Country Context Scores
A visual representation of your results can be obtained using a spider diagram. Follow the example
below to create your own spider diagram by penciling in your answers on the blank diagram
provided. Alternatively, you can create your spider diagram online at the following website (by
clicking on radar): http://www.onlinecharttool.com/
Example: Suppose your country had the following average scores: Economic environment: 1, Political
environment: 2.5, Social cohesion: 5, Laws and governance: 2, Institutions for security and justice: 4,
Infrastructure performance: 3
Country Context Scores
Use of the Country Context Scores: The quantitative scores that summarize your current situation
can be entered into the Taxonomy, helping you identify lessons from countries in comparable
situations (through accompanying case studies). In addition, the Spider diagram can be used as a
diagnostic tool for promoting discussions about different elements of the current infrastructure
environment. If a group of people take the survey and create Diagrams, these could be compared—
helping decision-makers better understand the degree of consensus regarding the current
situation. The group could then consider strategies for reducing some of the constraints that limit
the effectiveness of programs and incentives designed to improve performance and/or promote
private participation. The diagram also serves as a way to capture trends over time—documenting
improvements and areas of continuing problems. The patterns over time can then be analyzed in
terms of elements that seemed to have the greatest impact on performance. Note, the five elements
comprising the “score” for each category are given equal weight. The user can change the weights to
better reflect the importance of particular elements in their own situations. Thus, the framework is
meant to be a starting point for analyzing your situation.
