Minutes of the Sixth Meeting of the Empowered Committee (EMC) of National Horticulture
Mission (NHM) held on 16-03-2010.
The sixth meeting of the Empowered Committee (EMC) of National Horticulture Mission
(NHM) was held under the chairmanship of Shri. Ashish Bahuguna, Additional Secretary on
16-03-2010 to consider the project based proposals of the State Horticulture Missions (SHMs) of
Andhra Pradesh, Bihar, Chattisgarh, Goa, Gujarat, Karnataka, Kerala, Madhya Pradesh,
Maharashtra, Punjab, Rajasthan and West Bengal. The list of participants is annexed.

During the course of the deliberations, the following general decisions were taken
by the Empowered Committee.

All SHMs will ensure that projects relating to post harvest management,
processing, marketing and development of other infrastructure facilities
should have clear cut backward linkages to provide assured market to the
producers. These details shall be part of the project report.
In case of projects in public sector, following procedures need to be observed
strictly:
a) The economic vialibity of the unit should be worked making it self
sustaining to be implemented on commercial lines.
b) Recurring expenditure, if any, has to be borne by the implementing
institute.
c) Institute and SHM will submit certificate stating that required technical
manpower is available for operating the unit on commercial lines.
All SHMs will update the website giving details of expenditure and physical
progress of projects sanctioned under NHM.
The States will utilize funds from the unspent balance already available with
them and submit audited utilization certificates for the year 2008-09 within 15
days and also utilization of funds during current year.
SHMs shall immediately provide details of year wise projects sanctioned,
funds released by NHM/SHM, utilized and stage of completion/commercial
production. In case funds are yet to be released by SHM, the reasons for
delay.
The States will submit Annual Reports and success stories under NHM
immediately.
For the credit linked projects, especially post harvest, cold storage, minimal
processing etc. subsidy will be released in two instalments. First instalment
will be released by SHM after verifying the location and authenticity of
entrepreneur and second instalment will be released after constituting a team
consisting of representative from concerned lending Bank, NABARD and
State Horticulture Mission, for joint inspection.
The Chairman reiterated the need for proper utilization of funds released for
various projects on time and submission of progress reports and utilization
certificates to facilitate proper monitoring so as to achieve desired objectives and
goals of the Mission.
