in a short space of time.
Infrastructure development in Africa
Governments globally are increasingly forging
relationships with private sector specialist companies
to render service delivery initiatives for Infrastructure
and Public services. This practice is gaining momentum
in many African countries as well, with Public Private
Partnership (PPP) frameworks being established in a
number of jurisdictions. Under these arrangements,
private sector business acumen and technical skills
are combined with public sector service delivery
strategic insights as part of a collaborative effort
to optimise efficiency within the public sector
service delivery domain. Many of the new projects
being conceptualised are cross-border, regional, or
pan-African, thus increasing the delivery complexity.

Deloitte has a specialist pan-African Infrastructure
Advisory team, who work very closely with the global
public sector community of practice, covering both
Public Private Partnerships as well as traditional Project
and Infrastructure Finance. Our team comprises
of experienced practitioners from our Corporate
Finance, Legal, Tax, Consulting, Procurement,
Healthcare and Real Estate Advisory businesses. The
team functions as a single pan-African team, operating
out of our offices in Johannesburg, Durban, Nairobi,
Dar es Salaam and Lagos, and sourcing team members
from our Southern, East and West African practices to
jointly deliver projects anywhere on the continent.
This team advises African Governments and
State Owned Entities on capital structuring and
procurement mechanisms for projects and can assist
with designing and managing the tender process,
in compliance with the relevant PPP framework and
local legislation. The team also assists Government
and private entities with new capital financing,
refinancing maturing funding instruments and
re-structuring existing funding instruments.
The Infrastructure Advisory team also advises consortia
tendering for PPPs or other capital projects on funding
structures and assists with scoping studies, bankable
feasibility studies, financial modelling, and fundraising
to support their tender submissions for large
infrastructure initiatives throughout Africa.
