In addition, the Spider diagram can be used as a diagnostic tool for promoting discussions about different elements of the current infrastructure environment. If a group of people take the survey and create Diagrams, these could be compared— helping decision-makers better understand the degree of consensus regarding the current situation. The group could then consider strategies for reducing some of the constraints that limit the effectiveness of programs and incentives designed to improve performance and/or promote private participation. The diagram also serves as a way to capture trends over time—documenting improvements and areas of continuing problems. The patterns over time can then be analyzed in terms of elements that seemed to have the greatest impact on performance. Note, the five elements comprising the “score” for each category are given equal weight. The user can change the weights to better reflect the importance of particular elements in their own situations. Thus, the framework is meant to be a starting point for analyzing your situation.
