Response to further questions from the Commissioners
Commissioners have requested a table comparison of those activities provided for in the
Plan for the Business 3 zone and Central City.
Attached below is a comparison of the Business 1 activities as detailed in the most recent
track changes to the Business addendum report (dated 3 June 2014) and the Central City
zone (Downtown Precinct 1).The latter being the most permissive of all the Central City
precincts.
The main distinctions being that there is no cap on either retail or office activity within the
Central City zone, both offices and retail are permitted activities across all thresholds.
The following activities are non-complying in the Central City (Downtown precinct) but are
either Permitted, RD or Discretionary activities in the Business 3 zone.

There is a more permissive set of provisions for residential activity, apartments and visitor
accommodation within the Central City. Banks are listed as a stand alone activity within the
Business chapters but these would fall under the definition of Offices as do all professional
services within the Central City chapter.
Community centres, Tertiary education and specialised training facilities are RD activities
above 250 sqm with the Central City, whereas there are no restrictions on the ground floor
for these activities in the Business 1 zone.
