PROTOCOL
This Protocol is the expression ofthe common wish ofthe two sides having the intention
to establish the friendly relations between the City ofTacoma and the City ofFuzhou.
The purpose ofthe further mutual efforts is to establish the sister city relationship upon
final confirmation of the official bodies of Fuzhou and Tacoma.

The mutual understanding and friendly relations bercveen the Cities ofTacoma and
Fuzhou will contribute to the strengthening ofpeace and stability in the relations ofthe
United States and the Peoples Republic of China.
'v' The sides agree to develop cooperation of mutual benefit in cultural and educational
activities, urban planning and construction, conservation of natural resources,
transportation, banking and finances, tourism and telecommunication systems.
The City Council ofTacoma and the corresponding official body ofthe City ofFuzhou
will take efforts to continue exchanges in various fields ofactivity.
•v^ Both sides will seek to finalize this agreement and the establishment of a foimal Sister
City relationship as soon as possible.

SUPPLEMENTARY ARTICLES TO THE PROTOCOL
ON FURTHUR STRENGTHENING THE FRIENDLY AND COOPERATIVE RELATIONSHIP
BETWEEN THE CITY OF TACOMA AND THE CITY O^^^UZH^
The City of Tacoraa and the City of Fuzhou ( hereinafter
referred to as " the two parties " ), in accordance with the
protocol on friendly cooperation between the two cities signed
in April, 1994, through further friendly consultations, have
agreed on the following supplementary articles:
1. The two parties agree to furthur strengthen the
substantive exchanges such as investment and trade on the
basis of equality and mutual benefit.
2. The two parties agree to send the delegations on an
irregular basis from governmental organs and industrial and
commercial circles for exchanges of friendly visits with a
view to promoting the mutual understanding and friendship
between the people of the two cities.
3. The two parties agree to designate Sister Cities Council
of Tacoma City and the Foreign Affairs Office of Fuzhou Municipal
People s Government as the respective liaison organs to ensure
the stable development of mutual cooperation and exchanges.
4. The two parties agree to submit the formal agreement ,yet
. to be finalized, between the two crties on the, e^stablishment of
twin-city relationship to their respective competent authorities
for examination and approval, after which, a formal signing ceremony
will be held, with the date and the place to be determined later
on. The two parties further agree that examination of the agreement
will not affect the normal development of the friendly and
cooperative relations between the two cities.
5. The signatories to the above supplementary articles look
forward to a long-term relationship that will contribute significantly
to mutual understanding and friendship not only between the people
of Tacoma and Fuzhou but also betiveen Ihe people of the United
States of America and the People's Republic of China.
6. The above-mentioned articles are subject to revision through
consultations should the need arise.
Done in duplicate in Fuzhou on May, 21, 1994, in the Chinese and
English languages, both texts being equally authentic.
