Care Development (Block Grant) Fund should not be considered as income for this program.
Nondiscrimination Statement: This explains what to do if you believe you have been treated unfairly.
The U.S. Department of Agriculture (USDA) prohibits discrimination against its customers, employees, and applicants for employment on the bases of race, color, national origin, age, disability, sex, gender identity, religion, reprisal, and where applicable, political beliefs, marital status, familial or parental status, sexual orientation, or all or part of an individual's income is derived
from any public assistance program, or protected genetic information in employment or in any program or activity conducted or funded by the Department. (Not all prohibited bases will apply
to all programs and/or employment activities.)
If you wish to file a Civil Rights program complaint of discrimination, complete the USDA Program Discrimination Complaint Form (PDF), found online at http://www.ascr.usda.gov/
complaint_filing_cust.html, or at any USDA office, or call (866) 632-9992 to request the form. You may also write a letter containing all of the information requested in the form. Send your
completed complaint form or letter to us by mail at U.S. Department of Agriculture, Director, Office of Adjudication, 1400 Independence Avenue, S.W., Washington, D.C. 20250-9410, by fax
(202) 690-7442 or email at [email protected].
Individuals who are deaf, hard of hearing or have speech disabilities and you wish to file either an EEO or program complaint please contact USDA through the Federal Relay Service at (800)
877-8339 or (800) 845-6136 (in Spanish).
USDA is an equal opportunity employer.
Meal Service to Children With Disabilities: Federal regulations require schools and institutions to serve meals at no extra charge to children with a disability which may restrict their diet. A
student with a disability is defined in 7CFR Part 15b.3 of Federal regulations, as one who has a physical or mental impairment which substantially limits one or more major life activities.
Major life activities are defined to include functions such as caring for one’s self, performing manual tasks, walking, seeing, hearing, speaking, breathing, learning, and working. You must
request the special meals from the school and provide the school with medical certification from a medical doctor. If you believe your child needs substitutions because of a disability, please
get in touch with us for further information, as there is specific information that the medical certification must contain.
Confidentiality: The United States Department of Agriculture has approved the release of students names and eligibility status, without parent/guardian consent, to persons directly connected
with the administration or enforcement of federal education programs such as Title I and the National Assessment of Educational Progress (NAEP), which are United States Department of
Education programs used to determine areas such as the allocation of funds to schools, to evaluate socioeconomic status of the school's attendance area, and to assess educational progress. Information may also be released to State health or State education programs administered by the State agency or local education agency, provided the State or local education
agency administers the program, and federal State or local nutrition programs similar to the National School Lunch Program. Additionally, all information contained in the free and reduced
price application may be released to persons directly connected with the administration or enforcement of programs authorized under the National School Lunch Act (NSLA) or Child Nutrition
Act (CNA); including the National School Lunch and School Breakfast Programs, the Special Milk Program, the Child and Adult Care Food Program, Summer Food Service Program and the
Special Supplemental Nutrition Program for Women Infants and Children (WIC); the Comptroller General of the United States for audit purposes, and federal, State or local law enforcement
officials investigating alleged violation of the programs under the NSLA or CNA.
Reapplication: You may apply for benefits any time during the school year. Also, if you are not eligible now, but during the school year become unemployed, have a decrease in household
income, or an increase in family size you may request and complete an application at that time.
The disclosure of eligibility information not specifically authorized by the NSLA requires a written consent statement from the parent/guardian. We will let you know when your application is
approved or denied.
Sincerely,
Jeffrey Kisloski, Superintendent of Schools

Camp Candor
Candor Elementary's third year of Camp
Candor was a HUGE success! For two weeks this
summer, sixty-three "happy campers" participated in
small group mini-courses including Sports Camp,
Jewelry Making, Science, Percussion Dance Party,
Sewing, Sports Center, Reader's Theater, and Candor
Olympics. In addition, camp activities included a
demo/lesson from Southern Tier Martial Arts
students, a "Just Dance" marathon, a bicycle/helmet
safety presentation, two performances by camper
groups, Bingo/Board Game Bonanza, Yoga and Make
and Take crafts. It was awesome to see students
learning, laughing, playing and working together!
The Candor Central School District funded
and provided facility use for Camp Candor this
year. Donations from Candor Market, Iron Kettle
Farm, Price Chopper, Wegmans, Home Central,
Home Depot and Lowe's provided additional snacks
and supplies for campers. The camp was offered at no
cost to district students who have finished 3rd-6th
grade.
Many thanks go out to camp teachers, Lorisa
Bates, Jamie Garrett, Joy Joyce, Lisa Cantone, Ernie
Marilley, Laura Preston and Adam Young. Thank
you to the student volunteers, administrators,
custodians and building staff who also helped our
camp run smoothly. Finally, thank you to parents,
grandparents, and family friends who dropped off
and picked up students promptly. Your children are
wonderful and it was a pleasure to spend two weeks
with them. We look forward to the possibilities for
Camp Candor next year!
