Findings
Introduction
Background
In March of 2014 the Hershey Public Library held a summit of community stakeholders interested in
developing a new Strategic Plan for the library. That meeting resulted in a year-long effort to define
objectives and goals that would improve upon and continue the exceptional services provided by the
Hershey Public Library, beginning in 2015.
Survey Methodology
In an effort to be relevant to the community, the first step designated by the Strategic Plan was to create a
community survey, giving an even wider opportunity to area residents to voice their interest in and
usefulness of the Hershey Public Library.
In January of 2015, a committee representing staff, the Library Board of Directors and Friends of the Library
developed two versions of the community survey; one focused on adult users (see attached Addendum #1)
and families, the other on teens (see attached Addendum #2). The questions focused on information
regarding usage and knowledge of library programming, materials and resources, as well as opinions or
suggestions regarding staffing, operations, and the facility. Electronic links to the surveys were provided in
the Township of Derry E-newsletter, the library webpage and Facebook, Friends of the Library’s email
(Volgistics), and Hershey High School student email. A printed version was made available for library visitors
in the building. Survey Monkey, an electronic survey builder and collection software, was used to compile
the survey answers, which were sent to Precision Consulting Company for final analysis and report writing.
The consulting company prepared the graphs and categorized responses, as follow in this report.
Survey Respondents
The 2015 Surveys (Adult and Teen) received a total of 433 responses. There were 210 respondents between
the ages of 18-65 years old. One hundred and four respondents were over 65, and 118 were 14-17 year
olds. One respondent was under the age of 14.
Survey Results and the Library’s Strategic Plan
As a result of the surveys, the staff, administration, and boards at the Hershey Public Library will work to
implement ideas shared and continue to provide high quality opportunities in areas that the community has
indicated are of most value. In preparing this report, we have made an effort to “listen” to all responses
with an open mind.
Most of the surveys’ questions and answers can be aligned with the major areas of development named in
the 2015-17 Strategic Plan (see attached Addendum #3), including Staffing, Technology, Events and Classes,
Facility, Public Relations, and Financial. Having gathered the following responses from the community and
where trends point directly to a change or new opportunity, further research and consideration by library
leadership will occur. The timeline for further strategic planning and actions in 2016 and 2017 will take shape
with the help of the work accomplished in the 2015 HPL Community Surveys.

2015 Community Survey Data Analysis
Response Rates and Demographics
The community survey received 321 responses between 3/2/2015 and 5/5/2015, 232 of these responses
occurred on the first day of the survey.
A majority of respondents fell in the 18 to 65 age category (210 out of 321, 65.4%) or were over the age of
65 (104 out of 321, 32.4%). Of these respondents, most reported their households included the 18-65 age
category (214 families) or the over 65 age category (112 families).

When asked what electronic resources respondents had access to at home, the majority of respondents had
access to computers with internet access (308 out of 321, 96%) or a smartphone device (232 out of 321,
72%). Fewer families had access to older technologies such as cassette players (120 out of 321, 37%) or MP3
players (66 out of 321, 21%). More families had access to DVD players (296 families) than Blu-ray players
(111 families).

Of the comments left for the survey, several indicated general satisfaction with the children’s programming
and a similar number of comments indicated they would like to see improvements to the children’s offerings
particularly increasing the book collection and lack of modernization, or where new technology was used it
was not well implemented. For example, one commenter stated that the learning applications on the iPads

were difficult to use as “there isn’t a guide to help parents connect with the children with an age appropriate
application” and there was “not a way to help a parent understand what area it may focus on (STEM,
literacy, etc.).”
Several other comments indicated a need for a quiet area separate from children’s activities and
dissatisfaction with a perceived general noise problem. Commenters indicated this made study or work for
themselves or their children difficult.
There were a few comments addressing the need to modernize library facilities such as providing more
computer stations and a self-checkout system for books.
Current Use of Library Services
295 (92%) of survey respondents answered that they currently use the services of the Hershey Public Library.
298 (93%) respondents answered that they currently have a library card, which is slightly higher than the
number of respondents that reported they currently use the library.

only 15 respondents answered this question. Almost half of respondents (7, 47%) indicated that they use
some other area library, 5 (33%) indicated that they are new to the community and 3 (20%) indicated they
were unaware of library services.

Most respondents use Hershey Public Library one or more times a month (115 out of 321, 42%). Fewest
respondents use Hershey Public Library on a daily basis (3 out of 321, 1%). Services that had the most
respondents answer that they always use were Books (209 out of 281, 74%) and DVDs (69 out of 229, 30%).
Services that most respondents answer that they never use were public internet (119 out of 184, 65%) and
Newspapers (117 out of 185, 63%).

The activities respondents were most likely to attend were “Guest Authors” (116 respondents very likely to
attend) and “Skills for Living” (89 respondents very likely to attend). The activities respondents were least
likely to attend were those aimed at teens (8 respondents very likely to attend “Teen Book Club” and 8
respondents very likely to attend “New Teen Programs”). For families with young children or teens the
highest priority was placed on the DVD collection at the library
(69 out of 181 rated this priority 1, 2 or 3, 38%) and Weekend Programing (71 out of 181 rated this priority
1, 2 or 3, 39%).

Most respondents were “very” familiar with the library’s website (187 out of 270, 69%), the library’s online
requesting services (176 out of 272, 64%), the E-mail/Text notification service (163 out of 266, 61%) and the
library’s online catalogue (169 out of 280, 60%). Most respondents were “not at all” familiar with the
library’s social media accounts (156 out of 238 for the Facebook account and 204 out of 237 for the Twitter
account).

321, 74%) or the Library website (129 out of 321, 40%). Generally, respondents requested more information
about “Enrichment classes and book groups” (125 out of 219, 57%), “New Materials and Resources” (112 out
of 219, 51%) and the “Hershey Public Library’s needs/wish list” (99 out of 219, 45%).

When giving to the library, most respondents indicated that they would prefer to gift to the Friends of the
Library that, combined with other contributions, supports resources, special programming and projects at
the library (203 out of 287, 70%). 150 out of 287 (52%) would also prefer direct contribution to the library for
a book or a resources to honor or memorialize family or friends.
Into the Future
More than half of the respondents (52%, 93 out of 178) wanted to see existing space in the library
reallocated into small group study and meeting areas. 37% of respondents wanted to see area set aside as a
noisy children’s area. Only 10% of respondents wanted to see area put aside as a teen area.

2015 Teen Survey Data Analysis
Introduction:
The teen survey differed only slightly from the original 2015 Community Survey. It did not ask the specific
age range, as it was directed to teens and distributed at the Hershey High School, consisting primarily of 1418 year olds. Rather than ask teens about how they would like to donate to the library, the teen survey
asked how they would consider donating volunteer hours. Content of some questions were also adapted
with teen interests in mind (see attached Addendum #2)
Response Rates and Demographics
The teen survey received 112 responses between 3/13/2015 and 4/1/2015.
Most teens reported their households to fall into the age 18-65 category (86 out of 112, 83%) and the age
14-17 category (86 out of 112, 76%).

When asked what electronic resources teens had access to at home, the majority of teens had access to
computers with internet access (108 out of 112, 96%) or a smartphone device (104 out of 112, 92%). Fewer
teen families had access to older technologies such as cassette players (36 out of 112, 32%) or MP3 players
(39 out of 112, 35%). More teen families had access to DVD players (104 families) than Blu-ray players (57
families). These results are very similar to the results found in the 2015 Community Survey.

Of the comments left for the survey, several comments indicated a need for quiet spaces for studying and
reading. Some comments indicated they would like to see more books in the young adult section and an
improved teen reading program which also focused on bonding and friendship. One comment indicated they
would like the option to join the adult reading program due to the differing book selection.

86 (76%) teens answered that they currently use the services of the Hershey Public Library. 87 (77%) teens
answered that they currently have a library card, which is slightly higher than the number of teens that
reported they currently use the library, similar to the Community Survey.

library, 1 (6%) indicated that they are new to the community and 6 (35.0%) indicated they were unaware of

Most teens use Hershey Public Library sporadically throughout the year (40 out of 84, 747). Fewest teens use
Hershey Public Library on a daily basis (5 out of 84, 6%). Services that had the most teens answer that they
always use were Books (209 out of 281, 74%) and DVDs (69 out of 229, 30%).

When asked which option for volunteering at the library most teens might participate in at the library, 69%
(72 out of 103) indicated they would participate in “working with events for younger kids, 52% (54 out of
103) indicated they would participate in “helping with crafts and other special projects, and 49% (51 out of
103) indicated they would participate in “Shelving”.
The largest proportion of teens were “very” familiar with the library’s website (42 out of 86, 49%). Most
respondents were “not at all” familiar with the library’s social media accounts (59 out of 84 for the Facebook
account and 66 out of 84 for the Twitter account).

Addendum 3 HERSHEY PUBLIC LIBRARY STRATEGIC PLAN
2015-2017 STRATEGIC PLAN FOCUS AREAS
Hershey Public Library Mission Statement
“The Hershey Public Library is a community center focusing on open access to materials,
programs, information and services that fulfill the community’s educational and enrichment
needs. The Library actively promotes and supports reading, literacy, information technology,
multicultural resources and services, and lifelong learning.”

Survey: The Hershey Public Library will determine the resource, educational,
entertainment and access needs of the Derry Township Community resulting from
responses to a Community Survey.
Staffing: Because the Hershey Public Library seeks to be a community center
providing access to services, resources, and activities, we recognize the need for
qualified, competent, and available staff. The Library’s administration and staff will
maintain currency of skills and perform tasks to ensure that appropriate staff
competency levels are met.
III.
Technology: The Hershey Public Library seeks to be relevant, dependable, and
innovative for its diverse users of electronic resources whether within its physical
space or remotely. To meet community expectations and current trends, the library
must actively provide electronic and Internet accessibility that meets research,
entertainment, and skill building needs.
IV.
Events and Classes: Hershey Public Library is committed to consistently providing
programming to the community that is of the highest caliber and targets the interests
of a broad spectrum of area residents. As an educational institution, the Hershey
Public Library will establish a regular schedule of classes developed in response to
community needs as well as the following literacies: Basic, Information, Health,
Financial, Civic and Social, as named by PaForward. The number of Adult and Youth
classes offered will increase each year through the duration of this strategic plan.

Facility: Hershey Public Library recognizes the diversity present in the community
served and the importance of physical design and space allocation needed to facilitate
services and resources based on demographic data and demand.

Public Relations: It is essential that resources and services provided by Hershey Public
Library be promoted and marketed to the local community. A public relations plan
that targets a broad spectrum of the community will facilitate outreach to existing as
well as potential users.
VII.
Financial: Hershey Public Library is a department of The Township of Derry, primarily
funded by local government. To supplement funding, the library will seek grants,
donations, bequests and other gifts. An essential element of the library’s marketing
strategy is to build community awareness by promoting its growth, continuous
improvement and its relevant value as worthy of their investment.
VIII.
Review and Updating the Plan: The Hershey Public Library 2015-2017 Strategic Plan
will be reviewed and updated annually in October.
