The Cameroon VPA FLEGT foresees the settelement of a TLAS and Timber Byproduct. The independent forest monitoring (IFM) is a key element of the TLAS The IFM is made of 2 components : Mandated IFM and non Mandated IFM (EIFM or OIE), What is EIFM (OIE)? Systemic approach of independent Monitoring carried out by CSO and communities to identify and denounce the presumption of illegal logging in forest sector and to inform the competent authorities ; Freely executed by a diversity of actors engaged in the forest monitoring; Implemented since 2010 Harmonization of the EIFM (OIE) approaches The SNOIE to solve which problems ? The necessity of harmonizing and standardarzing the approaches of EIFM (OIE) gave the ways of developping and setting up the « SNOIE » by a group CSO acting in EIFM, gathered inside the coordination of OIE. This was with the collaboration of the competent authorities and other stakeholders Differences in the implementation of External IFM methodology following organizations The cumulating of responsibilities by a single organization The sometimes conflicting relationship between observers and competent authorities The production process of very long and expensive External IFM reports The SNOIE, it‘s what ? st quoi ?
