VPA-FLEGT between cameroon and EU
signed in October 2010 and came into
force in December 2011.
The Cameroon VPA FLEGT foresees the
settelement of a TLAS and Timber Byproduct.
The independent forest monitoring
(IFM) is a key element of the TLAS
The IFM is made of 2 components :
Mandated IFM and non Mandated IFM
(EIFM or OIE),

The SNOIE to solve which problems ?
The necessity of harmonizing and
standardarzing

approaches of EIFM (OIE) gave
the ways of developping and
setting up the « SNOIE » by a
group CSO acting in EIFM,
gathered
inside
the
coordination of OIE. This was
with the collaboration of the
competent authorities and
other stakeholders

The Standardized External Independent Monitoring
System (SNOIE), is a set of monitoring methods for the
exploitation of natural resources based on the
international ISO standard 9001 version 2008, including
the
observation,
the
verification,
communication and lobbying.

10/16, so 77% of IFM reports produced whitin
the framework of SNOIE and transmitted to the
competent authorities induced reactions from
MINFOF (missions of BNC and BRC)

Impacts and lessons learnt
Sanction to fraudulent operators denunced: case of Bandevouri, Logbii, Mboumo,
Mabenanga, Mbissiang areas etc : seized wood and selling at auction , fine to paid etc
The licence/permit of 2 Forest companies suspended due to SNOIE
Contributing at the decision n°0081/MINFOF of 21 March 2017, that has induced
the suspension of 9 chiefs of forest post whose 5 of them come from SNOIE areas
Decreasing illegal forest logging in the current areas of SNOIE
Operationnal tools and standardised procedures used within the framework of
SNOIE help to ensure the quality of EIM report and the credibility of denunciation
Listening mechanism in the SNOIE help to take into account the needs and interest
of various stakeholders
Good relationship with the stakeholders trough the listening mechanism ( formal
and informal meeting organised with the stakeholder)
Good relationship between the competent authotities and the CSO for the
effectiveness of forest control due to the reliability of EIM report and credibility of
denunciation
Challenges and prospects
• Free access to exploitation sites : using communities
observers and communties leaders in the framework of RTM
• Acces to information
• Assessing the impact of OIE: baseline study achieved to
evaluate the impact
• Extension SNOIE in other areas with a hight potential of illegal
logging
• Capacity building of news CSO, Communities leaders and
observers in SNOIE procedure, in forest regulation and to use
the SNOIE tools
• Founding joint mission with MINFOF
• Motivation and protection of the observers
• Reinforcing the security mesures relating to SNOIE: The
elaboration of a manual of security including a security
management plan is ongoing at FODER
