NEW YORK CITY HOUSING AUTHORITY RIGHT SIZING PILOT PROGRAM OVERVIEW AND FREQUENTLY ASKED QUESTIONS A. Right Sizing Pilot Program Overview Right Sizing Policy NYCHA requires tenants to reside in apartments of the appropriate size based on family composition. Tenants residing in an apartment that is extremely under occupied are required to move. NYCHA’s occupancy standards define an extremely under‐occupied apartment as an apartment with two or more rooms than are required by the family’s size. Tenants in extremely under‐occupied apartments are placed on a transfer list and must move when they are selected by the Tenant Selection and Assignment Plan (TSAP) for an apartment of proper size. Tenants may elect to be placed on a transfer waiting list within their own development, another development, or a borough‐wide waiting list. Any tenant in an extremely under‐occupied apartment can request a grievance about the requirement to move. The tenant may resolve the under occupancy by permanently adding people to his/her household. In addition, if the tenant or an authorized household member requires extra room as a reasonable accommodation of a disability, the tenant may be able to delay or eliminate the requirement to move. Right Sizing Pilot NYCHA is offering tenants in extremely under‐occupied apartments an opportunity to participate in a right sizing pilot program. Program participants must agree to accept an apartment from a borough‐ wide waiting list. Participants have their moving expenses paid if they use the mover NYCHA assigns. As part of the program, the first 400 families to move out of their old apartments and into proper‐sized apartments will receive a $5,000 incentive once they fully vacate and return the keys to their old apartments. B. Frequently Asked Questions 1. What is the Right Sizing pilot? NYCHA is offering an opportunity to tenants who must move because their apartments are extremely under occupied. They can participate in a pilot program that provides incentives to those who relocate to appropriately sized apartments. . 2. Who is eligible to participate in the pilot? Tenants who are living in extremely under‐occupied apartments (with two or more extra rooms for the family composition) are eligible. You must also meet the following criteria to participate: be an active public housing tenant; be up‐to‐date on rent payments, with no balance; have no warrants of eviction, and have no active or pending termination of tenancy or Bawdy House proceedings. 3. You will be contacted for appropriately‐sized apartments based on your waiting list certification date. To receive the $5000 moving incentive, you must first move into a new, proper‐sized apartment and must fully vacate and return the keys to their old apartment. 5. Will NYCHA help pilot participants to move? NYCHA has agreements with specific movers as part of the program. If you use these movers, you will have your moving expenses fully paid. The movers will provide you with moving supplies, such as boxes, but you are responsible for packing and sorting. 6. Who will get the $5,000 moving incentive? The first 400 families to move out of their old apartments and into new apartments will receive the $5,000 incentive once they fully vacate the old apartment and return the keys. Additional requirements to receive the $5000 incentive include: attending a rental interview within seven (7) days of the date you receive notice that a proper‐size apartment is available; informing NYCHA’s Right Sizing Coordinator (1) the date of the rental interview, (2) whether or not you accepted the apartment, and (3) the date you will move; getting a moving permit from the property management office where you live now to move out of that development; getting a moving permit from the property management office in your new development to move into that development; signing a Notice of Intent to Vacate your current apartment; and moving to the new apartment within 14 calendar days of the date that the new apartment is ready for you. 7. Am I responsible for security deposits and other related rental fees? NYCHA will waive security deposits, upgrades and other related rental fees for tenants who are not on public assistance. If you are on public assistance, you must obtain a new security deposit voucher from HRA. Page 2 of 3 8. How do I register to participate for the Right Sizing pilot? Simply complete and email the Transfer Request Form (attached) to the Right Sizing Coordinator at [email protected]. Can I select a specific development to move to? No, you cannot select a specific development. To participate in the program, you must agree to be placed on a borough‐wide waiting list instead of a development list, which means you may be reached more quickly for a proper‐sized apartment. 9. What happens if I am matched to an apartment but I do not want to move? You will receive two apartment offers as part of the program. If you reject both offers, you will go back to your former place on the certified waiting list. NYCHA will not penalize you for refusing to move. However, if you reject both apartments offered as part of the program, you will not receive the $5,000 incentive. In addition, you will not have moving expenses paid, even if you move later to a properly‐sized apartment. 10. What happens if I sign up for the pilot and I am not one of the first 400 tenants to transfer? NYCHA will contact you at the end of the pilot program to determine whether you wish to remain on the borough waiting list or have your transfer restored to the previous development waiting list.
