MUA seeks clarification from committee IMPHAL : Strongly condemn- ing souvenir of the silver jubilee celebration of the National Socialist Women’s Organisation of Nagalim, Khurmi region held from December 8 to 10, the Maring Uparap Assembly (MUA) said the souvenir committee wrongly put pictures. In a statement, MUA said photo caption of a picture in the souvenir mentioned Uipo people despite wearing Maring traditional attires and demanded clarification from the souvenir committee. MLA claims of improving basic infrastructure during his tenure Protest against economic blockade, NFSA held STAFF REPORTER Communist Party of India and Khurai Area All Manipur Nupi Lup jointly staged a sit-in-protest against economic blockade and improper implementation of National Food Security Act at Khomidok Mayai Leikai on Tuesday. Regarding the protest, Khurai Area All Manipur Nupi Lup secretary Amirun Nesha said the economic blockade imposed by United Naga Council along national highways has caused immense hardships to all sections of people irrespective of Meitei, Naga, Kuki or Meitei Pangal. Despite the immense hardships faced by the people, both the state and the Central government are unable to resolve the issue. Stating that requisite NSFA rice for Ward No. 3/1 and 3/3 of Khurai assembly constituency are yet to be disbursed as also ration cards for beneficiaries of the two wards, Amirun Nesha warned of boycotting the local MLA if NSFA rice for the two wards are not disbursed at the earliest. IMPHAL : MLA Kh Devendro has claimed that prolonged power (electricity) problem and deplorable road conditions and communication system within Sekmai assembly constituency have improved during the past few years. Speaking at the reception function of Kanglatongbi GP pradhan and five ward members of Kanglatongbi GP who joined Congress party, Kh Devendro also claimed of bringing significant changes in Sekmai area during his five year tenure. Almost 90 percent of inter-village roads in Sekmai area have been black topped and the remaining roads too would be developed once economic blockade is lifted, he said, adding that the prolonged power problem faced by the people has been eased. Even though the motion was raised on July 20, IMPHAL : To commemorate enactment of Manipur State Constitution Act, 1947 by His Highness Maharaja Bodhchandra on January 1, 1947, Humanist Party of Manipur observed the 70th Constitution Day at its Sangaiprou office premises on Sunday. On the occasion, party members offered floral tributes to the ‘de jure constitution’ of Manipur. Among those who spoke at the observance, general secretary of the party Yambem Biren recounted the historical events that led to the enactment of Manipur State Constitution Act, 1947 and opined that administration of Manipur under its own ‘de jure constitution’ would help in promotion of peaceful co-existence among the hill and the valley people. As per the ‘de jure constitution’, hill people are protected under Manipur State Hill People (Administration) Regulation 1947, he explained. 2016, the voting process was deferred for different reasons, he said, adding that the latest election notification was issued by the district administration on December 24. Home Guards set January 6 deadline for fulfilling demand STAFF REPORTER IMPHAL : Demanding the state government to uphold the Supreme Court directive of providing same pay structure to home guards and police personnel and implement the same before January 6, Manipur Home Guard Employees Welfare Association has warned of launching a series of agitations from the next day onwards if the government fails to fulfill its demand. Speaking to media persons after a meeting at its office at Lamphelpat on Tuesday, association president Y Mangi informed that the apex court gave its ruling on March 11, 2015 to provide same pay structure to home guards and police personnel while directing the state government to implement the ruling within three months. Subsequently, the association has been appealing to the state government since April 8, 2015 to implement the ruling of the apex court in consideration of the hardships they face while maintaining their families with the meagre salaries they receive. Setting January 6 as deadline for the government to issue an order regarding an increase in their salaries, Mangi disclosed that the home guard personnel would stage a sit-in protest on the next day if the government fails to fulfill their demand. Besides, they would launch a series of agitations including non-participation in the Republic Day function as well as election duty for the upcoming assembly poll. He also demanded the government to separate the file processes of home guards and VDF personnel. BJP member to petition ministry against poor PMGSY work STAFF REPORTER IMPHAL : Alleging sub-standard execution of blacktopping work of the road from Moirang Kampu to Phaknung under PMGSY, BJP Manipur Pradesh state executive member L Susindro said that he would petition the union ministry of rural development against the poor execution of the project. Susindro is gearing up to contest the upcoming state assembly election on BJP ticket from Khurai assembly constituency. Blacktopping of the 7.8 km long road from Moirangkampu to Phaknung executed by a contractor named SN Pavei, which began from January 2 last year was supposed to be completed by January 2 this year. However, the project is far from completion. Besides, the quality of the work executed is found to be sub-standard. Blacktopping of the road in Moirangkampu Sajeb area with cold mix was also found to be sub-standard while evidence of mending an already broken stretch of the road with hot mix was seen in Phaknung area following complaints from the local people. Susindro said that the blacktopping of the road was carried out without quality control and the damage on the newly blacktopped road is the solid proof of the sub-standard work. Despite repeated appeals of the local people to maintain quality, the contractor did not listen and the authority did nothing to ensure quality of the work executed. As such, he would petition the union ministry concerned against the sub-standard execution of the work. He alleged lack of knowledge on using cold mix for blacktopping the road was the main reason for the poor quality of the road. Though water is not supposed to be used, the contractor used water in the mix, thus resulting in rapid deterioration of the road within a month of blacktopping. Former KNLF chairman felicitated CORRESPONDENT THOUBAL : Chairman of the now dissolved Kuki National Liberation Front (KNLF) Henkholun alias Helun Haokip, who has joined and merged with United Kuki Liberation Front (UKLF), was felicitated in a function organised at Khopinom village in Tengnoupal district on Tuesday. Ngahmun revels on New Year, declares 2017 as year of unity CORRESPONDENT KANGPOKPI : Ngahmun village in Kangpokpi district organised “Kumbul Kisuh Halna” which signifies New Year revelry at Ngahmun playground on Tuesday. Social worker N Kipgen and ADC,Sadar Hills executive member Lamkholen Kipgen attended the revelry as chief guest and guest of honour while Kuki National Front (KNF) general secretary Aaron Kipgen attended as functional president. The revelry was organised following the traditional belief of Thadou-Kuki people that if people reveled in the beginning of the year it could sustain happiness and host only jovial festivities throughout the year in the village. Newly appointed MES officers assume charge as AI, DI STAFF REPORTER IMPHAL : Along with offering the posts of assistant inspectors (AIs) and deputy Inspectors (DIs) in the ZEOs and DI offices to the newly appointed Manipur Education Services (MES) grade II and grade III officers, the state government has sent back the existing AI/DI in-charge officers to their former postings. With the objective to streamline the state education department, the state government approved setting up of Manipur Education Services (MES). Subsequently, written test for the recruitment of MES Grade-II and GradeIII officers was conducted by Manipur Public Service Commission (MPSC) on December 1 and 2 in 2014. Personality tests were conducted from January 20 to 23 in 2015. After keeping the result unannounced for more than a year due to a court case, MPSC recommended the names of the successful candidates for the posts to the state government on November 7, 2016. Based on the recommendations of MPSC, the state education department offered postings to 85 successful candidates including 35 MES Grade-III candidates on December 31, 2016 as AIs and DIs in different offices under the department. While the MES Grade-III officers were posted as AIs in the ZEO offices, the MES Grade-II officers were posted as DIs in the DI offices and assistant directors in the department of education (S). As the newly appointed officers have reported and joined for duties in their respective offices, graduate teachers, primary teachers and headmasters of different schools, who were utilised as AI/DI in-charges were sent back to their original place of postings. Mention may be made that former education minister and present RD&PR minister Moirangthem Okendro took major initiative in setting up the Manipur Education Services (MES) with the objective to streamline the functioning of state education department and bring quality education in the state. International conference on farming begins STAFF REPORTER IMPHAL : A two-day international conference on ‘youth and farmers’ organised by All Manipur Progressive Farmers’ Association (AMPFA) commenced from Tuesday at Lamyanba Shanglen, Palace Compound, Imphal. Giving the keynote address, Arambam Lokendra said that the conference will explore measures to improve economy of the state amid the globalisation process and FDI in the country. It will also discuss measures to get rid of economic dependency of the state through increased agricultural productions. Moreover, the conference will discuss ways to involve youths of the state in quality production of agricultural produces and improve the economy of the state, he added. Political activists and cultural workers Malcom Guy from Canada and Randy from Philippines are also participating in the conference, which will conclude on Wednesday. MCPM declares not to call general strike CHRONICLE BUREAU IMPHAL : Apart from declaring that it would not impose general strike from the year 2017 onwards, Maoist Communist Party Manipur has vowed not to carry out any activity which could hamper normal functioning of medical centres and institutions in the state. A decision in this regard has been taken by outfit’s standing committee in its recent meeting, a MCPM statement issued by its standing committee coordinator Kyonghan Mangang said while expressing hope that the people will welcome the decision and continue extending support to the group. While sharing pains and suffering of the people owing to the ongoing economic blockade, the MCPM said the standing committee decision was arrived as per outfit’s commitment to work with understanding of the pulse of the people. While clarifying that the outfit had never carried out attack on RIMS hospital, the MPCM statement, however, admitted to triggering a bomb outside RIMS wall and placing a bomb at RIMS director’s office which unfortunately was mistaken by many as attack on the premier medical institute.
